SOCIAL HOUSING FUND Extract from the Unified State Register of Legal Entities with the electronic signature of the Federal Tax Service

As a result of amendments to the Housing Code of the Russian Federation, persons who are not low-income, however, with an income that does not provide the opportunity to purchase housing through personal savings or on credit, have the opportunity to rent housing in rental houses.

Such housing can be applied for by citizens who are in line for social rent and citizens whose income exceeds the minimum, but does not allow them to count on a mortgage.

A rental house is a residential building that is the property of one person, intended to be rented out for the purpose of living. The basis for the use and ownership of real estate in a rented house is a residential lease agreement . On the territory of Russia, there are two types of rental housing: social rental houses and commercial rental houses.

Rented commercial house

A commercial rental house is a residential premises owned by an individual or legal entity. Renting such housing occurs by concluding a rental agreement for residential premises. This type of agreement, in contrast to contracts for social rental housing and rental of social housing, has a number of advantages.

A residential lease agreement can be concluded at any time without observing any kind of priority. One of the parties to the agreement can be any citizen, including a foreign one, that is, there are no conditions provided for the rental of social housing. The term of the contract can be either clearly defined or subject to extension. In this case, the agreement can be short-term in nature and concluded for several months, or it can be long-term in nature and concluded for several years.

The rights of the parties and their obligations for this agreement do not have a set form. When renting private housing, the landlord stipulates the conditions for temporary use of such housing: payment and types of payment, current and major repairs of a residential building, conditions for the use of utility rooms, etc. Another significant advantage of such hiring is the absence of limits on the provided living space. But the lessor pursues the goal of obtaining benefits. Therefore, the housing fee will include more than just the cost of use.

How to get

  • Only citizens of the Russian Federation who have been registered at their place of residence for 10 years or more can apply for social square meters.
  • If the region of residence is not of great importance for the applicant, then to speed up obtaining an apartment it is better to choose a region where it is easier to obtain such housing. Rosstat data will help with this.
  • It is recommended to find out the exact cost of living in the city (region) where the applicant would like to receive housing.

Obtaining social housing, step-by-step instructions:

  1. Obtain the status of a low-income family.
  2. Complete an application (its form is approved by the municipality, forms are available on regional official websites). The application must be signed by all family members. For minors, the application is signed by guardians or parents.
  3. Receive the decision on registration or refusal (after the decision is made, a document will be issued or sent by mail that will confirm this decision - part 5 of article 52, part 3 of article 54 of the Housing Code of the Russian Federation).
  4. Wait your turn to receive housing. It can be very long!

Where to contact

After receiving low-income status, an applicant for the purchase of a free apartment must apply to local government authorities (municipality). He will be registered there.

It is worth understanding that no tricks (for example, attempts to worsen one’s current living conditions) will help in obtaining the coveted status: when registering, the applicant’s housing history for 5 years will be checked.

And here are the tips of professionals in video format.

Documents required when submitting an application

  • Passports of citizens of the Russian Federation, for minors - birth certificates;
  • TIN of all family members;
  • Certificate of family composition;
  • Certificate of marriage (or divorce);
  • Documents confirming the presence/absence of other housing;
  • Documents certifying the status of a low-income person (beneficiary);
  • Documents proving that the applicant needs improved living conditions;
  • Property information;
  • Documents on the amount of income for the last two years.

In some cases, the municipality may require additional documents.

1—Anti-Defamation League head Abraham Foxman...

...called on the US administration to impose sanctions against Russia in connection with the persecution of sexual minorities.

Actually, the ADL was originally created as a league to combat anti-Semitism, but then - probably because things were going well - the guys decided to take care of everyone who was humiliated and humiliated. And this is what came of it: For example, Bernard Parks, head of the Los Police Department Angeles, just recently signed a formal agreement with the ADL under which the two organizations will share information in their fight against "haters."
The ADL pledges under this agreement: “In the fight against haters, extremists and those who intend to destroy our democratic values and threaten our security, we will provide legal structures with information and practical support. We have a large database of modern and archival information, analytical studies and developed action programs.” That is, in fact, the ADL will now tell the police who should be arrested and who not.
In this regard, it is interesting to recall the events of 1993, when the police received a search warrant at the ADL offices in San Francisco and Los Angeles.
More than 12,000 stolen police files on private individuals were found there. Some of these files were opened on supporters of the Anti-Apartheid Movement in the United States, and so the ADL transferred these files to the South African government in exchange for information from the South African police about pro-Palestinian organizations in the country. The trial in this case continued in 1998, and may still be ongoing. The ADL also “takes care” of the younger generation. There, programs have been developed and are being implemented to explain to children how they should relate to the “bad” (for example, terrorists) and the “good” - only slightly different, one might even say, sublime - “blues”, unfortunate blacks, etc.
A new feature is the so-called
“hate filter,”
a program that blocks access to so-called “hate pages” on the Internet.
It is free to install and all parents and school principals are encouraged to take advantage of this offer. It’s better to install now: when they legalize the mandatory installation of this program, you’ll have to pay. In Russia, the first noticeable action of the ADL was the dismissal of Anatoly Kurnosov, professor, dean of the environmental faculty of the Russian Orthodox Institute of St. John the Theologian. At the end of 2000, he gave a report “On the revival of the Russian national character,”
after which he was described as “an extreme nationalist and anti-Semite”: a decent person, speaking Russian.
This characterization was given by Alexander Axelrod,
director of the Moscow office of the “unknown” Anti-Defamation League, as it was then called. After which the rector of the institute, Abbot Ioann, took Axelroda under the hood and fired Anatoly Mikhailovich from his job.

