Concept

A cadastral passport is usually understood as a document that reflects all the information on a property. According to the rules, the cadastral passport contains information about the house itself, its address and location, purpose and number of storeys.

An officially executed document consists of several parts:

  • initially, in the explication, detailed information about the real estate is indicated;
  • followed by the second part with the floor plan, which is displayed graphically;
  • the third part of the cadastral plan is an extract from the technical passport.

You should definitely pay attention to the presence of the date when the object was registered.

  • cadastral and technical passport obtained at the territorial BTI in Verkhnyaya Tura;
  • paid receipt of state duty (provided at the request of the applicant.

Registrar employees do not have the right to demand payment).

What is this document for?

Each property is assigned a unique cadastral number. You can use it to track any transactions. This way, any erected structure will be identified.

A cadastral passport allows you to legally own real estate, as well as:

  • carry out all kinds of manipulations with documents such as gift agreements, inheritance rights and sales;
  • take out insurance;
  • file claims in court regarding this object;
  • receive a bank loan by registering specific real estate as collateral.

If the real estate is owned by a legal entity, then having a passport in hand, you can register it as the authorized capital and pay off the company’s debts.

What does it look like?

Regardless of what the cadastral passport is issued for (for an apartment, house or land), this document is quite similar in appearance.

In fact, it consists of 2 sheets:

  • Initially, information about the residential premises itself is indicated, as well as its unique number and the date of execution of the document.
  • Then, on the second page, the detailed plan is described. In this drawing you can see not only the area of each room, but also the height of the ceilings, as well as the number of the apartment or house.

The cadastral passport describes each premises in detail.

It also contains information regarding the inventory value and the material from which the walls are made.

Each sheet must be numbered. The sheets must be stamped and signed by officials of the Cadastral Registration Authority.

Having a cadastral passport in hand, buyers of a property can obtain the most accurate information about the area of each room, and in the case of a house, a floor plan for the arrangement of rooms.

How to get a new cadastral passport for a house

There are different situations:

1. When constructing a residential building, its inherent technical characteristics are laid down, which distinguish it from similar buildings. These include area (general and residential), number of rooms, floors, etc. Therefore, when putting an object into operation, it is necessary to draw up technical documentation for it.

We draw up a technical plan. The technical plan is a mandatory document when registering a house. Contains a graphic part with a detailed description, representing a diagram on the ground indicating exact coordinates.

It is made by a cadastral engineer who has the appropriate certificate. You should first clarify the validity of the certificate, and only then conclude an agreement with him, indicating what activities must be carried out:

  • determining the boundaries and coordinates of the house itself and the area underneath it;
  • preparation of a graphic plan and description of all technical parameters;
  • drawing up a detailed technical plan for the house.

According to the new rules, a cadastral engineer is required to submit a technical plan to Rosreestr; this point must be indicated when drawing up an agreement with him. The owner is given:

  • electronic copy;
  • A paper version is also possible.

The technical plan, as part of a set of documents, is submitted to Rosreestr for the purpose of registering housing for cadastral registration. Subsequently, based on this information, the owner is issued a cadastral extract from the Unified State Register of Real Estate for the house.

2. If you lose or sell your house, in order to receive a cadastral passport for the house and an extract from the Unified State Register of Real Estate, you can contact Rosreestr or the MFC in person, or use a convenient online service.

When applying in person, a number of documents listed earlier are provided. In response, the specialist who carried out the reception is obliged to issue a receipt and indicate the date of provision of the finished document, up to 7 days.

You can urgently order an extract to your home online , then you don’t have to go anywhere and wait in line for an appointment. As a result, you will receive an email in pdf format, the production time is from 3 to 24 hours.

Can it be used instead of a registration certificate?

The technical passport is a document that indicates:

  • year the house was built;
  • number of storeys;
  • housing plan;
  • condition of living space;
  • the presence or absence of a balcony/loggia;
  • the material from which the floors and walls are made;
  • flooring.

Since the technical passport contains detailed information about the condition of the house, in principle, in some cases it can become a replacement for the cadastral passport.

However, the second document indicates an individual cadastral number, which allows you to track all transactions that were carried out with the property.

Where and how to get a cadastral passport for a house in 2020?

Attention! Since January 2020, in connection with the entry into force of the Federal Law dated July 13, 2015 N 218-FZ, amendments have been made to various legislative acts.

Now cadastral passports will not be issued. Extracts from the Unified State Register of Real Estate will replace them.

The extract forms are approved by Order of the Ministry of Economic Development of Russia dated June 20, 2016 N 378.

Already existing cadastral passports can participate in real estate registration procedures.

Previously, in order to obtain a cadastral passport, it was necessary to contact Rosreestr, a multifunctional center or the cadastral chamber.

Procedure and step-by-step instructions for issuing an extract

According to the law, a cadastral passport could be issued to any person who had the grounds and authority to do so. The extract is prepared in the same way.

