Apartments in a new building can be purchased by DDU, by purchase and sale, by privatization, by inheritance, by gift. If at the time of the transaction the residential premises are already registered in Rosreestr, there is no need to go through this procedure again. If accounting has not been carried out, the owner of the apartment can go through this procedure in the following ways:
- registration of a privatized apartment in the cadastral register is carried out simultaneously with the registration of rights to citizens;
- for an apartment in a newly constructed building, accounting is carried out by the developer, or when registering rights to the shareholder, the buyer;
- in old houses built before 2013, the sale of an apartment before cadastral registration is prohibited (but the procedure can be carried out along with registration of the transaction).
There is no need to re-register for subsequent transactions. However, this is required when carrying out redevelopment or reconstruction work. When the characteristics of an apartment or non-residential premises change, the corresponding changes must be made to the Unified State Register of Real Estate. To do this, you need to order a technical plan, contact Rosreestr or the MFC.

Deregistration of a house with the BTI
The list of documents for deregistration of an object is established by Article 22 of the Federal Law of July 24, 2007 No. 221-FZ “On the State Real Estate Cadastre” “Composition of documents required for cadastral registration”. According to this article, you only need to provide a statement and a certificate stating that the object does not exist.
To remove a house from the inventory register in the BTI, you need a technical passport (plan) of the house and recording the fact that the house is not in its original location. This can be done by a BTI engineer on site. A new cadastral passport for a virtually absent object is not needed. It is enough to obtain a certificate of cadastral registration of the house. Such information may also be contained in the old cadastral passport.

Addition of a land plot in Novosibirsk in 2020
Registration of real estate objects for cadastral registration
Hello, Alexey! If you inherited a plot of land, then accordingly you have the right of ownership to it, obtained according to the old order (before 1997). For proper registration, you must go through a new procedure. To do this, you need to register the land in the cadastral register, and then contact the federal registration service, where they will register ownership of the heirs. Therefore, contact a cadastral engineer to draw up a technical plan. And then according to the standard scheme described in the article.
Hello, my question is the following: I have land leased for individual housing construction, a foundation has been built on it, it is registered as unfinished in the state register, my land lease period is until December 2020, on this land there is also a 6x6m building with an attic with a total area of 54m2+ barns, this second building is not registered, I call it a bathhouse. I had a check on compliance with the correct use of the land, and I was told that since March 2020 a law has been passed that says that the land can be taken away from me if I do not build a house, which I still have at the foundation stage, despite the fact that I have a registered incomplete...I'm shocked. They tell me that I can register my second house 6x6m as a full-fledged house and I need to get a building permit for it and register it as a house... and slowly build a house at the foundation stage, the building permit for it is until August 2020, then contact the cadastral ...Please tell me what I should do and the order of my actions...What do I need in order to obtain permission to build a second house on a plot with a plot area of 13 acres...
Technical plan for the house
Papers for a house are needed upon completion of construction in order for it to be registered in the cadastral register. It happens that you have to transfer the ownership of a house to another person that has not yet been built, then you also need to order an additional technical plan, which will include drawings and specifics of the object at this stage of construction. Without such a document, it will not be possible to re-register property rights.
