The housing problem is the most pressing issue for a large number of citizens. And while older people managed to get apartments from the state, today’s youth, for the most part, are forced to rely on themselves. However, some subsidies from the state are still provided. For example, the Moscow Housing program provides special support to citizens. Its main features and requirements are not much different from what is found in the regions, so it is more correct to talk specifically about the federal program.

How the program operates

“Housing” is a federal-level program of significance that applies to all constituent entities of the Russian Federation, including such large cities as Moscow and St. Petersburg. The main difference for the latter is that housing is more expensive (that is, the amount of support is larger).

The program itself was developed back in 2002. Moreover, it is divided into several stages. The last stage of the project has been going on since 2010. The features of the events are enshrined in the Decree of the Government of the Russian Federation No. 1050 of December 17, 2010. The document specifies not only the forms of subsidies, but also the categories of recipients and methods of financing this project.

What is it like?

The program is targeted, subsidies are provided at the national level. What does this mean? That people across the country will be able to receive support if they meet the stated requirements. To a greater extent, the project is seen as an opportunity to help young people acquire their own housing.

The current subprograms are enshrined in Decree of the Government of the Russian Federation No. 889 of August 25, 2020. They are aimed at:

  • young people purchasing housing while reducing their own costs;
  • improvement of the housing and communal infrastructure of individual constituent entities of the Russian Federation and the country as a whole;
  • fulfillment of obligations to provide places of residence for socially vulnerable categories;
  • development of the construction market in the regions (by supplementing existing housing programs with additional support methods);
  • increasing citizens' demand for housing;
  • increase in the number of environmentally friendly and comfortable housing.

The development of the housing sector will make it possible to “warm up” other sectors of the economy, having a positive impact on its condition. This multitasking makes it possible to involve different representatives in the implementation of goals (not only the authorities, but also developers who are also trying to improve the conditions of shared-equity construction for citizens). Algorithm of action for potential subsidy applicants

Basic conditions

For the second decade now, one of the main slogans of the country’s domestic policy has been to provide citizens with truly comfortable and affordable housing. And the Housing program is considered the main tool. Its terms oblige all constituent entities of the Russian Federation to provide support to citizens. As part of the federal program, they not only allocate financial resources for implementation, but also help people with registration.

The most important question for the benefit recipients themselves is related to the characteristics and type of assistance provided. We are not talking about a specific amount of financial support here. The percentage threshold is established by law:

  • not less than 30 – 35%;
  • up to 40%.

Percentages are set in relation to the total cost of housing (estimated, not market). Moreover, the minimum threshold depends on the type of property purchased. For an apartment they provide from 35%, for a house – from 30%.

Financial support is not the only format of assistance provided. Cash contributions themselves already reduce the financial burden of young people, but for many this is not enough to purchase their own home. Therefore, an additional form of support is preferential lending.

Citizens can take out a mortgage for purchased housing at preferential rates. Usually they are several percent lower than the base ones. By the way, some families can take advantage of an additional preferential mortgage program at 6% for the entire loan term at the birth of the 2nd or subsequent child no earlier than 2020.

If a person buys a home on credit, then he must additionally prove his solvency. To do this, he deposits part of the funds as the first payment. Additionally, banks evaluate the level of his income and other factors.

Part of the mortgage debt is not prohibited from being repaid with maternity capital or other available government certificates.

Federal project "Mortgage"

This state project regulates:

  • allocation of compensation intended to pay the initial mortgage payment;
  • partial compensation of mortgage payments for certain social categories of citizens (for example, for families with two or more children, the interest rate on the mortgage agreement is reduced to 6%);
  • for the purchase of housing for Russian citizens living in some regions (for example, residents of the Far East can purchase residential real estate outside large cities under a preferential mortgage agreement, where the interest rate on the loan is no more than 5.5% per annum);
  • assistance to borrowers in the village of Yakovlevskoye who temporarily find themselves in a difficult financial situation (as a rule, this is the restructuring of a mortgage agreement for a period of up to six months).

FP “Housing” performs the following functions:

  • increasing the volume of housing construction to 120 million m2 by 2024;
  • increasing the attractiveness of investments in civil construction (for this purpose, the process of transition to the use of escrow accounts has been launched, and the amount of compensation by the fund to shareholders has been significantly increased).

The federal project “Reduction of housing stock unsuitable for comfortable use” includes:

  • stimulating the constituent entities of the Russian Federation to resettle people from dilapidated, dilapidated housing in the village of Yakovlevskoye; our own program has been developed);
  • reducing the percentage of emergency and dilapidated housing by carrying out major repairs, if possible;
  • launching renovation programs, with the provision of housing in new houses, instead of demolished housing (the pilot program operates in the city of Moscow and will be launched in other regions of the country in the future).