2—Victims of domestic violence in the United States risk ending up on the street after calling the police

It has become dangerous for victims of domestic violence to call the police. If they live in a rented apartment, they risk being evicted under the law on “problem housing.” According to this law, if more than three calls to 911 are received at the same address, the owner of the house is obliged to take measures up to and including eviction of the tenants, says the New York Times.

The purpose of the law was to maintain order in residential areas, but its application could affect completely law-abiding citizens who were simply unlucky. This is the situation in which a Norristown resident, 34-year-old nurse Lakisha Briggs, found herself, whose boyfriend, having been released from prison where he was serving a sentence for fighting, demanded that she let him live with her. The woman says she had no other choice, although she feared for the safety of her three-year-old daughter as well as her own. “If I had called the police, I could have been evicted too,

- she said.
If I had tried to force him out, someone would have called 911 and I would have been evicted anyway
,” she explains.
For 25 years, hundreds of American cities have passed “problem housing” laws aimed at driving violent offenders and drug dealers out of their neighborhoods. By doing this, local authorities hope to make the work of the police easier. But victims of domestic violence, especially low-income ones, sometimes have to choose between calling for help or enduring the violence to keep a roof over their heads. “These laws threaten the fundamental right of citizens to ask the police for help
,” said sociologist Matthew Desmond, a fellow at Harvard University.

William Zarnoth, 62, a bartender in Milwaukee, was never involved in noisy quarrels with his neighbors, but was thrown out of the house along with them. Now he lives in a room without a shower and a kitchen: in other places he is refused because of the eviction record, which made the man an unreliable tenant. “I’m trying to restore my reputation so I can find a place to live where I can at least cook.”

, says the elderly man.
“This law does not make cities safe,
” said Sandra Park, an attorney.
It ostracizes victims of domestic violence and makes them pay for violence directed at them.”

3—New York mayor proposes fingerprinting of all public housing residents

New York Mayor Michael Bloomberg, known as the author of many controversial projects, proposes to take fingerprints from all 620 thousand residents of public housing. According to the mayor, this measure will help in the fight against crime. However, many consider such a proposal an encroachment on privacy.

“We want to create a database of fingerprints precisely because a number of municipal apartments, according to our information, are not occupied by the people who are registered there.”

, he added.
According to the Associated Press, the mayor plans to introduce new rules according to which all residents of municipal houses will receive electronic cards, and their biometric data will be entered into a single database. However, according to critics, such a move is a direct violation of human rights. “We've lived here for many years.
What's the matter? This is not a prison,” said Deborah Getling, a resident of the Chelsea Houses neighborhood, in an interview with CBS.

The fingerprinting proposal is not the only Bloomberg measure that is causing public outrage. Federal Judge Shira Sheindlin ruled this week that the NYPD's actions in recent years violated the Constitution's Fourth Amendment, which prohibits warrantless searches.

From 2004 to 2012, law enforcement officers carried out more than 200 thousand street “checks” without any specific suspicions. Many see racist underpinnings in such policies. The trial lasted almost two months. It included testimony from people who said they were stopped and searched solely because of the color of their skin.

4—Some statistics about homosexuality and its consequences

Catholic Apologists International - now called The Bellarmine Report https://www.catholicintl.com/news/news.htm

* One study reported that 70% of gay men admitted to having had sex with more than 50% of their partners only once (3).

* One study reports that the average gay man has between 20 and 106 partners per year (6). The average heterosexual has 8 partners throughout his life.

* Many homosexual encounters occur while intoxicated, under the influence of drugs, or in an orgy setting (7).

