Procedure for payments for natural gas according to consumption standards
If the consumer does not have a gas meter (meter), gas consumption is determined in accordance with established consumption standards. When calculating gas fees for the population, the following parameters are taken into account:
- gas consumption standard (for calculation in equal shares throughout the year);
- size (area, volume) of heated residential and non-residential premises;
- the number of persons permanently and temporarily registered in the premises;
- type and number of farm animals and poultry kept on private farms;
- the degree of improvement of an apartment or residential building (presence or absence of centralized hot water supply);
- other information necessary to correctly determine the amount of payment for consumed gas.
According to clause 56.2 of the Rules for the provision of utility services to owners and users of premises in apartment buildings and residential buildings, approved by Decree of the Government of the Russian Federation No. 354 of May 6, 2011, in the absence of citizens permanently or temporarily residing in the residential premises, the volume of utility services is calculated taking into account the number of owners of such premises.
Example:
Heated living area – 35 m2;
Bath area – 10 m2;
Number of living citizens – 3 people;
There is no gas meter.
Gas appliances are installed and connected to the gas supply system in the household: heating boiler - 2 pcs.; gas stove – 1 pc.
The areas of use of natural gas by the population are heating (residential buildings) and (or) heating of non-residential premises with the simultaneous use of gas for other purposes.
The fee for the current month is calculated as follows:
35 m2 x 7.8 m3/m2 x 5,329.49 rub./1000 m3 = 1,454.95 rub.
Does payment for gas without a meter depend on the number of registered ones?
Yes, it depends. If there is no gas meter, then payment is according to the standards.32. If subscribers (individuals) do not have gas meters, the volume of gas consumption is determined in accordance with gas consumption standards. Standards and norms for gas consumption are approved in the manner established by the Government of the Russian Federation.
33. Gas consumption standards are established for the following types of consumption:
a) cooking;
b) heating hot water in the absence of a centralized hot water supply (using a gas water heater, and in its absence, using a gas stove);
c) heating of residential premises in apartment buildings, residential premises and premises for auxiliary use, intended to satisfy citizens’ household and other needs related to their residence in residential buildings;
d) heating of non-residential premises in apartment buildings and premises in outbuildings of households;

e) keeping farm animals and poultry on a private farm.
34. The gas consumption rate is the average monthly gas consumption for the following purposes:
a) cooking and heating water in the absence of a centralized hot water supply - per 1 person per month;
b) heating of residential premises in apartment buildings and residential buildings - per 1 sq. meter of total area of the specified premises per month;
c) heating of non-residential premises in apartment buildings, auxiliary premises in residential buildings and premises in outbuildings of a household - per 1 cubic meter. meter of heated room volume per month;

d) preparation of feed and heating of water necessary for keeping farm animals and poultry on a private farm - per 1 animal or bird of a certain species, respectively.
35. The volume of gas consumed, determined in accordance with gas consumption standards, in the billing period is calculated in the following order:
a) when using gas for cooking and heating water using gas appliances - as the product of the number of citizens living in a residential area and the established gas consumption standard for the corresponding type of consumption;
b) when using gas for heating residential premises, including auxiliary premises in an apartment of an apartment building - as the product of the total heated area and the gas consumption standard established for these purposes;
c) when using gas for heating non-residential premises in apartment buildings, auxiliary premises in residential buildings and premises in outbuildings of a household - as the product of the total volume of these premises and the gas consumption standard established for these purposes;

d) when using gas for preparing feed and heating water necessary for keeping farm animals and poultry on a private farm - as the sum of the products of the number of animals and birds of a certain type and the gas consumption standards established for these types of animals and birds.
36. If the actual connection of the gas pipeline included in the in-house gas equipment to the gas distribution (connected) network was not carried out from the first day of the billing period, the volume of gas consumed is determined in proportion to the number of days in the billing period after the specified connection, including the day of connection.
37. The volume of gas consumed during the billing period by a subscriber living in a room in an apartment (residential building) and determining the payment for gas consumed according to the readings of an intra-apartment (common house) gas meter is calculated as the product of the volume of gas consumed according to the readings of this device and a coefficient defined as :
the share of the living area of the room in the heated total area of the apartment (residential building) - in the presence of individual heating using gas appliances;
the share of the number of citizens living in a room in the total number of citizens living in an apartment (residential building) - in the presence of centralized heating.
38. The volume of gas consumed when used for several types of consumption is calculated by summing the volumes of consumed gas used for each type of consumption.
39. Depending on the method of processing payment documents established by the contract when paying for supplied gas, information about the volume of gas consumed is indicated by the subscriber in the payment receipt or communicated to the gas supplier in the manner provided for in the contract.

