For each property, the cadastral passport had its own established form. This document included the main technical characteristics of the property.
What it is
A technical passport is a specialized floor plan, which is drawn up on a certain scale. The document includes basic information regarding the internal arrangement of a particular premises and the entire apartment building as a whole.
The registration of such passports is carried out at the Technical Inventory Bureau through the preliminary preparation of a technical plan. First of all, such a document is drawn up after the house has been put into operation and an initial inventory has been carried out.
The provision of services for obtaining this passport is provided not only to owners of real estate, but also to tenants of social residential premises and their proxies.
The validity period of the issued document is directly related to the fact of the inventory. Thus, the issued passport itself is indefinite, but the inventory must be carried out at least once every five years.

Technical passport
Description: | It is often confused with cadastral. Both are passports. Only their legal and actual purpose are very different. Technical passports began to be issued earlier than cadastral passports. Until 2013, it was the technical passport that was the basis for entering data about property into the State Real Estate Cadastre and registering real estate. Unlike the technical plan, the technical passport focuses on the technical characteristics of the object. For example, if we are talking about an apartment, then there will be data such as the year the house was built and last overhauled, the number of floors in the house and rooms in the apartment, ceiling heights, wall and ceiling materials, the presence of water supply and sewerage, type of heating, etc. . There will also be an inventory value (some abstract value). It should not be confused with the cadastral document, according to which tax is calculated.
Registration of a passport through the USRNka portal online
1. Select the “Services” tab and click on it.
2. Select the USRN extract and click on the inscription “Order an extract”.
3. It’s faster and easier to get an extract if you enter the cadastral number in the order form and click the “Submit” button. You can also enter the address, but you need to do this without errors, choosing the right settlements and the drop-down menu.

Cases of document replacement
In accordance with current legislation, the technical passport does not have a limited validity period, and therefore there is no need to regularly replace it.
Passports that were issued before 2020 are equivalent to cadastral passports, that is, they can also be used in the process of conducting various transactions related to the transfer of ownership. But if real estate is being privatized, the old passport issued may no longer be valid, and therefore a new one will have to be issued.

Cadastral plan

Very often, lawyers, realtors and notaries use the expression “cadastral plan”, meaning slightly different documents. Most often we are talking about an Extract from the Unified State Register of Real Estate. This is the main document certifying your property in the cadastral register. It is also worth mentioning that there is such a document as a cadastral plan of the territory. This is a slightly different document, which is also issued by the cadastral chamber. Production time and cost
The extract does not have a strictly designated validity period. It is valid until such time as changes need to be made to it. For example, a plot was divided into parts, buildings appeared on it, owners changed, etc.
According to paragraph 9 of Art. 62 Federal Law No. 218 dated July 13, 2015, issuing an extract from the Unified State Register takes no more than 3 working days. 2 days are given to transfer documents from the MFC or process the application via the Internet. In this case, the maximum period for issuing a certificate is 5 working days.
But if you choose the method of receiving it through Russian Post, then you should take into account the delivery time - it can take up to 2 weeks.
As for the cost, to obtain an extract from the Unified State Register, it is necessary to pay a state fee, the amount of which depends on the method of obtaining the document and the type of applicant.
For legal entities:
- on paper – 2200 rubles;
- electronic version – 600 rub.
For individuals:
- on paper – 750 rubles;
- electronic version – 300 rub.
Cadastral extract (extract from the Unified State Register of Real Estate)