* Many homosexuals ignore warnings about their lifestyle: “Knowledge of health principles was quite high, but this knowledge had nothing to do with sexual behavior” (16).

* Homosexuals pushed for homosexuality to be removed from the list of mental illnesses in the early 1970s, storming the annual conference of the American Psychiatric Association (APA) in subsequent years. “Their presence (was characterized by) guerrilla histrionics and outright bickering” (2). After homosexuality was removed from the APA list of mental illnesses, pedophilia was next removed (except in cases where the adult feels “subjective distress”) (27).

* Homosexuals in the United States account for 3-4% of all gonorrhea cases, 60% of all syphilis cases, and 17% of all hospitalizations (excluding STDs) (5). They make up only 1-2% of the population.

* Homosexuals lead an unhealthy lifestyle, which has historically been considered a major transmission route for syphilis, gonorrhea, hepatitis B, “gay bowel syndrome” (which affects the gastrointestinal tract), tuberculosis, and cytomegaly virus (27).

* 73% of psychiatrists claim that homosexuals are less happy than the average person, of these psychiatrists, 70% claim that unhappiness is not due to social stigma (13).

* 25-33% of gays and lesbians are alcoholics (11).

* One study of gay men surveyed reported that 43% said they had 500 or more partners in their lifetime, 28% said they had 1,000 or more partners in their lifetime, and among these people, 79% said that half of those partners was a complete stranger, and 70% of these sexual encounters are one-night stands (or, as one homosexual confesses in the movie “Castro,” one-minute) (3). Additionally, many gay men's favorite time in the past was visiting “cruising spots” for anonymous sex.

* 78% of homosexuals suffer from STDs (20).

* Judge John Martau, Chief Judge of the New York City Criminal Court said: “Homosexuals in large cities account for half of the murders” (10).

* LAPD Captain William Riedl says, “30,000 child rapes in Los Angeles were victims of homosexuals” (10).

* 50% of suicides can be attributed to homosexuals (10).

* Dr. Daniel Capron, a practicing psychiatrist, says: “Homosexuality, by definition, is not healthy or beneficial. A homosexual, at best, will be unhappy and more dissatisfied than a sexually normal person” (10). For other psychiatrists who believe that homosexuality is abnormal, please see the National Association for the Research and Therapy of Homosexuality.

* It costs approximately $300,000 to care for every AIDS victim, so thanks to the promiscuous lifestyle of homosexuals, health insurance costs have skyrocketed for all of us (10).

* Homosexuals were responsible for bringing AIDS to the United States and then creating violent groups like Act Up and Ground Zero to voice their grievances. Even today, homosexuals account for over 50% of AIDS cases in the United States, which is quite high considering that they account for only 1-2% of the population.

* Homosexuals account for a disproportionate number of hepatitis cases: 70–80% in San Francisco, 29% in Denver, 66% in New York, 56% in Toronto, 42% in Montreal, and 26% in Melbourne (8).

* 37% of homosexuals engage in sadomasochism, which is the cause of a large number of accidental deaths. Classes were held in San Francisco to teach homosexuals how not to kill their partners during sadomasochistic exercises (8).

* 41% of gay men say they have had sex with strangers in public restrooms, 60% say they have had sex with strangers in bathhouses, and 64% of these encounters involved the use of illegal drugs (8).

*Depending on the city, 39-59% of homosexuals are infected with intestinal parasites such as worms, flukes and amoebas, which is common in third world countries (8).

* The average age of homosexuals is 42 years (only 9% live to age 65). The average age drops to 39 years if the cause of death is AIDS. The average age of a married heterosexual man is 75 years (8).

*The average age of lesbians is 45 (only 24% live to age 65). The average age of a married heterosexual woman is 79 years (8).

* Homosexuals are 100 times more likely than the average person to be killed (usually by another homosexual), 25 times more likely to commit suicide, and 19 times more likely to die in a car accident (8).

* 21% of lesbians die from homicide, suicide, or traffic accidents, which is 534 times higher than the rate of white heterosexual women aged 25-44 who die in the same circumstances (8).

* 50% of calls to the hotline are reports of “homosexual battering,” referring to domestic violence (eg, homosexuals beating other homosexuals) (18).

* About 50% of women sentenced to death are lesbians (12).

Homosexuals prey on children.

* 33% of homosexuals accept underage/adult sex (7).

* There is a significant homosexual group with thousands of members known as the North American Man Boy Love Association (NAMBLA). This homosexual group attempts to molest minors, whose slogan is “SEX BEFORE 8 BEFORE IT’S TOO LATE.” This group can be seen marching in the largest gay parades throughout the United States.

