Responsibilities of a concierge in an apartment building
Concierge is the name of the position of an employee who is constantly located in the entrance room at the entrance to the house. He combines the positions of watchman, watchman, and duty officer. Typically, such a person knows everyone in the house well, has general information about the residents’ cars, their pets, the composition of the families of all residents and possible visitors.

Each of us who lives in a city apartment has repeatedly encountered concierges. Do these stern women and men valiantly protect public order or, on the contrary, spend their days watching TV and chatting on the phone? Let's try to figure out what the responsibilities of the concierge at the entrance are.
What are the responsibilities of a concierge?
Let's look at what the responsibilities of a concierge or concierge are. The scope of their responsibilities is regulated by the job description; there are no special laws establishing what responsibilities a home concierge has. He can be given a clear list of requirements that must be met.
Such requirements could be:
- checking the purpose of the house visit by unknown persons;
- maintaining a special log of incidents in the house, a log of visits;
- maintaining public order in the house;
- maintaining order in the local area, including correct parking of cars;
- monitoring compliance with the entrance cleaning schedule;
- preventing incidents of vandalism, theft of property, loss of mail from mailboxes or the appearance of “spam” (unsolicited mail, advertising);
- monitoring the technical condition of the property of the house, its communications, equipment (elevators, utility networks);
- key storage;
- bringing any information to the attention of residents.
These are not all the responsibilities of a concierge in an apartment building. The concierge may be assigned other duties depending on the level of equipment of the house and the needs of the residents.
If a special workplace is equipped at the entrance for 24-hour work, then a 24-hour concierge is preferable, whose responsibilities in the house will include timely response to emergencies at night. This is important for the safety of residents.
How to place a concierge at the entrance
I recently moved into a new building. Residents from many apartments, just like me, would like to hire a concierge for their entrance. Explain where to go and what is needed for this?
Tamara Molchanova. Lyublino.
As the capital's Department of Housing and Communal Services said, first of all, the concierge will need a separate place in the entrance. Since you live in a new building, finding free space there is usually easy. Indeed, in such houses, spacious halls with utility rooms are provided according to the project. And in the Khrushchev building, the person on duty at the entrance sometimes has nowhere to sit. First, residents need to hold a general meeting and agree on the amount that each apartment contributes monthly to pay for the concierge. This is on average from 50 to 200 rubles. Since September 1 of this year, the main part of the money has been allocated by the mayor’s office - 8,155 rubles per month for the entrance (according to Moscow government decree No. 625-PP of 08/22/06). At the same time, the monthly salary of one duty officer must be at least 4,900 rubles (with a single-shift, five-day work schedule, taking into account replacement during vacation and illness, mandatory payments and salary deductions, value added tax and expenses associated with the maintenance of the duty officer’s room). By the way, at least three such gatekeepers may be needed at one entrance. So that they can change for rest.
At the same meeting, residents must choose their representative who is ready to handle the paperwork. Then all the neighbors sign an application addressed to the director of their DEZ with a request to equip a room for a concierge. Most often, residents choose attendants. But sometimes their native government helps them. Especially if local authorities have entrusted a private security company with maintaining order in the area. Then a private security company employee is on duty at the entrance.
In addition, concierges need reliable communication with the outside world. There are several options: either residents buy and pay for a mobile phone themselves, or use their own money to install a regular landline phone. The city telephone number is registered on DEZ, so you will have to pay more for it than for a home phone. At rates for organizations, this is approximately 400 rubles per month. Residents will have to divide this amount between all apartments in the entrance. In addition, the installation itself is not cheap - on average 12 thousand rubles.
Instead of a telephone, you can install a “panic button” to call the police. According to the agreement with the interdistrict department of private security, DEZ pays a little more than six thousand rubles for the installation of the button. Residents are charged a monthly fee for its operation of about 120 - 150 rubles.
Also, please note that the concierge is required to have a bathroom. It is advisable for residents to take care of their own furniture, potted flowers, TV or radio.
Who controls its work
The decision to have a concierge in the house is made at a general meeting of owners in an apartment building in the manner established by the Housing Code of the Russian Federation. This procedure is due to the fact that concierge services are classified as housing services and appear on the monthly receipt as a new line.
At the general meeting, residents can also decide what the responsibilities of a 24-hour concierge (or a regular concierge) are, or entrust this issue to the management organization.
This scheme assumes that the employee is accountable to the people living in the house, but in reality this is unlikely, so the quality of the concierge’s work is usually monitored by the management organization.
How to hire an employee for the position of concierge in a house
In order for the functions of monitoring order to be carried out in full, it makes sense to prescribe an algorithm of actions in the event of a particular violation in a job description or a separate document.
Based on it, it will be easier to evaluate work and identify inconsistencies with agreed responsibilities.
The most common cases can be recorded.
We suggest you read: Do banks have the right to come and call relatives
It must be indicated that if an illegally parked car is detected, he is obliged to take all possible actions to identify, find the owner and inform about the need to move the car to another location.
It should also spell out what to do if it turns out that the car does not belong to the resident, and there is no way to find the driver.
Describe what actions should be regarded as violations and how you should respond to them. If construction waste is left in the wrong place and there is no desire to remove it, causing damage to the playground equipment, the caretaker must call the police.
Possible scenarios described in this way will help you react quickly and correctly.
At the general meeting, residents can also decide what the responsibilities of a 24-hour concierge (or a regular concierge) are, or entrust this issue to the management organization.

We offer you several options for formalizing relations with concierges (indicating the main provisions necessary to document one or another option).
- A group of owners (for example, an entrance) - individuals hire a concierge independently and at their own expense to service only one of their entrances:
- minutes of the meeting of the owners group;
- an agreement between the owners on sharing the costs of maintaining a concierge;
- employment contract with the concierge;
- concierge job description;
- general information about taxes paid and their calculation.
- A legal entity - the owner of a residential apartment or non-residential premises in an apartment building independently hires a concierge to service the entire entrance:
- minutes of the meeting of the owners group;
- employment contract with the concierge;
- concierge job description;
- general information about taxes paid and their calculation.
- The HOA hires a concierge under an employment contract:
- minutes of the meeting on the decision to hire a concierge;
- employment contract with the concierge;
- Concierge job description.
- The HOA enters into an agreement with the concierge - an individual entrepreneur:
- civil contract with a concierge - an individual entrepreneur;
- act of completed work under a civil contract with the concierge;
- claim (in case of improper provision of services);
- sample claim to court (in case of improper provision of services).
When an agreement for the provision of services is concluded between individuals, the payment of taxes is carried out by the one who receives the remuneration. In other words, the one who takes the money must keep financial records, accrue and pay off obligations. In the next year after receiving income, by April 30, the provider of services under the contract (the one who received the remuneration) must submit reports to the tax service in form 2-NDFL, and also pay the tax themselves. Thus, the customer of services (the party who pays the money) is not a tax agent.
When such an agreement exists, it is possible not to enter into an agreement to reimburse residents for the costs of paying the concierge due to the fact that in this case it could be interpreted as the management company’s desire to evade paying taxes on wages.
