GIS Housing and Communal Services ensures the implementation of the order of the President of the Russian Federation dated October 13, 2011 No. Pr-3081 on the creation of a single information resource for gaining access to information in accordance with the current standards of activity of public utility organizations, including information on the cost of services, accounts payable and on setting tariffs for the next period of regulation, as well as organizations operating in the field of management of apartment buildings. The system was put into commercial operation on July 1, 2016.

The development is based on two federal laws:
