Determining the cost of living
In each subject of the federation, the level of subsistence level is not the same with regard to certain categories of persons. Today, pensioners, children and able-bodied people fall into three different categories. When a decision is made to register a family as low-income, the existing cost of living in a particular region is also determined. How to calculate income for classification as low-income families?

The legislation establishes the procedure for determining income and calculating family income, as well as the income of single citizens.
In accordance with regional laws, joint family income is taken into account for a particular period preceding the time of citizens’ application. The legislation also defines the types of income, the indicators of which are important for the provision of financial assistance by the state.
Let's take an example of calculating family income for classification as low-income in Moscow - in the capital, the “property security” indicator is legally defined, which is calculated using the formula:
Property security = Value of movable and immovable property of all family members + Income of all family members for 20 years.
Family income is calculated by multiplying the sum of the average monthly income of all family members by 240 (the number of months in 20 years). In this case, the average monthly family income is defined as the sum of the average monthly income of all family members for two full calendar years preceding the year of application for classification as low-income families.
