The paper version in most cases consists of both parts, the electronic version only of the descriptive part, and there is usually no graphic plan.

The law provides for a 5-day period for issuing an extract from the date of filing an application with the chamber. However, certain difficulties may arise due to which the issuance may be delayed.

  • previously submitted package of documents.

To obtain it, applicants must also present a passport or a representative’s power of attorney.

The law does not provide for the validity period of the document, so it can be determined that the cadastral passport is unlimited. However, it must be remembered that all changes in housing parameters must be recorded in the passport, which is why there is a need to update it (only in case of redevelopment). If previously there was a forced renewal procedure, now no one can oblige one to change the cadastral passport without modifying the living space.

You can submit an application for an extract from the Unified State Register using one of the options:

  • in the form of a regular paper version;
  • electronically.

The application is a document consisting of 8 sections. Each section should be filled out carefully and accurately with the required information.

  • 1 section. General information is provided. It contains only data about the plot: cadastral number and its exact address.

    It is necessary to know in what form the ordered information should be provided: paper or electronic version, as well as in what way the customer should receive them:

    1. in person by visiting the territorial department of Rosreestr (the address of this department is indicated);

  • by e-mail (in case of electronic provision of information).

Registration procedure

To do this you need:

  1. contact the appropriate institution with an application ;
  2. provide the required documents ;
  3. pay the state fee ;
  4. find out from the employee of the relevant institution the date when the document will be ready;
  5. pick up the document at the specified time, providing a passport and a copy of the application.

To order an extract through the Rosreestr portal you must:

  • go to the Rosreestr Internet portal, select the “Activities” ;
  • click on the icon of the “Provision of public services” ;
  • select the section “Get an extract from the Unified State Register of Real Estate” .

  1. select the object “apartment” (or another);

The land cadastre is a collection that contains all the essential information about land plots on the territory of Russia. This article will describe this concept.

The essence of the cadastre

The cadastre is understood as a set of information presented in a systematic manner, supported by documents, which describes the legal status of plots, their natural characteristics and economic situation. It also contains data relating to all buildings located on the plots. The information included in such a register must be complete and comprehensive, thereby enabling effective land use.

The information contained in the cadastre describes information relating to all real estate objects. Please note that ideally all land plots should be included. As well as all the buildings located on them. The work of maintaining the cadastre involves the gradual coverage of all plots located on the territory of the country. Of course, the essential requirement established for such a code is the reliability of all the data presented in it. If it turns out that this or that information is not true, the contents of the registry must be promptly amended.

Institution maintaining the cadastre

In our country, maintaining the cadastre of land plots is entrusted to the Federal Cadastral Chamber. The latter is currently a federal state budgetary institution, which is subordinate to Rosreestr. The cadastral chamber is entrusted with the execution of the powers of Rosreestr in the field of registration of rights to real estate and transactions with such objects.

The procedure for maintaining the cadastre of land plots

The land cadastre is legally maintained on both paper and electronic media. If the information on these two types of media does not match, then in such a case the data that is available on paper takes priority. All cadastral files must be stored permanently; their destruction is not allowed.

Information in the land cadastre comes from the following sources:

  • Information regarding the rights existing to a given plot - From the unified state register of rights to real estate.
  • The economic characteristics of a given territory are based on the results of state assessment (cadastral and other), as well as on the basis of regulations.
  • Data on the condition of the lands and the procedure for their exploitation - based on information provided by the owners, as well as the implementation of various surveys, including soil, land management, geodetic, topographic and others.

Functions of the land cadastre

Maintaining this register serves the following purposes:

  • State control over the use of available land;
  • Protection of the status of various territories;
  • Creation of a database that can be used by local governments (municipalities) to obtain the information they require on various lands;
  • State registration of rights to real estate objects arising from owners and other land users - individuals and legal entities;
  • Determination of reasonable payment for land;
  • Land management;
  • Assessment of the economically justified value of land resources;
  • Increasing the efficiency of land resource exploitation;
  • Carrying out necessary environmental measures;
  • Identification of the economic value of various lands;
  • Establishment of general principles of land management;

At the same time, the cadastre is of a public nature. All subjects - state and municipal institutions, as well as individuals and legal entities have the opportunity to have equal access to absolutely all information entered into the cadastre.

Cadastral number of the allotment

The most important property of a plot is its cadastral number, which is assigned to this object at the time of registration. It is this that allows one to identify this or that plot, since it is unique.

The cadastral number includes four blocks separated by a colon, each of which requires the content of a strictly established number of digits:

  1. The first block, consisting of two numbers, refers to the cadastral district; in practice, such districts have been created in the territories of all existing subjects of the federation
  2. The second block, also including two numbers, determines which cadastral region we are talking about; in practice, such units coincide with the territories of districts and cities within regions.
  3. The third, which includes seven digits, denotes the cadastral quarter.
  4. Finally, the last, fourth block also contains two numbers. It directly identifies the land plot itself

It is possible to enter land plots into the register under conditional cadastral numbers that have a different format. This happens if the cadastral number was assigned to this plot earlier than 2007. Since the numbers that real estate properties received before this date began to be considered conditional after 2007.

It was in this year that cadastre legislation was adopted. The second option for a conditional number is if previously this property did not have a number at all, its registration with a government agency has begun, but has not yet been completed. But in this case the object will receive a temporary number, which will be used until the procedure is completed.

After this, the site will receive a permanent number.

The situation when one plot has more than one cadastral number (usually two) occurs in practice and becomes the result of an error by cadastral department employees. In this case, you must contact Rosreestr with a request to correct the error that has crept in.

If the number of plots changes, then changes occur with their cadastral numbers. So, if two sections are combined, then the resulting one is assigned a single number. If an existing section is divided into several, then all the resulting sections also receive their own number.

What information is included in the cadastre

The cadastre must contain basic information related to a particular plot. In particular these are:

  • Location of the site with reference to the area (to the nearest populated area);
  • Boundaries of the site (shown on the plan diagram);
  • Allotted area;
  • The category to which the land is classified (including agricultural, populated areas, etc.);
  • Method of operation of the site;
  • Current soil quality in a given area, characteristics of its fertility;
  • The legal status of the plot, its current and previous owners, encumbrances in favor of third parties imposed on this plot;
  • Buildings erected on the site.

What are the consequences of failure to register an allotment?

After purchasing a plot, be sure to register it, otherwise the current owner may continue to own it. Problems will arise for him if he wants to carry out any operation with such property. In fact, without a cadastral number, he will not be able to sell the plot, or mortgage it, or, for example, leave it as an inheritance to someone whatever it was. The reason is that in the absence of cadastral registration, the rights to such land are considered doubtful. And only when such a procedure is performed are they considered unconditionally attested.

What documents are needed?

Since information from the cadastre is now available to everyone , the minimum required set of documents is a passport and payment receipt .

  • a building needs to be erected on the allotment;
  • it is planned to redevelop the site or a house built on it;
  • the site needs to be laid out;
  • land is inherited;
  • To register an allotment, you must go to court;
  • you need to get land insurance;
  • it is necessary to rent out the plot;
  • the company wants to complete the bankruptcy process;
  • the site is used by the company as authorized capital.

The land owner will need a cadastral passport in all cases when he wants to take any actions to confirm his property rights. Such a document can always be drawn up immediately before concluding the necessary transaction (be it privatization or inheritance), but sometimes it may be required urgently. Therefore, you should not delay with its registration.

If a cadastral passport has not been obtained for the property, then neither utility services, nor tax authorities, nor other government agencies can see it.
