Please note that the section “Housing for military personnel” is in trial operation. Work is currently underway to update the information in this section.

You will not be able to obtain information from the UNITED REGISTER in the following cases:

  1. you do not have a personal military personnel number;

  3. failure by military authorities to provide information about your inclusion in the Register to the Housing Department.

If such situations arise, you need to:

  1. Obtain a personal number from the personnel authorities;
  2. Contact the branch (army branch) of the Armed Forces of the Russian Federation, the military district, the central body of military command, which includes the military unit where the serviceman is serving (or served in military service before leaving) to verify the information transmitted to the Housing Department.

For information about being on the Register, family members of deceased military personnel must submit a written request to the Housing Department. Changes in information must be reported to the authorized body - the Housing Department of the Ministry of Defense of the Russian Federation - with the relevant supporting documents attached.

  3. Who is the information useful for?

The Ministry of Defense of the Russian Federation is the main body of military command of the country, as well as the totality of organizations and formations included in its structure. The website www.mil.ru is the official website of the Russian Ministry of Defense. It contains a very beautiful and user-friendly interface that allows you to easily find all the necessary information on almost any issue related to the activities of the Ministry of Defense of the Russian Federation. Throughout its existence, the site is constantly developing and updating. New sections and pages are added as necessary.

Information sections

For military personnel interested in government housing programs, the “housing provision” section of the site, the military personnel participating in such programs, and the information collected on this page will be of interest. Here you can find information about how military personnel are provided with housing. And also everything that the Presidential Program for Providing Housing for Military Personnel offers - “Military Mortgage”, and then go to a unified register of data on housing for military personnel. The path on the website is as follows: Ministry of Defense - housing for military personnel - unified register. To enter, you must enter your personal number and control code in special fields. If a service member dies or is killed, his family members gain access to this data by submitting a written request to the JO. You can ask a question by phone using the hotline for military mortgages and other housing distribution problems in the Information section of the Ministry of Defense website dom.mil.ru - housing for military personnel. Unfortunately, the Housing Department (DHS) does not have its own section on the website of the Ministry of Defense, however, in the “structure” section there is information about the current director of the Housing Support Department, contact numbers and email address. Based on current legislation, the Office of Rosvoenipoteka regulates all procedures for documentary participation in the military mortgage program; JO has nothing to do with housing loans and personal accounts, but only maintains a register of NIS participants.

The page contains the full names of the current heads and deputy departments. Data from the Ministry of Defense information center on providing military housing is also posted there. Solving the problem of providing apartments to the military, the website of the Ministry of Defense provides the interested party with access to the entire volume of data related to this issue, and also provides a choice of all the opportunities provided by the state to the military personnel. In special sections you can familiarize yourself with:

  1. Providing housing using housing certificates.
  2. Participation in the savings mortgage system or the Military Mortgage program of the Moscow Region.
  3. Obtaining an apartment under a social lease agreement.
  4. Documents required for participation in the NIS, obtaining a housing certificate or concluding a social tenancy agreement.
  5. A list of objects included in the housing stock of the Ministry of Defense and subject to distribution this year.
  6. The procedure for obtaining housing for military personnel and its distribution.
  7. Legislative framework related to the housing issue of military personnel.

Advantages of the RF Ministry of Defense website

The main advantage of this Internet resource is that it contains in one place the information necessary for a military man not only during his service, but also after its completion, especially for officers who have the right to receive free living space. The Railway Department records housing for military personnel in a special register.

For the convenience of visitors and the ability to more accurately calculate the amount due for payment, the Ministry of Defense introduced an online EDV calculator on the official website in February of this year. The calculation of the amount occurs after entering all the required data, for which the calculator is equipped with convenient and understandable interactive tips:

  • Number of family members
  • The right to preferential housing space,
  • The size of the area required by law,
  • Cost of 1 sq.m. (data has already been entered),
  • Service life in calendar terms.

