The procedure for technological connection of private cottages and other capital construction projects to gas mains is prescribed in Decree of the Government of the Russian Federation No. 1314 of December 30, 2013.

Laying an underground pipe will cost 30 percent more. In addition, you will have to obtain permission from the traffic police or neighbors. The ground method will make it possible to quickly connect, but you need to monitor the condition of the pipe and paint it every year.

New rules for connecting gas to a private home: procedure and cost

Selecting the type of gas supply . If the residential heated area of the house does not exceed 250 sq.m., then fuel consumption is planned to be no more than 5 cubic meters per hour. This option falls into the first group and is the most popular for private housing.
Drawing up a draft technical specifications for gas . To do this, you will need to contact local gas workers with a number of documents. The application will be reviewed within a month and connection is possible only if the house is located near the main gas pipe (no more than 200 meters).
Technical connection to the main line . Upon positive consideration of all submitted documents, a technical connection to the gas main is carried out. The cost of the project preparation service is quite high if you contact a private design bureau, but the time frame there is minimal. A project ordered from the city gas service costs much less, but then you will have to come to terms with the deadlines, which range from 3 to 6 months.
Installation work . Direct installation of gas equipment should be entrusted only to competent specialists. Be sure to sign a contract with them to complete all work.
Gas connection . Compliance with all conditions for installation and safe operation of gas equipment before connection is necessarily checked by gas workers on site. An application is made for this, and the wait is on average 2 weeks. The verification is confirmed by a receipt, with which you need to contact the gas service and wait for the conclusion of an agreement. Naturally... I was outraged by this and I sent a second application, attaching a topographic survey of the site as evidence. A new agreement has arrived. Where the amount for TP was already 35 thousand rubles. And this amount only includes cutting into the pipe and starting the gas!

It is also necessary to prepare a gasification project, etc.

Of course, according to the law, the gasification project is not mandatory.

But MosOblGaz has its own laws, it is still a commercial, not a state-owned enterprise and sets its own conditions and prices

We have to either silently agree to their terms, or sit without gas for years and go to court, or find some other way and seek discounts. I chose the last option. I sought the maximum discount.

To calculate construction and installation work, a gasification project is required. And you also need to pay for the project... Someone is looking for a third-party organization that has permission...

Someone orders online from other companies located in other cities... I tried to find a third-party organization to prepare the project at the lowest price possible. But I didn’t find it...

And I decided to do everything through MosOblGaz, so that there would be no issues with connecting gas later.

The asking price for the project was 36 thousand rubles.

You name all the equipment to the designer, but the only thing that is included in the project by default is a prepaid meter with smart cards. And no other... Otherwise the gasification project will not be approved! Either the meter specified in the project or the construction and installation work will not be carried out for you and you will be left without gas! These are the conditions you want to agree to, or defend your rights.

I decided to defend the rights, at least for the meter, and began to strive to include in the project a mechanical meter, the most convenient one.

After the project was ready, with the agreed meter, it was transferred to the Construction and Installation Department for an estimate. As a result, the estimate for the work amounted to 150 thousand rubles. This despite the fact that the distance to the pipe is only 8 meters.

My indignation knew no bounds. To the question Why? They answered me briefly: if you don’t like it, go look for something cheaper, but come back to us anyway. We have our own prices, we are a joint stock company! This is the answer I was given...

A week later, I came again and asked for a discount, after thinking a little, the employee went somewhere and returned saying a maximum of 10%... That's all that is possible... As a result, the price dropped to 135 thousand rubles.

And I left the contract with the project until next year (the contract period is 1 year), there was still time to think about it).

I dealt with all this gas red tape during the process of building a house, starting from the moment the foundation was poured.

The next year, in the spring, in March, before the snow had melted, I received a call from MosOblGaz with complaints and began asking questions... Well, what? When will you pay for construction and installation work?... Our plans are on fire...

When do you plan to carry out the work? I answer in a misunderstanding... Well, how will I save money...

They say there’s not enough money... And I myself can hear in the background on the phone how they’re swearing there...

At the end of the conversation, I began to think. And the idea came to my mind to make them an offer that they were unlikely to refuse...

I decided to go to Gorgaz and offer them to carry out construction and installation works on me for the amount that I had on hand - 110 thousand rubles. And not 135, as they asked earlier. Naturally, they agreed and in early April they gave me gas.

As a result, initially the entire amount for gasification was 282,000.... After my efforts and a little legwork, I managed to pay off more than 100 thousand rubles for gasification. Agree, this is a decent amount. The total amount for bringing gas into the house was 180 thousand rubles.