RUB 5,329.49 – from July 1, 2020, the retail price of 1000 m3 of natural gas in the direction of use, regardless of the presence (absence) of the metering device “Heating (of residential buildings) and (or) heating of non-residential premises with the simultaneous use of gas for other purposes,” according to clause 5 Appendix to the Order of the Tariff Regulation Committee of the Volgograd Region dated June 27, 2020 No. 20/1.
The total volume of gas consumed when used for several types of consumption is calculated by summing the volumes of consumed gas used for each type of consumption.
If during the verification process it is established that the subscriber did not inform the gas supplier about changes in circumstances affecting the determination of the volume of gas consumed that occurred after the conclusion of the contract, or provided information the unreliability of which is confirmed by authorized executive authorities or local government bodies, the gas supplier has the right to recalculate the volume of supplied gas subscriber and the amount of payment for it for the period from the date of the previous inspection, but not more than 6 months.
Changes in the receipt will be minor and will affect only those consumers who use a meter (meter) to calculate payment for the resource consumed. Subscribers who pay according to consumption standards will receive a receipt that is familiar in appearance and content.
Changes are made for the convenience of subscribers. The updated receipt type and calculation procedure will save time and make the calculation formula more simplified and streamlined. Now payment for gas will be made in the same way as payment for electricity or payment for gas without a meter - for the current month. Thus, now all subscribers (both those who pay by meter and those who do not have one) are switching to a unified payment system for consumed gas.
According to Russian legislation, the subscriber has the right to pay for gas consumed monthly until the 10th day of the month following the billing month, but then this payment will not be included in the payment document generated on the last day of the current month.
The receipt that subscribers will receive in August is not particularly different from the one they are already accustomed to. The difference lies in the method of payment based on the receipt - for the gas actually consumed in the current month. We took the meter readings, calculated the amount and paid it immediately.
The amount of debt in the payment document will indicate a delay in payment for consumed natural gas, for which penalties may be charged.
Let us emphasize once again: if you do not have a gas meter installed, then you will receive a fully completed receipt, which already indicates the amount to be paid. That is, the form of the payment document and the payment method for subscribers without meters (payment according to the standard) do not change.
The changes apply only to those subscribers who pay for gas according to meter readings.

Before reading your gas meter, you need to check the current tariffs for natural gas in your region.
The cost of blue fuel at the place of residence is usually indicated in the invoices that the gas supply organization sends to residents every month.
They are delivered to the address of the residential premises, for the gas supply of which an agreement has been concluded with its owner. Some organizations may send invoices by email upon request from consumers.
In the receipt, the cost of the resource is indicated for a volume equal to 1 m³. Depending on the region, the tariff varies from 4.4 to 6.2 rubles per 1 m3.
How to take meter readings
So that when calculating the cost of fuel actually consumed per month, you do not end up with an astronomical amount, you need to remember how to correctly take readings from the gas meter in your apartment.
To begin with, let us mention that the device shows the total amount of fuel consumed since installation. It does not have a function that would show data only for the past month.
Therefore, the consumer must:
- Write down the actual indicator at the moment.
- Subtract from it the amount that the device showed last month.
Previous data can be viewed on the invoice receipt. The supplying organization indicates the indications for which the last payment was made.
The result will be the volume of gas consumed during the month.
Now let’s discuss how to look at the gas meter readings so that the calculation of the amount is correct. Looking at the device, the user sees a display in which the numbers are separated by a comma.
There are always three digits after the decimal point, which are reset to zero whenever consumption exceeds the next step, and then the counting begins again.
When taking readings, you should ignore everything after the decimal point and write down only the readings before it. Of course, leading zeros also do not need to be taken into account.
On some meters, the last three digits are highlighted in red or even placed in a separate field. In this case, the resident needs to ignore the number highlighted in red or listed in the right field, otherwise they will receive an incorrect reading.
Different manufacturers produce individual meters for measuring gas consumption in various designs. The manufacturer usually highlights figures somehow that the consumer does not need to consider when paying their monthly bill. In any case, the last three numbers on the scoreboard will be different in some way - a different color, frame, and so on.
If the gas meter is electronic, its display does not highlight the numbers in a different color or frame. In this case, only the comma matters, so you should ignore the readings after it.
Where to report meter readings
Typically, gas supply organizations themselves calculate the payment amount based on the meter readings reported by the consumer. The obligation of citizens to regularly provide such data is enshrined in law.
The supplying organization at the location of the residential premises determines how to submit testimony. Most often, users do this by phone, the number of which is always indicated on invoices.
In some regions, it is possible to transfer data via the Internet in the subscriber’s personal account on the website of the supplying organization.
Bill payment
Payments for gas supply must be made monthly. This can be done through a bank cash desk or at Russian Post offices using a receipt received from the supplier.
The most convenient way is remote payment via the Internet, when all actions can be performed at home.

