Why should it be replaced?

A citizen is obliged to promptly apply for a replacement document in the following cases:

  • reached the ages of 20 and 45 years;
  • changed his personal data: last name, first name or patronymic;
  • change in date or place of birth;
  • gender change;
  • changes in appearance;
  • the passport is damaged and unusable;
  • There are errors or inaccuracies in the document.

If you do not contact the relevant authorities with an application to replace your passport, violators may be fined from 2,000 to 5,000 rubles, depending on the circumstances that caused untimely replacement actions.

Reasons for replacing a passport

The following circumstances may arise in which there will be a need to change your Russian passport:

  • expiration of your passport due to reaching a specified age: according to the law, a replacement passport is required at 20 years old and at 45 years old;
  • change of surname after marriage or for other reasons, change of first name, patronymic, place or date of birth;
  • detection of errors or inaccuracies in a valid passport;
  • loss (theft) or damage to your passport;
  • gender change;
  • a radical change in appearance.

Please note: when replacing a passport at 20 and 45 years old, the law gives you 30 days for this procedure. If you miss this time, you may be subject to an administrative fine. The fine for an expired passport is 2000-3000 rubles, in Moscow and St. Petersburg 3000-5000 rubles.

The only exception is the situation when a citizen undergoes military service in the army. In this case, the period for replacing a passport of 30 days is counted from the end of service.

Package of necessary documents

The list of required papers does not depend on the form in which the application for replacement will be submitted - at the MFC branch in person or through the government services portal. In any case, the applicant is obliged to collect a package of certain documents on the basis of which a new document will be issued. So, you will need:

  • Passport – damaged or expiring or has expired.
  • Application for replacement of a document, drawn up according to Form 1P.
  • Two photographs measuring 3.5 by 4.5 cm. The face in them must make up at least 80% of the total area of ​​the photograph.
  • Receipt for payment of state duty.

In addition, documents are required to enter data on the place of registration and family composition:

  • Certificate of marriage or divorce (see also - how to restore a certificate if it is lost).
  • Certificate from the place of registration.
  • Military ID.
  • Birth certificate.

In the absence of a birth certificate during the procedure for replacing a document, employees of the MFC or the Federal Migration Service do not have the right to refuse to issue the document.

Who has the right to change a passport through State Services?

Only citizens of the Russian Federation can use the service for changing a passport through State Services. To do this, you must have a confirmed personal account on the All-Russian portal.

Reasons for ordering this service may be the following:

  • due to age (20 and 45 years);
  • change of surname at will or in connection with marriage;
  • if you have changed your appearance or gender;
  • if the document has become unusable;
  • due to inaccurate data in the passport;
  • in case of theft or loss.

In the latter case, before ordering a passport through State Services, you must submit an application to the Ministry of Internal Affairs. Replacement through government services

The easiest and fastest way is to replace your passport using a single portal of state and municipal services.
On the government services website you can submit a request to replace your passport and find out about the date and time of receiving a new document. To work with government service websites, pre-registration is required, for which confirmation with an electronic signature is required. If you are already registered on the portal, you must complete the following steps:

  • Go to the portal.
  • Log in to the site.
  • Go to home page.
  • Select “All popular services”.
  • Find and click on the sub-item “Replacement of passport at 20 and 45 years old”.
  • Find and click the blue “Get service” button.
  • Read the proposed agreement on consent to data processing, liability for providing false information. After reading, check the boxes next to each item and click “Next”.
  • Indicate the location - region, region, district and city.
  • Select the item on the basis of which you are going to replace your passport.
  • Fill out the form provided, indicating: - Last name; - Name; - Surname; — Date of birth; - Floor; - Place of Birth; - Contact number.
  • Indicate your place of permanent registration and place of residence.
  • Indicate if you have citizenship in another state and click “Next”.
  • Enter information about parents: - Last name; - Name; - Surname; - Date of Birth.
  • Fill out the “Marital status” section.
  • If you have children, fill out “Information about children.” If they are missing, just click “Next”.
  • Provide information about the passport to be replaced: - Series; - Number; - Date of issue; — Department code; - Issued by whom.
  • Enter information about your international passport, if available;
  • Please indicate the type of application by location: - Residence; — Stays; - Appeals.
  • Choose the department where it is more convenient for you to submit documents and receive a passport.
  • Upload a photo. It must meet the requirements specified on the website - size, format, and be clear.
  • Check all entered data and submit an application using the “Submit Application” button. After submission, it is assigned the status “Submitted”.

Then you will receive an email notification that the passport is being issued, when it will be ready, where and with what documents to arrive to receive it.
If you do not come on the specified day to receive your passport, you can either call the office where you should be issued the document, or wait for a call from a service employee who will inform you of a new date and time to receive your passport.

You can receive the document within a month from the day on which you were required to appear for the first time to receive it. If this period has expired, the application will be canceled and the application will need to be submitted again.

Replacement of passport at the place of application