By entering the above parameters, the serviceman will see how much he can expect, and whether it is worth taking the subsidy now, or is it better to wait a certain time. Given that the subsidy is issued only once, this must be decided before applying for a lump sum cash payment. Another undoubted advantage is that from the official resource of the Ministry of Defense you can easily go to the military mortgage site you are interested in. All websites of organizations and institutions that are in one way or another connected with government programs to provide housing for military personnel have a link on the Ministry of Defense website to go to their official resources.

Who is the information useful for?

This online resource may be of interest not only to military personnel, but also to people who decide to join the ranks of defenders of the fatherland. It contains data on the main professions and requirements for occupying a particular position, or performing the direct duties of certain categories of military personnel.

A visit to the site by military personnel who are not provided with housing will help solve the problem and make a decision about which form of housing support is best to use, and obtain information about the documents required for this. Moreover, any military man can receive confidential information about the amount of his salary and additional payments; to do this, he needs to enter his personal account, which is entered through the main page of this Internet resource.

After the introduction of the Unified Settlement Center (SRC MO RF) in the Ministry of Defense of the Russian Federation, Russian military personnel working under contract and their families began to suffer. Getting a simple payslip or finding out the amount of personal income tax has become oh so difficult. Although it would seem that everything was done the other way around for convenience.

But after some time, apparently due to numerous complaints, the ministry finally came to their senses and decided to make the already difficult life of the military easier by creating a Personal Account for military personnel on the MIL.RU portal.

In it you can view your salary, additional payments, save your payslip, personal income tax amount, etc.

Alexander M., 25 years old. Thank you for this site, its relevance and good choice. Sometimes images of animals and flowers are used as political symbols. Ladies and gentlemen! We are pleased to welcome you to the Group’s website. For such people in need, the 2nd stage of entering information data on the full provision of their housing has been completed!

Upon completion of this work, as was stated in advance in 2014.

First Deputy of the RF Ministry of Defense Tatyana Shevtsova, military personnel standing in line were given full access to the most complete information data, which is provided by a specially organized register, in improving or obtaining housing for living, which have now been identified as truly unconditionally in need of improving their conditions life.

How to check the queue for housing for military personnel: entering the unified register

Obtaining apartments for military personnel is strictly regulated by Russian legislation.

The virtual personal account of a serviceman on the waiting list for housing in register allows you to study all the features of state guarantees established at the federal level for employees of the Ministry of Defense in relation to the housing issue. Over the past few years, the system for providing military apartments has been radically revised and significantly clarified.

  1. The most proven and widely used method is renting a private house, apartment or room on the basis of monetary compensation of rent, confirmed by documents.
  2. A more modern way out of the situation is privatization. The living space previously provided under a social rental agreement on the principles of free living becomes property. A military personal account is opened in the registry to carry out privatization procedures. Limitations include the emergency condition of the premises, deployment in a closed military camp, and location in a dormitory.
  3. Subsidiary assistance has been operating quite successfully since January 1, 14. The system of one-time payments is regulated by Order of the Minister of Defense No. 510 of June 21, 2014. The size and actual possibility of receiving a subsidy is limited by a number of factors. The first is the area of the apartment, taking into account the specifics of the applicant’s region of residence and where it is planned to purchase housing. Particular attention is paid to the composition of the family that the applicant for new housing has at this time. The queue for a subsidy by personal number is also recorded on the MO Register website.
  4. Discharged military personnel are provided with a state housing certificate, which ensures priority in receiving an apartment. Due to the reduced price of 1 m2 according to the Certificate, it is realistic to have housing under this project only in the outback.
  5. Mortgage for the military with a savings system.

How to get on the unified register of military personnel in need of housing

There is no need to take special actions to enter into the unified register. The Defense Ministry independently carries out all activities related to the formation of lists of military personnel. The only thing required is to become a participant in the program.

