To search for information on a specific house, it is enough to know the address of its location or cadastral identifier. The resource will offer the following information:

If the number and address are unknown, the house or plot of interest can be found using a map of the area. Using the service, you can find any object. In addition, through it, users can issue an extract from the Unified State Register of Real Estate and a certificate of cadastral value.
Who prepares the sitplan and where can I get it?
There are 3 ways to obtain/prepare a situation plan.
The first and most common sit plan is prepared by the local municipality (in the Moscow region) and Mosgorgeotrest (in Moscow). Although government agencies should not charge a fee for preparing a situation plan, in reality this is not the case. Mosgorgeotrest used to be a state institution, but now, even though it remains a state unitary enterprise, it no longer receives state support, which automatically transferred it to self-sufficiency. Accordingly, the plan will not be given out for free here either.
In the Moscow region, you should contact your local architectural department. There, information systems for supporting urban planning activities (ISOGD) are created, which should contain data about the required area. But again there are several BUTs. The service for creating a situational plan will most often be paid - and, oddly enough, the cost varies in different municipalities. Apparently this is regulated by its own unknown laws. And the second problem is that not all the land under our jurisdiction has a cartographic basis. All the more relevant. In some cases, the old “two-thousanders” (M1:2000) from the 90s may be suitable. But a large number of changes will not be taken into account there. Architecture departments do not engage in geodetic surveys; they only collect information from other private and government agencies. And they can only recommend an organization that will update the sitplan. Here the Customer decides whether to take the old option or look for a contractor to update the information.
In Moscow, everything is extremely clear - sit plans are mainly “riveted” by Mosgorgeotrest in a fairly short time and quite expensively. The information there will most likely be quite new, but don’t expect a store plan that was built six months ago; no one will go to a field survey to update the plan. They will simply write “the production of an updated cartographic base is carried out in accordance with the established procedure” - read “for an additional fee.” Basically, sitplans are ordered there due to the fact that this state unitary enterprise is well-known by many and customers do not know where else to turn.
The second method is less common - entrust the preparation of the situation plan to a private geodetic office . As always, there are pros and cons.
The downside is the possibility of stumbling upon an unscrupulous contractor who, roughly speaking, will copy the sitplan from GOOGLE MAPS. Although in some cases this approach will be sufficient.
The advantages include always up-to-date display of the terrain. Also, private companies work more flexibly with the client - and there is always the opportunity to provide their technical specifications for the design and completeness of displaying objects on the ground, while municipalities issue only according to their own rules.
The third way, the most desirable, is to prepare this plan yourself . Many people try to find a situation plan online or draw one themselves.
There is no freely available online updated geodatabase. All plans at scales 1:2000 and larger are either classified or can only be obtained for a fee.
It is possible to use Yandex or Google maps (aerial photographs), and indicate on them, for example, the boundaries of your land plot (it is often difficult to achieve the required accuracy). Or you can go to the public cadastral map and indicate the boundaries of your plot there. But the plan will again be based on aerial photographs or a cadastral plan, which in many cases is unacceptable.
Some try to draw a situational plan of their site on graph paper on a convenient scale. Of course, this is not forbidden, but the plan can only be used for your own needs (draw the outlines of paths, place gazebos, lanterns, etc.). Most organizations will not accept a homemade situational plan.

If it is available and it contains the diagram and coordinates of the house, therefore, the property is included in the Unified State Register of Real Estate. This means that the owner needs to apply to update information about the building on the cadastral map.
The absence of this section in the Unified State Register of Real Estate indicates that the technical plan of the house has not been registered in the state real estate register. To register, the owner will have to submit a technical plan to the MFC.
Another situation is that a plot has disappeared from the cadastral map.
This is possible due to technical errors when updating the database. In this case, you need to write an application to Rosreestr, attaching the existing extract from the Unified State Registration Register. Another reason for the disappearance of the object is that the boundaries of the site were set before 2001.
The owner can use such a plot without land surveying, but it will be more difficult to sell it.

