Also, during the initial cadastral registration or making changes after reconstruction of construction projects, we prepare technical plans and receive extracts from the Unified State Register of Real Estate with assigned addresses. Cases in which address assignment is required:
- construction and registration of a new individual house;
- transfer of a garden house into a residential one for the purpose of registration;
- dividing the house into several blocks (apartments, premises) when leaving shared ownership;
- division of a land plot or merger of several;
- commissioning and registration of an apartment building, industrial, commercial or other construction site;
- transfer of residential premises to non-residential premises, for example, from an apartment to an office;
- combining construction projects into one complex and vice versa;
- it is necessary to register the right to the object by court decision;
- other cases, since every immovable property must have an address.
You can assign an address to a house or other construction project immediately after receiving notification of the start of construction or a building permit. However, the lawyers of the Pravozem Academy of Sciences do not advise doing this, since the address in this case is assigned to a non-existent object, and until it is registered, the received resolution may be lost. However, we will receive a copy of the resolution on the assignment of the address if it is lost. We provide services to both individuals and legal entities. The procedure for obtaining an address for a land plot

Documents are submitted to the local municipal authority or through the MFC in the area where the land plot is located. It is allowed to assign an address to a dacha plot without a house by submitting a corresponding application to the administration of the municipal district where the land plot is located. Later, when the owner of the site builds a house, the previously received number will be assigned to the constructed structure.
The management of the partnership is not involved in addressing land plots in SNT. Documents are submitted to the local administrative authority only after the boundaries have been marked and the corresponding act of approval has been drawn up with the owners of neighboring plots. Otherwise, there will be no coordinates, without which it is impossible to organize the cadastral registration of the object.

- property;
- permanent unlimited use;
- lifelong inheritable ownership.
- Representative by notarized power of attorney.
- A legal entity that owns a land plot with the right of perpetual use or ownership. In this case, the application is submitted either by a representative by proxy, or by the head of the organization on the basis of relevant documents.
What documents are needed?
Clause 34 of the Decree of the Government of the Russian Federation No. 1221 dated November 19, 2014 provides a complete list of papers that are necessary for the procedure for obtaining an address for a land plot. It includes the following documents:
- application for assignment of address.
- title-establishing, title-certifying - a certificate of ownership or inheritance of land, a court ruling, a permit from a local government authority to issue a plot for use or ownership;
- cadastral passport of the object;
- layout plan of the land plot indicating its area and boundaries;
- a certificate confirming the absence of data on the site in the state cadastre.
After accepting documents from the applicant, employees of the municipal body inspect the location of the land and make a decision on the possibility of addressing. The applicant is notified of the allocation of an address or the refusal of the procedure via electronic or regular mail. The submitted Resolution contains an indication of the cadastral number of the plot and the structural elements of the address.
How to submit an application
An application for assigning an address to an allotment is submitted by a citizen who has the right of use/ownership.
After receiving the package of documents, municipal officials inspect the location of the plot and determine the possibility of addressing. Based on the information received, a decision is made. The applicant is notified of this by sending a Resolution on assignment of an address or refusal in electronic form or on paper.
Where to apply for address assignment
There are three options for submitting documents to obtain a real estate postal identifier.
- Contact the local administration in person or send a package of documents by mail.
- Submit via MFC.
- Use the State Services portal. Scan and upload documents by filling out an application in your personal account.
After registering the application, an electronic receipt is displayed with the serial number of the application, the date of its submission and the list of documents provided.
How to get the address of a land plot through State Services?
Only Moscow residents can order procedures for assigning an address to a site through the State Services portal. To submit an electronic application, follow these steps:
- Go to the main page of the service.
- Click on the “Services” menu category.
- Select "Apartment, construction and land".
- Find the “All services” section.
- Click on the line “Services in your region”.
- Click on “Assignment and cancellation of addresses of addressing objects.”
- View the name of the government agency responsible for assigning the address to the site.
- Go to the mos.ru website to fill out an electronic application for receiving the service (it is not yet possible to submit it on the government services portal).
During the filling process, the following information is indicated:
- personal data of the applicant;
- information about the passport (series, number, date and place of issue);
- registration address and place of actual residence, telephone number, email;
- name of the municipal authority of the area where the land plot is located;
- type of service requested - preliminary or permanent address, need to change or cancel an existing one;
- a note on the reliability of the data provided;
- type of right giving the opportunity to use the site (property, inheritance, perpetual lease, etc.);
- type of property object – land plot.
After entering the above information, you must click on the “Submit Application” button.
The deadline for providing an address electronically is a maximum of 29 working days. Based on the information available in the account, you can find out at what stage of the process the applicant’s application is. Alerts are automatically sent via email and SMS.

Review of documents for assigning an address takes place within 18 working days, making changes in Rosreestr lasts 5-7 days.
Documents for assigning an address:
- passport;
- title or title document for real estate;
