At the same time, not only the obligation is transferred, but also the obligation not fulfilled by the previous owner to pay contributions for major repairs, with the exception of such an obligation not fulfilled by the Russian Federation, a constituent entity of the Russian Federation or a municipal entity that is the previous owner of the premises in the apartment building.

In order to avoid paying debts on payment for residential premises and utilities of the previous owner of this premises, the new owner must contact the provider of housing and communal services (management organization, homeowners association, housing construction cooperative, resource supply organization (for “direct” contracts) ), present documents confirming the purchase of the apartment, and, in accordance with Art. 153 of the Housing Code of the Russian Federation, charges for residential premises and utilities will begin to be charged to the new owner from the moment the property is registered.

At the same time, owners who have sold residential premises can also contact the service provider with documents on the sale of the apartment to stop charges for housing and communal services.