So, the gas supply of a residential building is an orderly system of subscriber branches that are connected to the city gas network. What is a subscriber branch? This is a system consisting of several system-forming points: gas supply directly to the subscriber, an intra-house gas pipeline and gas supply to the house itself.
It is noteworthy that it is possible to shut off the supply of natural gas to each residential building individually. For this purpose, there is a special valve located at a distance of at least two meters from the building line. Such a disconnecting device is located in a special well, in a complex, one for each residential building.
The gas pipeline enters a residential apartment building through the stairwells. At the same time, gas pipes leading to the kitchen are connected to each apartment through technical corridors. Technical corridors in the house are mandatory, since introducing gas directly into ventilation systems, elevator shafts or apartments is unacceptable.
Gas risers should be installed vertically in kitchens and staircases. Installing or moving gas communications to other parts of the apartment, for example, bathrooms, loggias or corridors, is unacceptable. When installing a gas boiler or water heater, it is mandatory to connect it to the ventilation system.
It should be noted that any gas supplying organization is obliged to enter into an agreement with subscribers not only for the supply of natural gas, but also for the maintenance of gas appliances . This service is mandatory and cannot be refused.
It is paid annually, based on gas appliances in the apartment, in accordance with the established tariff, which can be found out from the contract or on the supplier’s website. Every month, the company’s specialists are required to inspect the subscriber’s gas appliances and draw up a report on their condition and serviceability.
In the event of a malfunction, the gas appliance must be disconnected from the gas supply until it is repaired or replaced.
In some apartment buildings where there is no internal gas pipeline, but gas stoves are installed, it is allowed to use liquid gas in cylinders. Such gas cylinders with a volume of 50-80 liters are sold only by a gas company.
They are supplied tested, and residents are required to comply with safety standards when connecting them. They are installed in the kitchen directly next to the gas stove.
One cylinder of gas is approximately enough for one or several months, depending on the intensity of use.

How are prices for natural gas determined for the population?
Retail prices for natural gas are set by the Regional Energy Commission (prices for 2017–2018 were established by order of the Regional Energy Commission of the Omsk Region 80/32 dated June 20, 2017). To establish a uniform procedure for setting retail prices for gas sold to the population in all regions of the Russian Federation, Order 194-e/12 of the Federal Tariff Service of the Russian Federation dated November 23, 2004 approved “Methodological guidelines for regulating retail prices for gas sold to the population.”
Retail price includes:
- wholesale price for natural gas;
- payment for supply and sales services (PSSU) of the gas supplier;
- gas transportation tariff.
Retail prices apply to volumes of gas that are used by the population for various purposes, with the exception of commercial ones. Directions of gas consumption for which retail prices are set separately:
- cooking food;
- hot water supply (water heating in the absence of centralized hot water supply);
- heating of residential premises, gas consumption in the presence of gas consumption metering devices (in the case of using one metering device to record the volume of gas consumption while simultaneously using gas in several areas of its consumption, for which different retail prices are set).

Tariff increase program
The Russian government has developed a scheme according to which tariffs for all housing and communal services, including gas, will increase over the course of 3 years. By 2020, bottled gas supply will increase by 4.1%. The cost of gas consumption through steam distributors will increase by 5%. But the most expensive tariffs will not be in the capital, but in the north of the country. This, of course, is associated with the cost of delivering fuel to the northern regions. According to forecasts, the next increase in gas tariffs should be expected at the end of this year or at the beginning of next. Oddly enough, gas prices for the population are growing faster than for enterprises. Today, one of the important tasks of the Russian government is to compare gas prices for these two categories. The authorities expect the following increase in gas prices:
How are my partial amounts determined? The new monthly charges you'll find on annual bills are based on your annual consumption, taking into account current prices for electricity, gas, water, wastewater and rainwater. When are partial amounts indicated? Monthly installments are always due on the first month of the month.
What is the cost of the job and the base price? The operating price is the price per kilowatt-hour of energy consumed. The base price serves to cover costs independent of consumption. The invoice shows the price of natural gas in kilowatt-hours, but my meter shows only cubic meters of consumption. How does this translate? Natural gas is measured volumetrically, i.e. in cubic meters. The working volume depends on pressure and temperature. The amount of natural gas measured in m3 is converted into kilowatt-hours so that it can be set without being influenced by pressure and temperature.
- for housing, tariffs will increase by 8.5%, which is 1% more than the established indexation;
- for enterprises, tariffs will increase by 7.5%, which is an indicator of general indexation.
Natural gas consumption standards
Standards for the consumption of utilities for gas supply of natural gas to the population in the absence of metering devices are determined by order of the Regional Energy Commission of the Omsk Region 673/79 dated December 30, 2014.