To do this, you need to contact the unit command and submit an application. To be included in the program, you must meet the requirements, including the absence of a personal apartment and a certain length of service (from 10 to 20).

Naturally, this raises the question of personal data protection. According to the Russian Ministry of Defense, this information is securely encrypted. Access is provided only by the individual number of the program participant and the personal number of the military personnel, so there is no fear of information leakage.

  1. you do not have a personal military personnel number;
  2. the absence of a military serviceman’s personal number in the information for inclusion in the Register submitted by military authorities to the Housing Department, or incorrect submission of data;
  3. failure by military authorities to provide information about your inclusion in the Register to the Housing Department.

Events Quarter

In 2011, Russia introduced a Unified Electronic Register of Military Personnel for Housing.

In accordance with it, housing is distributed for military personnel who do not own it or are socially rented.

Inclusion in the register does not occur automatically; for this, the serviceman needs to collect a package of documents indicating that he and his family members are in need of improved living conditions.

Based on this type of document, a queue of military personnel for apartments is formed. The military registration and enlistment office forwards waiting lists to local governments. Based on the submitted report, the serviceman is placed in a queue. Depending on the composition of the family, the commission determines which apartment (housing) the serviceman is entitled to under the contract.

Unified register of military personnel in need of housing

State guarantees to citizens are associated with the benefits that the latter bring to society.

This principle, in particular, was applied in the drafting of legislation regulating the provision of housing to military personnel in need. Officers and soldiers have the right to free square meters at the expense of the treasury.

In order to equitably distribute space, the Russian Ministry of Defense created a database - a unified register of military personnel in need of housing (URV).

EPB became available to users on September 30, 2010. Interested parties can find it here. However, only contract officers who have the official status of needing residential premises will be able to obtain information on the resource. This is assigned to the Ministry of Defense through local units.

Unified register of military housing

All Russian military personnel have the right to receive government subsidies to improve their living conditions.

For this purpose, there are two programs in the country - preferential military mortgages and the housing registry of the Ministry of Defense, which includes all applicants for free housing from the state.

We will tell you how the unified register of the Ministry of Defense for housing works and how to use it in our article.

Who can be considered in need of permanent housing?

A serviceman is recognized as needing permanent housing on the basis of Article 51 of the Housing Code of the Russian Federation if:

  • the serviceman and his family members do not own residential premises or have the right to use them;
  • a serviceman and his family members own residential premises or have the right to use them, but the level of security per person is less than the accounting norm .

The level of security is the total living area divided by the number of family members. The accounting norm is the minimum size of residential premises to recognize citizens as needing residential premises. The accounting norm is established by the local government and is, as a rule, 8 - 12 square meters. meters per person. The accounting norm should not be confused with the provision norm , which is established by Article 15.1. Federal Law “On the Status of Military Personnel” (18 square meters per person).

Example Serviceman A. is doing military service under a contract in the city of Rostov-on-Don and has a two-room apartment with a total area of 39 square meters. The family consists of 4 people, including a military man. Accordingly, the level of provision is 39: 4 = 9.75 sq. meters. The accounting norm in Rostov-on-Don was established by the Decision of the City Duma of April 25, 2006 No. 7 and is 10 square meters. meters per person. Since the level of security is less than the accounting norm, by the decision of the Federal State Institution “Ugregionzhilyo”, military man A. and his family members were recognized as in need of housing. However, if the total area of the apartment was 41 square meters. meter, then the level of supply 41: 4 = 10.25 would exceed the accounting norm of 10 square meters. meters per person, and then the serviceman would be denied recognition as needing housing.

What is the Unified Register of the Ministry of Defense of the Russian Federation for military personnel in need of housing

Helping military personnel acquire their own housing has always been a priority for the state and the Ministry of Defense.

For several years now, our country has been implementing a program to provide housing for military personnel, allowing them to become the owner of their own apartment within a short time. It's called the savings-mortgage system.

