Since the law does not oblige one to prove the purity of the transaction, the need to take a certificate from the BTI has disappeared. BTI carries out registration and issuance of certificates and other technical documentation upon request from a limited circle of persons:

Since the validity period of the floor plan and explication, although formally unlimited, is actually 5 years, very often it becomes necessary for Moscow residents to obtain this document again, make changes to the technical part, and re-register it.
The validity periods of BTI documents were abolished on September 1, 2007, when regulation on relevance was introduced. This rule does not apply to documents whose validity periods are established by separate regulations.
At the same time, there are internal orders of the MosgorBTI, based on current tasks, plans, federal programs and other processes. For example, the municipal authorities may receive a proposal to conduct an extraordinary inventory, then the documents will lose relevance after changes are made to Rosreestr.
This situation most often relates more to exceptions to the rules and extraordinary measures, when the authorities have really compelling arguments for carrying out a set of measures.
- Due to organizational and other difficulties, the timing of regular inventory is delayed - a frequent case, especially in densely populated areas assigned to the BTI with little administrative resources.
- The second case is the consequences of the first. Cadastral engineers and specialists from the BTI simply duplicate all the information from the BTI documents, changing only the inventory date, without visiting the site.
We recommend agreeing on future redevelopment in advance, or making changes to the technical documentation after the fact, but immediately after the redevelopment work has been completed. This will protect your rights and avoid serious penalties from the technical inventory bureau.
An explication is made only after a BTI technician has visited the site and taken all the required measurements. The owner of the apartment or his principal must contact the territorial office of the bureau with an application, to which is attached:
- Documents of title (certificate, purchase and sale agreement, inheritance, court decision and others);
- Act of reconstruction (if redevelopment was carried out);
