The debt to pay for residential premises and utilities is not registered with the residential premises, but with the owner (tenant) who owned it, and the new owner is not liable for the debts of the previous one, which follows from Art. 210 of the Civil Code of the Russian Federation.
The exception to this situation is contributions for major repairs. According to paragraph 3 of Art. 158 of the Housing Code of the Russian Federation, when the ownership of premises in an apartment building is transferred to the new owner, the obligation of the previous owner to pay the costs of major repairs of the apartment building passes to the new owner. At the same time, not only the obligation is transferred, but also the obligation not fulfilled by the previous owner to pay contributions for major repairs, with the exception of such an obligation not fulfilled by the Russian Federation, a constituent entity of the Russian Federation or a municipal entity that is the previous owner of the premises in the apartment building.
