The procedure for obtaining information from the State Property Committee for a garage
To obtain a cadastral passport for a garage, the owner of non-residential real estate must have on hand the necessary certificates from the BTI - about the inventory of the premises. Technical information received before 2008 is equivalent in legal force to a cadastral passport.
It must be issued if you want to sell real estate or perform other legally significant actions with it. If you want to order a cadastral passport for a garage, you need to contact Rosreestr - personally or through a representative. The service can also be ordered through the MFC or the official website of the department.
The following information is attached to the application for a cadastral passport:
- technical certificate from BTI;
- a copy of the applicant's identity card;
- receipt for payment for the service.
There is no state duty to be collected. Payment is made for services actually rendered. The cost of the service is 200 rubles. – for information in paper form; 150 rub. – in electronic form.
From January 1, 2020, all information contained in the cadastral passport is now reflected in the extract from the Unified State Register of Real Estate. You can prepare such a document in different ways:
- Through MFC
- Through the representative office of Rosreestr
- Using our website online
The first two methods will require you to spend a lot of time and more money on expenses. The third method is suitable for those who want to receive reliable information much faster, without standing in lines, even if they need an extract from the cadastral passport of an entire garage cooperative. The price of the service does not exceed the cost of the state duty.
The applicant must pay only the state fee. The document can be executed not only by an individual, but also by a legal entity. It should be said that obtaining a passport electronically will be much faster and more economical.
An important fact: regardless of whether you order a garage cadastral passport electronically or in paper form, it will have the same force in relation to jurisprudence. A document on electronic media is most often processed much faster than a paper one.
To understand how to obtain a cadastral passport for a garage, it is worth studying some of the subtleties of the process:
- The extract is obtained at the Rossreestr branch or at the MFC. You can send your request and documentation to Rosreestr electronically.
- An extract from the Unified State Register of Real Estate (cadastral passport) is issued electronically or in paper format by Russian post.
- The document is produced within a standard time frame or on an urgent basis.
Registration of the extract takes about 5 days (no more). The deadline will be specified when submitting the application.
The process can take 2 weeks if you receive the document by post.
Important! When there is a personal account on the State Services portal, you can send a request for an extract and all the required documentation through it.
Obtaining an extract from the Unified State Register (USRN) is carried out in stages:
- Collection of a set of documents.
- Payment of state duty. You can make a payment at a banking institution using the details or through an ATM, the Sberbank Online service.
- Submitting an application to the authorized body: at the Rosreestr branch or at the MFC. The specialist checks the availability of the necessary documentation and ensures that it is filled out correctly. The applicant is given a receipt for receipt of papers.
- Receipt of an extract within 7 days from the date of submission of all documents.
If the car storage box is under the jurisdiction of GSK, the procedure for cadastral registration is specific. The owner must have two passports - for the building and for the land. If the garage is part of a cooperative, only the building can be registered. The possibility of alienation is unacceptable.

What it is
The wording “cadastral passport” means an official document describing an object classified as real estate.
In accordance with the definition of the Federal Law “On the Real Estate Cadastre,” a cadastral passport is an extract from the state real estate cadastre.
It contains information that is required for state registration of rights to real estate and transactions with it.
Its form and content were approved by Order No. 32 of the Ministry of Justice, issued on February 18, 2008.
A cadastral passport is drawn up for buildings, regardless of their functional purpose, structures and structures, individual premises and objects of unfinished construction.
It allows you to register ownership of a real estate property. The conditions for registering ownership of a garage building are determined by its type.
Depending on the ownership, garage buildings are divided into cooperative and individual. The procedure for completing documentation is the same for both types.
The issuance of a cadastral passport is accompanied by the assignment of a cadastral number and postal address to the garage.
It is identified and entered into the register of the Cadastral Chamber as a cadastral unit.
Why is it needed?
Registration of ownership of a garage building in accordance with the instructions of Federal Law No. 93-FZ. It came into force in 2006.
It is popularly called the “dacha law” because it made it possible to register ownership of certain types of real estate without unnecessary formalities.
It contains a list of real estate objects for which a cadastral passport is issued.
The legislator extended the validity of the instructions of the act until March 1, 2018, taking into account the importance of the ongoing activities.
Their main goal is to systematize real estate objects and organize them for record keeping.
A unified system for recording objects classified as real estate has been introduced throughout the country. The norm is provided for by the instructions of the Federal Law “On the State Real Estate Cadastre”.
In accordance with its instructions, the cadastral passport allows you to carry out any types of transactions with the property. For example, sell it, donate it, exchange it, or bequeath it by inheritance.
In addition, it allows the owner of a garage building to formalize ownership by separating it from the cooperative.