Its essence is that a special savings account is opened in the name of each participant, to which contributions are transferred monthly. After three years, the serviceman can take out a loan to purchase real estate; it will have to be repaid before he reaches 45 years of age. Loan payments will be made through the same monthly installments.

What it is

Registration of all program participants is carried out in the Unified Register.

After registration, he is assigned a number , which is communicated by official notification.

The register is an electronic database that includes information about all military personnel participating in the system.

It was formed and continues to be maintained in accordance with the 89th Government Resolution “On approval of the rules for the formation and maintenance of the register of participants in the savings and mortgage system...” .

This resolution establishes the rules for including and excluding military personnel from the list, defines the grounds for this, and identifies categories of military personnel who can be included in the register and under what conditions.

Each participant in the system has access to the Register, the electronic version of which is located on the website of the Ministry of Defense in the “Housing for Military Personnel” section. To do this you need to know your registration number. Registration on the site itself is not required. But this may limit the use of the resource.

The website contains not only lists of participants, but also samples of documents that need to be prepared for purchasing a home. Here they also post information about how the construction of apartments intended for military personnel is progressing.

Purpose, advantages and disadvantages

An electronic list of military personnel wishing to receive their own housing was created in order to monitor the implementation of the provision of benefits to them . The electronic database allows the servicemen themselves to easily check the status of their order and account status. The unified register has a very large number of advantages.

Its advantages include the following:

  • the process of housing distribution is as open as possible and accessible to all participants;
  • the serviceman himself can monitor the progress of the queue;
  • officials have nothing to do with the distribution of apartments;
  • the process of registration, accounting and making changes is as automated as possible and does not require much time, all updates can be immediately seen in electronic form, they become available to all participants, regardless of region of residence or service.

Despite the great advantages, the program also has its disadvantages . A program participant can find out the status of his account, but on the website he does not have access to information about how many people have already managed to use the funds and purchase housing and how many people want to do this.

However, the system is developing and has been constantly changing over more than ten years of its operation, so one can hope that it will soon be possible to solve technical problems, which are much easier to cope with than the economic obstacles that prevent officers from improving their living conditions.

Procedure for entering data

The step-by-step procedure for entering information into the register and the list of documents required for this were approved by Order of the Ministry of Defense No. 1166 of February 28, 2013 .

process goes like this:

  • To include a candidate in the register, a basis is required: to confirm it, all documents proving the validity of his participation in the system are provided;
  • the official responsible for the implementation of the program in the military unit compiles a list of all data on a specially developed form;
  • the list must be signed by the head of the personnel department and the commander of the military unit;
  • the entire package of necessary documents is transferred from the military unit to the local branch of the Department of Housing of the Ministry of Defense;
  • the date of transfer of documents and applications to the Department is the date of registration of the NIS participant in the register;
  • if the documents were sent by mail, then the registration date will be considered the day they were sent;
  • the registered person is assigned a number and a personal savings account is opened, which is communicated to the participant by an official notification, the number is entered into the serviceman’s personal card;
  • if for any reason the applicant was denied registration in the register, then he receives a written notification about this.

In terms of time from writing the report to receiving notification of the assignment of a registration number, the entire procedure takes no more than three months .

List of documents

In order to register in the system, a serviceman must prepare the following documents :

  • a copy of all pages of the passport;
  • documents confirming the right to participate in the NIS - different for each category of military personnel;
  • a copy of the report - for voluntary program participants;
  • a copy of the first contract, and for petty officers, sergeants and midshipmen - a copy of the second contract;
  • copies of passports of all family members (entire passport) and birth certificates of children under 14 years of age;
  • a copy of the marriage or divorce certificate (must be certified either by the unit commander or a notary);
  • certificate of family composition;
  • personal accounts and their copies from all previous places of residence or registration for the last 5 years;
  • documents confirming the presence or absence of ownership or rental of housing by the applicant or other members of his family.