To obtain a cadastral plan for a house or an unfinished construction project, you should:

  • Visit the Cadastral Registration Authority. If this procedure is being carried out for the first time and the real estate has not yet been assigned an individual number, then you will not have to pay for it. A certain fee is charged only when a person needs to make some adjustments to the technical specifications.
  • Take your title and passport with you so that Rossreestr employees can verify your rights.
  • Write an application according to the standard template, in which you indicate your request to register the property with the cadastral register. You can even complete this procedure online by filling out the “Public Services” form on the website.
  • Wait approximately 20 days. During this time, the Cadastral Registration Authority must consider the application and carry out some measurements, as well as an assessment of the property.

Only after this the property owner will be able to receive an extract from the Unified State Register.

What houses is it registered for?

The cadastral passport is issued for:

  • apartment house;
  • part of the house;
  • individual construction;
  • private construction in SNT;
  • emergency house;
  • unfinished construction project;
  • newly built house;
  • private property in the village;
  • building after reconstruction.

Where can I get it?

When making technical changes, drawing up or replacing a document, you should contact the following services:

  • Rosreestr or cadastral chamber (in person or by filling out an application on the website);
  • official portal of State Services;
  • Multifunctional Center.

Both the owner and his authorized representative, including the tenant, can apply for a cadastral passport.

Documents to be received

The person must prepare for submission to the responsible person:

  • application of the established form;
  • updated site survey plan;
  • certificate confirming the right of ownership of real estate;
  • a photocopy of the applicant's passport;
  • receipt of payment of state duty;
  • a notarized power of attorney, if the extract is expected to be received not by the owner of the house, but by an authorized person.

It is worth noting that since 2020, the procedure for obtaining this document for real estate has been significantly simplified. Rosreestr is ready to serve its clients “at home”, while an employee of a departmental organization must go to the applicant’s place of residence, taking with him all the necessary documentation. Of course, this service is paid.

Price for registration services

A paper document is more expensive than an electronic one.

The fees for providing information contained in the Unified State Register of Real Estate are established by Order of the Ministry of Economic Development of Russia dated May 10, 2016 No. 291.

The specified regulatory legal act introduced new tariffs (effective from January 2020):

  • For individuals, a paper document will cost 750 rubles, an electronic one - 300 rubles;
  • For organizations, the extract costs from 900 rubles.

Production and receipt times

You can receive a cadastral extract in three working days if a complete package of documents has been submitted to the Cadastral Registration Authority. If the document is issued through the MFC, then two more working days are added to this period.

To pick up the document you will definitely need a citizen’s passport. Otherwise, it will not be handed over to you.

Validity periods

The document is unlimited. However, the information in the statement quickly loses its relevance. Therefore, the “fresh” the document, the more likely it is that there will be no further problems when completing real estate transactions.

What is a cadastral passport for a house

A cadastral passport of a house is a document that contains all the information about real estate that confirms the existence of the house:

  • location on the plot of land and the exact address of the object;
  • construction material;
  • number of storeys;
  • purpose of the object;
  • year of commissioning;
  • cadastral number;
  • cadastral value;
  • specialist who completed the technical plan;
  • other significant characteristics.

The information contained in the cadastral passport and the extract from the Unified State Register of Real Estate is identical.

A little chronology:

  • 2013 - a mechanism for cadastral registration of all real estate on the territory of the Russian Federation was introduced, with the receipt of a cadastral passport for the house.
  • 2017 - registration and accounting functions were transferred to one hand - the Rosreestr body, where a unified real estate database is maintained. All information about real estate and its characteristics is entered into the Unified State Register, and the result of cadastral registration is the issuance of an extract from the Unified State Register of Real Estate, containing all the parameters of the object.

However, this does not mean that the cadastral passport has lost its legal force. It acts on equal terms with the extract, and there is no need to change a previously issued passport to an extract from the Unified State Register of Real Estate if you do not plan to make transactions with the object.

What does a sample cadastral passport look like?

The document has been received. What's next?

A cadastral passport (and now a cadastral extract) is necessary for property owners when making property transactions, financial transactions, loans and other procedures.

The document will be required if:

  • living space exchange agreements;
  • home purchase and sale agreements;
  • document of donation;
  • purchasing an apartment under DDU;
  • for the court of a statement of claim on property transactions;
  • bank loan;
  • property insurance;
  • lease agreements;
  • for a legal entity – transfer of real estate to the company’s authorized capital as capital.

The cost of obtaining a cadastral passport for an apartment in 2020

The service of providing a technical cadastral passport is provided to Russians only with payment of a state fee.

In 2020, its size will be 200 rubles.

Please note that the amount of the state duty cannot be different.

The cost of registration may be higher in the case where the apartment was not privatized and was not registered with the State Property Committee. Then the owner will have to pay for the preparation of other documentation for the property.

For example, creating a technical plan for an apartment will cost 3,000-10,000 rubles. Without this important document, you will not be able to register your property and subsequently issue an extract.

Registration can occur through intermediaries.

It is worth considering that when you contact an intermediary organization that deals with paperwork at the Rosreestr service, you will have to pay a much higher amount for the services of specialists.
