  • information about an objection to the registered right to it or about the impossibility of state registration without the personal participation of the right holder or his legal representative,
  • information about the existence of a decision to seize a property for state or municipal needs,
  • information on the availability of received but not considered applications for state registration of rights (transfer, termination of rights),
  • restrictions on the right or encumbrance of the object,
  • transactions in relation to the object,
  • information about the developer’s lack of right to attract funds from citizens who are participants in shared construction for the construction (creation) of apartment buildings on a land plot,
  • information specified in Part 6 of Article 48 of this Federal Law, as well as other information determined by the regulatory body.

Systematized information of the Unified State Register of Real Estate is considered publicly available and can be provided to any person in the form of:

  • extracts from the Unified State Register of Real Estate on the main characteristics and registered rights to the property;
  • extracts from the Unified State Register of Real Estate on the transfer of rights to the property.

The owner or his authorized person can obtain USRN information in the form of:

  • extracts from the Unified State Register of Real Estate on the rights of an individual to the real estate he/she has (extract on the subject);
  • extracts on the date of receipt by the rights registration authority of the application for state cadastral registration and (or) state registration of rights and documents attached to it;
  • copies of contracts and other documents that express the content of unilateral transactions concluded in simple written form and are contained in register files.

What is the validity period of an electronic extract from the Unified State Register of Real Estate?

There is a misconception that the validity period of an extract from the Unified State Register of Real Estate for real estate in 2020, provided that it is received electronically, will be less than that of a paper one. We hasten to reassure you that the rules regarding the validity period are the same for both options for extracting from the Unified State Register of Real Estate.

As for the ways to obtain an electronic version of the statement, there are several of them. The most common are ordering through the official Internet portal of Rosreestr and using a special electronic service. If the need arises, an urgent extract from the Unified State Register can be issued. On the one hand, it will cost slightly more than the standard version, but the information contained in the document is guaranteed to be reliable.

According to Article 62 of Law 218-FZ, information from the real estate register (USRN) is provided to any person upon request, with the exception of certain information, access to which is limited by law.

Real estate register information is provided by the state body for registration of rights. In 2020, these functions continue to be performed by the Federal State Registration Service, Cadastre and Cartography Service.

Both the state registration of rights to real estate and the provision of information from the real estate register are carried out by the Federal Service for State Registration of Cadastre and Cartography through multifunctional centers of state and municipal services.

What the law says

A detailed study of the current legislation makes it possible to verify that the regulatory documentation does not contain information regarding the limitation of the validity period of an extract from the Unified State Register of Real Estate or explaining the period during which the information contained in it will remain relevant.

In fact, the information reflected in the document is current at the time of its issuance. At the same time, it should be understood that such a procedure as a change of owner and other changes are made within a certain time, which means that you don’t have to worry too much about the reliability of the information in the extract from the Unified State Register. Taking into account all of the above, the validity period for an extract from the Unified State Register for real estate in 2020 is set at 30 calendar days.

As for Russian citizens who have previously received a certificate confirming their ownership, they must understand that this document remains valid, however, in some cases, issuing an extract from the Unified State Register of Real Estate cannot be avoided.

What changes in legislation may occur in the future?

Although Russian legislation is regularly updated with new provisions, the validity period of an extract from the Unified State Register of Real Estate for real estate in 2020 remains unchanged. The only changes related to Rosreestr are related to registration actions:

  • In the case of separate documentation related to cadastral registration and registration of property rights, the applicant must understand that to receive the first service he will need 7 working days, and for the second - 5;
  • By simultaneously receiving the above services, you can achieve significant time savings. The waiting period for documents to be ready in this case will not exceed 10 working days;
  • Another change affected the deadline for preparing an extract from the Unified State Register of Real Estate. Previously, the finished document could be picked up only after 5 days; now the production time is three days (excluding postage, if required).

If we talk about what changes regarding the validity period of an extract from the Unified State Register will occur in the future, then most likely a certain limit will still appear. According to experts, there are 2 reasons that make such changes in legislation quite relevant:

  1. The lack of clear restrictions forces specialists from various authorities to constantly explain to visitors the need to provide a “fresh” extract from the Unified State Register of Real Estate, which sometimes becomes the cause of conflicts;
  2. The information contained in the extract may lose relevance after 10-15 days, since during this period it is quite possible to enter data about the new owner or the imposed restriction into the Rosreestr database.

It should be noted that today the reform of the state registration system continues. Its completion is scheduled for early 2020. There is a high probability that during the remaining period, parliamentarians will nevertheless make appropriate adjustments to the legislation and the extract from the Unified State Register will have a certain validity period.

The courts adhere to the same position. For example, in the appeal ruling dated September 18, 2014 in case No. 33-7616/2014, the Novosibirsk Regional Court indicated that although regulatory legal acts do not limit how long an extract from the Unified State Register is valid , a reasonable period of time for its submission is nevertheless assumed - 1 month. The court justified this by the need to maintain the relevance of the data given in the extract.