Original documents must also be available to check copies when submitting documents for registration.

System capabilities

Program participants registered in the Unified Register have access to the system and information regardless of time zones and location. Online, he can check the accuracy of his information, find out his registration date and serial number.

In the Personal Account, he will have access to data on the account status, monthly payments and accrued quarterly investment income.

In addition, the website constantly contains information about new laws and changes in them related to housing for military personnel.

Here you can check information about real estate projects under construction, their location, parameters and stages of construction.

Advice!

The system continues to develop, and every day the amount of information available to its participants becomes more and more.

The procedure for recognizing a military personnel as needing housing.

The procedure is established by the Instruction on the provision of residential premises under a social tenancy agreement to military personnel undergoing military service under a contract in the Armed Forces of the Russian Federation. The Instruction was approved by Order of the Minister of Defense of the Russian Federation dated September 30, 2010 No. 1280. In accordance with the Instruction, in order to recognize military personnel as needing housing, they submit an application to the Regional Housing Administration or their territorial departments (branches). The application can be submitted either in person or by mail by a valuable letter (parcel) with a list of the contents. Note: the Instructions indicate that the application and attached documents can be sent by registered mail with a list of attachments or by postal parcel. However, according to the Russian Post Rules, the inventory can only be enclosed in a valuable letter (parcel). The absence of an inventory of the attachment may lead to disputes about the completeness of the attached documents, which will delay the process of recognition as needy. Applications can be found in the documents section. A description of the attachment can be found in the documents section. Information on recognition as needy is sent by Regional Directorates to the Housing Services Department of the RF Ministry of Defense, which maintains a unified register of military personnel registered as needing housing. The information is posted on the Internet on the website of the RF Ministry of Defense and is accessible from your personal account. To access your personal account, you need to know your personal number. The date of acceptance of military personnel for registration as those in need of residential premises is determined by the date of submission (sending by mail) by them to the structural unit of the authorized body of the applications and documents specified in paragraph 1 of the Instructions.

How to get in line

Registration of employees in need of improved housing conditions is actually the most crucial moment in the entire procedure for obtaining living space. If you are registered, your inclusion in the register occurs automatically; no additional applications need to be submitted.

The following have the right to receive permanent housing free of charge:

  • Armed Forces contract soldiers and members of their families after 20 years of service;
  • employees who retired due to illness or reaching the age limit, having a service life of at least 10 years.

A mandatory condition for providing living space is that the aircraft does not have its own housing, that is, during the entire 20 years of service, the aircraft must live in office premises or equivalent ones.

After the circumstances with which the law connects the emergence of the right to free square meters have arisen, the Supreme Court must contact the regional office of the Housing and Social Institution of the Moscow Region with an application for free housing.

There is no automatic inclusion in the queue. This right is granted only if there is a written request from the employee, confirmed by the necessary documents.

Documentation must be submitted until the aircraft is on the lists of the military unit.

Electronic database of military personnel on the waiting list

The electronic register of housing for military personnel is an official compilation of information on the procedure for exercising the military’s personal right to permanent housing. The database is attached to the website of the Ministry of Defense of the Russian Federation, and it publishes current information on housing support.

If an employee has documentary evidence according to which he is registered in the housing register, but the register provides completely different information, then the information supported by documents is considered priority.

If such a situation occurs, then you need to conduct a reconciliation with the JO MO.

Extracts, printouts and other information from the register are not official and must be supported by documents issued by the competent authorities.

In fact, the register is needed so that the employee can at any time familiarize himself with the current status of the consideration and satisfaction of his application.

A few highlights of being in line:

  • if you are included in the register, it means that you are officially registered as needing permanent housing free of charge;
  • the register is maintained only for permanent free housing (those in need of office space are registered separately);
  • Changes to the register can be made solely on the basis of relevant orders of the JO MO.

On the website of the Ministry of Defense, the Department of Housing assures that the queue moves very quickly, and each person on the waiting list can receive their square meters within 3 years.