Cadastral passport for the garage
In 2020, in the process of registering rights, you need to pay attention to some nuances:
- owners independently choose the format for receiving a passport, despite the fact that it is much cheaper in electronic format, experts recommend that everyone choose the paper form;
- a document that is provided by transmission via email does not have legal significance, since its protection is determined only by a digital signature;
- The signature on the generally accepted cadastral passport must be affixed exclusively by a specialist of the cadastral authority.
If you choose a paper form of the document, its execution should be done at the Cadastral Chamber by submitting the appropriate application.

Owned
Registration of property rights is carried out exclusively for permanent buildings. The garage must be built on a foundation, which makes it impossible to move it to another location.
The plot of land on which the garage stands is subject to purchase by the owner of the building from the local municipality.
Ownership of land can only be registered if:
- the land was issued before 2001, and its direct purpose is the construction of a garage building or an individual residential property;
- land is provided to citizens on a perpetual use basis.
Obtaining a cadastral passport is carried out at the territorial representative office of Rosreestr on the basis of the provided documentation and the completed application.
In most cases, the owners of garage buildings that were built on the territory of partnerships have the appropriate certificates. They are able to confirm membership in the GSK.
The land plot on which the garage cooperative is located is owned by the local executive authority represented by the municipality. He uses it on the basis of perpetual use or a lease agreement signed for a long period.
The territory of the GSK belongs to the category of an indivisible allotment, which limits the rights of division by participants in shared ownership.
The land can go to the owners of cooperative garage buildings if they initiate privatization on the basis of common shared ownership.
To be able to register, owners are required to apply to the municipality with a corresponding application.

Registration of a cadastral passport is possible not only by the owner. Any citizen who has a document confirming his authority - a correctly executed power of attorney - has the right to contact the registration authorities.

- Identification documents (passport). It is necessary to make copies, as the MFC or BTI may request them. If registration of a garage occurs through a representative, then you must provide the original notarized power of attorney.
- If the garage box was inherited by the owner, it is important to attach a donation agreement or a certificate of transfer of property to the general list.
- A receipt confirming payment of the state duty. You can provide a copy of an electronic check or bank statement.
- Title documents (original and copies). A garage sale and purchase agreement, a deed of gift, or a document transferring real estate by inheritance.
- An extract from the Cadastral Chamber, which will indicate all the information about the previous owners.

Cost and processing time
The owner must pay a state fee of 300 rubles for individuals, and 600 rubles for legal entities. If an individual receives a cadastral passport electronically, a fee of 150 rubles must be paid. As a rule, all the money goes towards preparing the document in paper form. For legal entities, accordingly, the cost is twice as high. If a cadastral plan is extracted or rights are registered, then legal entities can pay from 3,000 to 20,000 rubles. The cadastral passport is prepared within 5–6 working days from the date of submission of the application and payment of the state fee. Also, the State Register may refuse to issue a technical passport. Main reasons:
- the object was built illegally and without the appropriate permit, so there is no information about the garage in the general register;
- if information about real estate is encrypted by law;
- if the property is already in the possession of the owner and a cadastral passport has previously been obtained.
The procedure for obtaining a cadastral passport is the same for all objects. The only difference is the object type.
Can they refuse?
Current legislation provides for only two cases when the issuance of a document may be refused:
- Information regarding the requested object is not available in the accounting system.
- Providing information to a specific applicant is contrary to current legislation.
The applicant is notified of the decision within a specified period of time. It should not exceed 5 days from the moment the application was submitted.
According to Russian legislation, a refusal can be obtained in the following cases:
- there is no data in the system regarding the structure;
- information cannot be disclosed, as this is prohibited by law.
Regardless of the main reason for the refusal, citizens are required to receive a written notification containing an explanation of the refusal.
The legislation specifies only two reasons why you may be denied a cadastral passport:
- in the absence of information about the requested object in the unified cadastral registration databases;
- in cases where disclosure of information is punishable by law.
An official refusal, indicating the reason, must be provided to the applicant no later than 5 working days. You can appeal the refusal by contacting the leadership of the regional office. Claims will be considered within 15 days.
