A cadastral passport is one of the important documents that confirm ownership of real estate. Most apartments that were purchased from citizens a long time ago are not registered in the cadastral register. To sell an apartment, exchange it or donate it, you must receive this document.
It is necessary in the following cases:
- To register ownership of secondary housing in Rosreestr;
- When registering ownership of an apartment in a new building;
- Banks require this document when applying for a mortgage loan;
- In order to legitimize the planning carried out;
- During legal proceedings, for example, if a person needs to be evicted.
There are three types of apartments for which it is necessary to obtain information from the cadastre:
- Residential premises that were owned for a long time, but were not registered in the cadastral register. The owner must arrange them independently;
- If the apartment is inherited. In this case, the heir himself is responsible for the registration.
- Residential premises purchased in new buildings.
You can receive a cadastral passport for the first time when registering your home, or you can get a second one if you lose your old one, during redevelopment, or to submit it to the bank.
What documents are required
To submit an application, you must first collect a package of documents:
- A document confirming the identity of the applicant;
- Completed application. It can be filled in when serving;
- Technical plan of the apartment, which must be pre-ordered from the BTI;
- Documents confirming rights to real estate. This could be a deed of gift, a purchase and sale agreement, or a certificate of inheritance.
- Receipt for payment of state duty.
You must first call specialists from BTI to draw up a technical plan. You can conclude an agreement with BTI employees under which they themselves enter the apartment into the cadastral register, and the owner is provided with a ready-made cadastral passport.
If the passport was received earlier and needs to be restored, the package of documents becomes smaller. The applicant will need:
- Application for re-issuance of a passport;
- Identity document;
- Receipt for payment of state duty.
After submitting the documents, the employee issues the applicant a receipt indicating the date the document was received.
In new buildings, developers are most often responsible for obtaining a cadastral passport. They register the house and each apartment separately. The owner of the apartment only applies to Rosreestr to register ownership of the property.
Order a cadastral passport at the MFC
Registration of documents of various nature has always been a complex and lengthy procedure for citizens. To simplify it, special centers were created in Russia, characterized by versatility and accessibility.
By visiting these centers, citizens can receive advice on any issue related to the preparation of documentation, obtaining reference information, drawing up applications and requests to various organizations.
Documents for obtaining a cadastral passport at the MFC
A cadastral passport for an apartment is a document, the data in which may change depending on changes in the number of residents registered in the living space, their extract or registration.
Which authorities produce cadastral passports these days?
Not long ago, this procedure was carried out by the technical inventory bureau. It was he who had access to cadastral information.
Now BTI is no longer involved in preparing these documents; their responsibilities only include drawing up a technical passport for residential premises. But this organization assigns its representatives to inspect and evaluate residential premises.
Rosreestr and the Cadastral Chamber are the main government bodies on which the process of drawing up a passport for cadastral registration of an apartment depends. Since they are the ones who have the information necessary to draw up the document.
The final authority where all data for drawing up a housing passport is collected and processed is Rosreestr. Information from the Cadastral Chamber is transmitted to him. Therefore, in order to avoid unnecessary delays in preparing a passport for an apartment, you should submit a request directly to Rosreestr, which can provide all the necessary documents and certificates.
The financial costs of obtaining a cadastral passport include payment of the state fee. Unfortunately, at the moment the information held by Rosreestr is not complete enough and cannot always satisfy citizens’ requests.
Because of this, very often apartment owners are forced to submit requests to the Cadastral Chamber. In this organization, information can be more complete, systematized and up-to-date.
The multifunctional center is a government body that is also involved in drawing up a cadastral passport for an apartment. Citizens have very high hopes for him. The task of visitors is simply to come to the center’s specialists, who will be able to receive and process information from the cadastral register.
When a visitor contacts this center, he can be sure that he will not have to run around to any other organizations or authorities. All the visitor needs is to get accurate background information about the apartment and its owner.
Important!
Of course, you will also need endurance and strong nerves, since queues in such centers are a common situation. But the fact that a passport can be obtained in a couple of days makes the difficulties easily surmountable.
A package of documents provided for drawing up a cadastral passport in a multifunctional center:
- An application for registration of a cadastral passport completed by the owner. The application is filled out according to the sample directly at the center. If the owner cannot deal with this issue independently, his functions are performed by a trustee;
- Original passport;
- Documents for ownership of the apartment. This may include, in addition to the certificate of ownership, a purchase and sale agreement and a deed of gift for housing. If the apartment is in a new building, you can present an agreement with the developer of the house;
- In case of any changes in the layout of the housing, you still need to submit a technical passport for the apartment;
- Receipt for payment of state duty. The payment amount is fixed. Its size does not vary depending on the region of the country;
- If the application is submitted by a trusted person, and not the owner of the apartment, then it is necessary to provide a power of attorney certified by a notary.
The list of documents presented to your attention is not complete, as it often depends on the specific situation. If you are registering a cadastral passport for the first time, you will need information from the technical inventory bureau. The specialists of this organization evaluate the apartment and draw up its technical passport.
All documents necessary for issuing a cadastral passport are transferred to a multifunctional center or other organization.
Order a cadastral passport from the MFC for a land plot
A land plot, like any other piece of real estate, must have its own cadastral passport. But to receive it, it must be registered in the cadastral register. If such a procedure has not yet been carried out with the site, then the owner should start collecting a package of necessary documents for registering the site with the cadastral register.
The set of documents includes:
- Owner's statement;
- Identification documents of the owner;
- Site plan with its boundaries;
- Individual digital code of the site obtained in the cadastral register;
- A copy of the land ownership certificate, certified by a notary office;
- Confirmation that the site is registered in the cadastral register;
- Certificate of ownership of land;
- Confirmation of the demarcation of areas.
This package of documents is transferred to the MFC. The process of drawing up a cadastral passport should not last more than five days.
But it should be noted that the MFC itself does not draw up the passport; it transfers all documents to the cadastral register, being an intermediate authority. Therefore, the deadline for completing your order begins to be calculated from the moment the documents enter the cadastral register.
The amount of state duty for obtaining a document in printed form is legally approved. It is 200 rubles. A receipt for payment of the state duty is included in the package of necessary documents.
If information is provided not to an individual, but to a legal entity, the amount of the state duty increases to 600 rubles.
It is very important in the application for the preparation of a cadastral passport to correctly indicate the surname, name, patronymic of the owner, his passport details, as well as the purpose for which the property owner applies for the preparation of this document.
The application of the apartment owner is the main one in the entire package of documents.
The information included in the application must be correct. If inaccuracies are found, the issuance of a cadastral passport will be refused. Application forms are issued at the MFC or at the cadastral chamber.
Where to get a cadastral passport for an apartment
There are three ways to obtain a cadastral passport for an apartment:
- Order online on the Rosreestr website;
- In the Cadastral Chamber;
- Through the multifunctional center.
Online via Rosreestr
The document can be ordered online on the Rosreestr website. This method is very convenient for those who do not have enough time to visit organizations or wait in queues.
The cost of the state fee for obtaining a document does not depend on the chosen method. You can obtain a passport either by appearing in person at Rosreestr or by submitting an application online. When using the online ordering method, you must choose what type of document the applicant requires and how he can pick it up.
Depending on the form of the document, the state duty will be calculated.
To order a cadastral passport online, you must complete the following steps:
- Go to the official website of Rosreestr;
- Fill out the application fields;
- Pay the state fee.
After processing the documents, the applicant will receive a notification about how and when he will be able to pick up the finished document. You can obtain a passport yourself by contacting the territorial body of Rosreestr. The second way is to receive the document by mail.