Functionality of the Unified Register

At the beginning of the work of the electronic resource, a serviceman only had the opportunity to obtain information about his personal position in the queue for housing. As the system developed, it became available to each registered user to obtain information on the following issues:

Housing subsidy for military personnel

  • recent changes in housing legislation and planned innovations;
  • new buildings, their territorial location in the regions, availability of apartments, layout and number of square meters;
  • infrastructure and communication facilities in the area of new buildings;
  • quality and speed of new buildings being built;
  • distribution of apartments;
  • placing on a queue (the order of consideration of an application for placement);
  • list of documents required to complete the application.

Login to your personal account is carried out using your personal number

In addition, it became possible not only to check the correctness of the personal data entered into the system, but also to change it (if necessary). To do this, you need to contact the Housing Department, which operates in the region of residence.

Purpose of the Unified Register of Military Housing

  • papers to confirm the right to be recognized as an applicant in need of permanent housing;
  • document confirming rights to other benefits (copy);
  • passport data for the applicant and his family members who have already received them (copies of all pages);
  • if available, a marriage or divorce certificate (a copy, necessarily certified by a notary or by the unit commander with a seal);
  • birth certificate for the child (copies must be provided only for those who did not receive a passport);
  • originals and copies of certificates from personal accounts and places of registration from all addresses where the applicant and his family members have lived for the last 5 years;
  • reference information showing the presence or absence of living space owned by a military personnel or other family member or rented under a valid contract (Appendix 2 to the above instructions).

There are also some disadvantages . Officers have many complaints about the register. For example, a person on the waiting list can see his data in the list, but the system will not show him his number. It is impossible to find out how many people have already been provided with housing, and how many still need to be provided with housing.

How to get into the Unified Register

To obtain an identification number in the database, you need to collect a package of documents and accompany it with an application to the Housing Distribution Department of the Ministry of Defense. After checking and analyzing the data, the serviceman is entered into the database and assigned a personal number. The applicant is informed about the decision personally by e-mail.

List of documents attached to the application:

  • identification;
  • justification of the right to housing benefits and other benefits provided for by law;
  • documented personal data of all family members;
  • confirmation of marital status;
  • registration document;
  • documentary justification for the lack of permanent living space for the serviceman and family members.

All documents must be accompanied by copies. When the application is approved, information about the serviceman and family members is entered into the system by employees of the Housing Distribution Department in the Moscow Region. Data verification and processing take a certain amount of time. The timing of adding a serviceman to the register depends on the number of applications being considered.

The received personal number is the password to enter your personal account in the CABINET database. MIL.RU (https://cabinet.mil.ru.).

In the personal account, the user can easily find all the necessary legal information, and, most importantly, information about his personal position in the queue for housing. Access to your personal account is only possible if the data form is filled out correctly.

Unified register of housing for military personnel

  • the applicant does not have a special identification number;
  • the absence of an identification number on the mandatory information data for inclusion in the existing unified register issued by housing authorities or incorrect presentation of such information data;
  • failure by specially authorized bodies to submit to the housing supply organization the required information and information about entry into the existing register regarding the need to provide housing for living.

Previously, in this web section of the Moscow Region, various information was posted about housing that was already completed and housing under construction; all this data was posted with detailed links to different regions of the country. Now the section of the web resource has been supplemented with a large amount of information about the existing legal framework on various issues that are related to providing needy military personnel with their own housing.

Queuing through the unified housing register of the RF Armed Forces

The Unified Register of Military Personnel who are not provided with permanent housing is an all-Russian information base, which is formed and controlled by the Housing Department of the Ministry of Defense of the Russian Federation (hereinafter referred to as the Housing Department of the Ministry of Defense of the Russian Federation).

Access to the resource is limited, and not everyone who is curious can see how military personnel are given housing today. Only those on the waiting list can find out information about military personnel exercising their rights to receive apartments.