Why is my plot not on the public cadastral map? Many people have to look for an answer to this question when they need to sell or establish adjacent boundaries. Most often there are two reasons why there is no site:
- No boundary work was carried out in relation to the landfill.
- The owners did not register the plot in the state register.
To find out whether the borders are set or not, you need to issue an extract from the Unified State Register of Real Estate. If the document contains an entry that the boundaries were not established, the owner will have to call a land management specialist. He will measure the plot, establish its boundaries using coordinates and draw up a boundary plan.
With this document, the owner already applies to the MFC to enter information into the Unified State Register. But if even after this you could not find the desired area on the map, we advise you not to rush. Updated materials are not always immediately available.
The technical plan will include the following information:
- Floor plan of the house
- Geodetic basis
- Verified measuring instruments
- Methods, formulas for determining coordinates
- Description of location with coordinates
- Address, name and purpose of the object
- Cadastral number of the land plot on which the building was erected
- What are external walls made of?
- Year of construction
- Building area
- Schematic representation of the location of the building on the memory
Based on the technical plan, Rosreestr will register the building and issue ownership rights to it. It happens that information about a house does not appear on the cadastral map even after contacting the registration department. In this case, check the USRN extract: does it contain section No. 5 or not.
What is a situational plan?
This is a plan diagram of a land plot, drawn up according to symbols provided for scales of 1:1000-1:5000, on which, according to the scale, the boundaries of the plot (most often cadastral), above-ground and underground objects, buildings and other engineering structures are indicated. It is based on a topographic survey of the appropriate scale or is converted from a topoplan of larger scales. From the name it follows that this is not an engineering plan on which designers and builders rely (topographic plan), but an overview map, which is designed to provide orientation on the ground and indicate the main landmarks.

Why is the area shifted relative to the satellite image? We will try to dispel several of the most common misconceptions regarding the need to order a situational plan.
- It is needed to conclude real estate transactions. This is the last document you may need. It has no legal force. The only thing that will help you to navigate the area and indicate the location of the site or building. But this can be done in other ways. A fresh extract from the Unified State Register and a certificate are much more important for the transaction.
- It is needed for landscaping and landscaping of the land. In its most primitive form (made independently or by landscape organizations without the involvement of surveyors), it can only serve as an indicative concept for landscaping as a whole. Landscape designers often try to make a project based on their sit plan in order to “cheap” the work. However, for a serious and correct project, a large-scale topographic plan is needed.
- It is needed to register a plot of land. Also wrong. Very often they confuse the situational plan and the layout of the land plot. To register a plot of land from municipal or state property, the above-mentioned scheme is necessary.
Still, where is a situational plan useful?
- When developing design and estimate documentation at the stage of preparation for construction or restoration work. That is, at the initial design stage to order a geo-base (topographic plan). Whether it’s installing a fence near the road or assessing the possibility of carrying out reconstruction work, the site plan is designed to help preliminary “outline” the scope of work. That is, this is practically the first document before the start of a construction project.
- To obtain technical conditions for work. Again, to draw up a competent technical specification, the Customer must familiarize himself with the situational plan of the territory. That is, to connect gas, electricity, water supply (for example to Mosvodokanal) , etc. But this is not the only plan you will need. Most likely, you need to order a topographic plan M 1:500 at the same time.
- Sometimes a situational plan is understood as an inventory plan. Typically, large industrial or transport facilities need to update the information contained in cartographic materials. To determine the true state of affairs on the ground, the owners of such objects periodically order situational plans (in accordance with internal regulations).
- Sometimes, to draw up a lease agreement, a situational plan may be useful to submit to the body allocating the land plot.

The procedure for obtaining a boundary plan of a land plot
The survey plan can be made in two forms - printed or electronic. Electronic plans have the same legal force as traditional paper plans, and at the same time are more convenient to use. They also have the official seal and signature of cadastral engineers, indicating the authenticity of the documents. Conservatives often ask: “Why do we need electronic documents if we have printed ones?” Serious real estate transactions require sending documentation to different addresses in electronic form, which is impossible to do with printouts.
From a legal point of view, a site survey plan is an official document in which the results of survey conducted by certified specialists are entered. Also, all the necessary information contained in the cadastral plan and all data from the real estate cadastre are entered into the land survey plan. As a result, this paper becomes the main technical document necessary for working with the site.

What does it say and what does it look like?
A situational plan usually consists of two parts:
Project. It is a direct schematic image. Mandatory for display are the number of floors and composition of buildings, names of streets and passages, indication of cardinal directions, all significant contours of the area for a given scale (roads, vegetation, rivers, etc.)
Analytical . Describes the object in detail, that is, it is essentially the text part of the plan. Symbols, address of the object, name of the contractor and customer, etc. must be indicated. and contains additional diagrams if necessary.
The main difference between a situational plan and a similar topographical or cadastral plan is that there are no mandatory symbols for displaying various objects on it. “Conventions” are always indicated - after all, this plan is prepared not only for specialists, but also for ordinary citizens. Very often, the designations coincide with the symbols of topographic plans of the corresponding scales. Why invent something that has already been invented? But at the request of the Customer or the authority where it is submitted, any designation can be changed or supplemented (for example, paint over houses, driveways, etc.)
Of course, a lot can be changed by technical specifications. That is, the type and form of the situational plan can change dramatically depending on the wishes of the customer and the purpose. It’s no secret that different companies often require documentation precisely in accordance with their standards and forms.