* Homosexuals commit more than 33% of all reported child molestation in the United States, considering that homosexuals make up 2% of the population, this means that one in 20 homosexuals is a child molester, while only one in 490 heterosexuals is (19).

* 73% of all homosexuals had sex with boys under the age of 19 (9).

* Many homosexuals admit that they are pedophiles: “Love between men and boys is the basis of homosexuality” (22).

* Since homosexuals cannot reproduce naturally, they resort to child recruitment. You can hear homosexuals singing at gay parades, “TEN PERCENT IS NOT ENOUGH, RECRUIT, RECRUIT, RECRUIT.” A group called the Lesbian Avengers prides itself on trying to recruit young girls. They print “WE ARE RECRUITING” in their literature. Some other homosexuals are not so open, making attempts to infiltrate society and gain positions where they will have access to the malleable minds of young children (eg, clergy, teachers, Boy Scout leaders, etc.) (8). Review the DC Lesbian Avengers web pages, and the DC Lesbian Avengers Press Release where they threaten to attract little boys and girls. Also see AFA Alert.

Homosexual program

* The gay agenda involves desensitizing the public to existing processes: “The first step is to desensitize the American public regarding gays and their rights... To desensitize the public, it is necessary to help the public view homosexuality with indifference rather than with harsh emotions. In an ideal world, differences in sexual preferences would be celebrated, like different flavors of ice cream or sports games are celebrated... At least initially, we seek social desensitization and nothing more. We do not and cannot expect complete “acceptance” or “understanding” of homosexuality by the average American. You can forget about trying to convince the masses that homosexuality is good. But if you can only make them think it's just different...then your fight for legal and social rights is practically won" (25).

* Part of the gay agenda is public affirmation of their obscene lifestyle, as one homosexual confessed in October 1987 at a gathering of homosexuals in Washington: “We are no longer looking only for the right to privacy and protection from injustice. We also have the right—the same right that heterosexual Americans already have—to have the state and society validate our existence” (27).

* Part of the homosexual agenda is to turn people away from Christianity: “Teaching that the only acceptable form of sexual activity is between a man and a woman within the boundaries of marriage is sufficient reason for any homosexual to condemn the Christian religion” (1).

* Homosexuals deliberately lied (and are still lying) about the 10% figure (i.e. that homosexuals make up 10% of the population). As Tom Stoddard (formerly Lambda Legal Defense Fund) noted, “We used this figure when most homosexuals were still in the closet to try to create the impression of our numbers” (17).

The true number of homosexuals

*The 1948 Kinsey Study, which homosexuals often cite to claim that 10% of the population is homosexual, actually states that only 4% of the population is EXCLUSIVELY homosexual. This study included a disproportionate number of people who were in prison for sexual offenses (hardly a random sample of the population). Kinsey also conducted flawed research that included boys and pedophiles.

* Modern research shows that the true percentage of homosexuals is in the range of 1-2% (15,23,26,28). Consider how much smaller this figure is compared to most of the ones mentioned above.

Homosexuals were not discriminated against in employment, so why should they be a protected class?

*The average annual income of a homosexual is $55,430.00 (most of which is entirely his own since he has no children to care for!). The average annual income of the general population is $32,144.00. The average annual income for African Americans is $12,166.00 (24).

* 59.6% of homosexuals are college graduates. And only 18.0% of the total population is such (24). It is a pity that they are not intelligent enough to listen to God. “Professing to be wise, they became fools” (Rom. 1:22).

* 49.0% of homosexuals hold professional/leadership positions. 15.9% of the total population occupy the same positions (24). Where is labor discrimination?

Sexual orientation

• “Sexual orientation” is an expression that has recently appeared in the world. The expression was coined by homosexuals to try to make themselves look better than they really are. The purpose of this expression is to take people's attention away from what homosexuals do and towards the fact that they are just miserable, mistreated people who are simply attracted to members of the same sex - as if they are not involved in God-forbidden activities. “Sexual orientation,” as it is used today, has nothing to do with sexual activity (it is), but only refers to who or what a particular person is attracted to. If you think people of other “sexual orientations” are doing just fine, then let’s look at what you should accept as healthy and pure about other “sexual orientations.” If you do not intend to discriminate against anyone on the basis of “sexual orientation,” then you must not discriminate against any of the following: bestiality, pedophilia, necrophilia, exhibitionism, fetishism, frotteurism, masochism, sadism, transvestism, voyeurism. If you discriminate against any of them, you are a hypocrite.

These “sexual orientations,” commonly known as “paraphilias,” are mental disorders just like homosexuality (29).