Read more about how to get into the electronic queue and how to use it later in the material.

Queue formation order

As such, there is no concept of a queue of military personnel for an apartment in Russian legislation. There is a registration procedure and that’s it!

In accordance with Order of the Ministry of Defense No. 1280 of September 30, 2010 (as amended and supplemented), which approved the procedure for obtaining housing for military personnel, the functions of maintaining records of military personnel (AF) in need of housing are assigned to the Department of Defense of the Ministry of Defense of the Russian Federation.

According to Order No. 1280, regional divisions of the JO MO:

  • accept applications for aircraft registration;
  • include information about the accepted application in the unified housing register;
  • deregister the aircraft;
  • publish a list of residential properties available for distribution among those on the waiting list.

The Housing Department considers issues of registering employees of almost all branches of the military.

However, there are military units in which housing commissions still function, and it is they who resolve all issues related to housing guarantees. This applies primarily to the FSB, the Ministry of Emergency Situations and the internal troops.

Attention!

All applications for improvement of living conditions are considered and satisfied in order of priority. Since there are much fewer residential meters than there are applicants for them, it turns out that you have to wait for an apartment for years, and a queue automatically forms, which moves forward as new residential buildings are built.

Important! Today, in the legislation of the Russian Federation there is no rule by which the period for providing permanent housing to the armed forces is established (although previously this period was 3 months from the date of registration). Now the Supreme Court is deprived of the opportunity to demand through the court the exercise of its right to free permanent housing on the grounds that the JO MO is violating the deadlines.

  • if you are included in the register, it means that you are officially registered as needing permanent housing free of charge;
  • the register is maintained only for permanent free housing (those in need of office space are registered separately);
  • Changes to the register can be made solely on the basis of relevant orders of the JO MO.

On the website of the Ministry of Defense, the Department of Housing assures that the queue moves very quickly, and each person on the waiting list can receive their square meters within 3 years.

How to get in line

Registration of employees in need of improved housing conditions is actually the most crucial moment in the entire procedure for obtaining living space. If you are registered, your inclusion in the register occurs automatically; no additional applications need to be submitted.

The following have the right to receive permanent housing free of charge:

  • Armed Forces contract soldiers and members of their families after 20 years of service;

In the Russian Federation there are 4 regional departments of the JO MO in each military district. The application and documents must be submitted to the JO MO at the place of duty. The application review period is 30 calendar days, during which the commission makes a decision on registration.

Important!

Notice of inclusion or refusal must be served on the Supreme Court no later than 30 days after the decision is made: either delivered in person or sent by mail.

The most common reason for refusal to register is the intentional deterioration of the employee’s living conditions. Simply put, if the commission establishes that the armed forces had the opportunity to improve their living conditions, but he deliberately did not take advantage of it, expecting a free apartment from the state, then the application will be denied.

How to access the electronic database

Access to the register can only be obtained using the personal number of a serviceman who is already registered in it. The only official electronic register operates on the website of the Ministry of Defense.

From this information base you can find out:

  • whether the registration information about you and your family is entered correctly;
  • Are there any rooms available to those on the waiting list?
  • information on the construction of residential facilities, distributed in turn;
  • information on the procedure for obtaining and registering apartments.

If during the time you are registered, your life circumstances that affect your right to free housing change, you must notify the Department of Internal Affairs and take measures to update the data contained in the register.

Providing military housing is a complex topic, with many controversial issues and bureaucratic troubles. If you managed to get an apartment or, conversely, there are obstacles in realizing your right, tell your story here. Your experience will be useful to your colleagues.

In 2020, the Central Asia of the Russian Ministry of Defense digitized 19 million records from award protocols and stubs of temporary certificates for awards. Thanks to these data, 500 thousand awards were identified that were not awarded to their owners during the Great Patriotic War. This is how historical truth and justice are gradually restored.