The processing time for a cadastral passport through the MFC is 10 working days.
Order through government services
Most citizens actively use the State Services portal. This is a service for providing government services online. Thanks to this service, you can issue the necessary document without leaving your home.
You must first register on the website:
- Registration must be confirmed at the MFC, but confirmation is required only once;
- Next, you need to find the Rosreest tab on the portal and obtain documents from the cadastre;
- The program will provide a field to fill out the application;
- After filling out the form, you need to wait for confirmation of the request verification;
- Next, the applicant can choose the method of obtaining a passport.
The electronic version of the document has the same legal force as the paper version. The only difference is the production time. You can receive your passport by email within two business days. A paper document is produced within five working days.
Other ways to obtain a cadastral passport
In addition to obtaining a cadastral passport for an apartment through the MFC branch, you can apply for it at the Cadastral Chamber (branch in your city) or fill out an application through the State Services portal. However, when applying online, you can only receive an electronic version of the document. To obtain the original, you must also visit a branch of the Cadastral Chamber, where there may be queues, closed days and limited reception hours. The most convenient way to receive it is still the MFC branch, since the Multifunctional Center is open, as a rule, until 20.00, competent specialists help in drawing up the application and check the availability of all documents.

What is a cadastral passport and how to get one
» Until 2012, to make transactions with an apartment, two passports were required - cadastral and technical.
The technical passport contained more information, and it was more detailed. In addition, there was a floor plan of the apartment. Nowadays, for the vast majority of transactions with housing, only a cadastral passport is required. The technical passport has replaced the technical plan - it is issued as a supplement to the cadastral upon request. One of the most common reasons for ordering a technical plan today is the purchase of an apartment on credit - most often the bank requires inclusion it into the package of documents. The procedure for preparing the document is approved and regulated by the relevant regulations. You can issue an extract that replaces the cadastral passport:
- in Rosreestr or the Cadastral Chamber;
- using the MFC or online on a special resource of Rosreestr.

First, the apartment owner needs to collect documents and decide which version of the document (electronic or paper) he needs.
The standard procedure for obtaining a cadastral passport (extract) is quite simple.
The difference depends on whether the document was drawn up earlier. If not, then the owner will have to order a technical specialist from the BTI. Based on the reporting documentation, other documents will also be drawn up. In the case when the owner only needs to receive a document, he is obliged to:
- pick up an extract from the Unified State Register within the specified period.
- submit documents;
- contact the Cadastral Chamber (Rosreestr);
When submitting papers to obtain a passport, you must pay the state fee and give the receipt along with other documents. You must have a civil passport with you. Further actions should be as follows:
- pay the specified amount.
- fill out the form provided by the service, indicating the required information;
- you need to open the “Electronic Services” tab and select the item for submitting requests for information from the register;

What is the price
The cost of registration depends on who submits the application: an individual or a legal entity.
To obtain a passport, an individual must pay an amount of 200 rubles, a legal entity is subject to an amount of 600 rubles.
On January 1, 2020, a federal law came into force that united all information about real estate into a single register, and information in accordance with this law is contained in a single system.
Such a system allows citizens to simultaneously submit an application for registration of rights and registration of an object in cadastral registration.
The type of document that contains information about the cadastre of a real estate property has also changed. Now citizens will be able to receive an extract from the Unified State Register. From February 7, 2020, citizens can receive a free extract from the Unified State Register of Real Estate on the cadastral value of real estate on the official website of Rosreestr.