FP “Financial support for families upon the birth of a child” provides:

  • the right to sign a mortgage agreement on special conditions;

  • stimulating the needs of Russians for mortgages in the village of Yakovlevskoye;
  • support for investment projects for the construction of housing for rental purposes (provided that the rental will be transferred from the regional or state budget).

Who can receive

“Dwelling” has several subprograms at once. Therefore, the general list of persons entitled to participate in them is quite wide. In general, it includes:

  • military personnel (subject to retirement due to length of service);
  • law enforcement officers (police, prosecutor's office, Investigative Committee);
  • young and talented scientists;
  • rescuers;
  • liquidators of the consequences of the Chernobyl accident;
  • young families.

Additionally, this list can be supplemented and adjusted by Decrees of the President of the Russian Federation. Increasing the number of subsidy recipients may be an initiative of the region itself.

Young families deserve special attention. We are talking about complete and single-parent families, in which both parents (or one, if the family is single-parent) are under 35 years of age. Additional requirements relate to:

  • need for own square meters (that is, the property does not have housing, it is unsuitable for living or has less square footage per person than provided for by the standards);
  • family solvency (the presence of a permanent job and income is mandatory, the level of total income is determined in the regions taking into account the cost of living and the number of family members).

The procedure for receiving subsidies for young families is considered the most difficult. There are far fewer requirements, for example, for young professionals or government employees.

A young family is a family with children in which both spouses, in the case of an incomplete family, are the mother or father, no older than 35 years inclusive, as well as a family without children in which both spouses are no older than 35 years inclusive and have been in a registered marriage for at least one year. All members of a young family must have citizenship of the Russian Federation and at least one of the spouses must live in Moscow. Consultations on the conditions of participation in the State Program are held weekly on Wednesdays for the visually impaired. In the absence of a social tenancy agreement, the young family provides a copy of another document on the basis of which the fact of living in a residential building under the terms of a social tenancy agreement can be established, including: a warrant, a financial personal account; copies of identity documents, child's birth certificate, passports of all adult family members of the applicant, with the obligatory submission of originals for verification; a copy of the marriage certificate with the obligatory presentation of the original for verification; decision on adoption with the obligatory presentation of the original for verification; statement of consent to verify the completeness and accuracy of the information contained in the submitted documents, to record, process and use the personal data of each member of the young family in the department; at the request of the applicant, other documents may be submitted confirming the right to improve living conditions.

Procedure

So, the family or one person studied the conditions and realized that he could participate in the program. What should he do next? Step by step actions will be as follows:

  1. collecting a package of required papers (to confirm identity, living conditions, income level);
  2. preliminary calculation of income by a bank specialist (if you plan to apply for a mortgage, you will have to prove your solvency to the financial institution);
  3. applying to the local administration with an application to improve living conditions (among the attached documents there must be an account statement indicating the availability of a sufficient amount of money to make a down payment);
  4. find out the amount of a possible subsidy (calculated by municipality employees, not independently, taking into account legislative norms);
  5. waiting for a response (applications are reviewed by a special commission, and it must respond no later than 10 days from the date of contacting the local administration);
  6. obtain a certificate for receiving a subsidy (it states what exactly the money is for - for the purchase of housing or its construction);
  7. contact the bank again with all the documents and get approval for the loan (no later than 2 months after the certificate is issued);
  8. buy an apartment (this has already been given for 9 months);
  9. submit all documents to the municipality (copies of the mortgage agreement, ownership of the apartment).

It is very important to act as described in the law. Otherwise, the money may simply be frozen and it will be impossible to use it.

Important! The “Housing” mechanism cannot be used: to purchase housing from close relatives. That is, half and full sisters and brothers, adopted and natural children, adoptive parents and parents, grandchildren, grandparents, spouses.

  • military and police officers, dismissed, dismissed, and persons equivalent to them;
  • persons leaving closed administrative-territorial entities, or from territories that were previously closed;
  • migrants with the status of “forced”;
  • those who travel from the Far North or from areas that are considered equivalent to it;

Federal authorities carefully monitor compliance with the terms of the program. Some requirements may be adjusted by new regulations. For example, interest rates on preferential military mortgages were gradually reduced in 2020, 2020, and 2020.

There were no direct changes in the Housing program itself over the past year. But 2020 itself was a positive year in terms of subsidies. The main opportunity is to obtain a preferential loan in the amount of up to 3 million rubles (for residents of Moscow and St. Petersburg - up to 8 million rubles). Conditions of entry

All citizens who meet the requirements and conditions specified in the subprograms can become recipients of housing subsidies.

Each of the subprograms contains a special list of documents provided and regulates the conditions for compliance of applicants. There are a number of general conditions that apply to all subroutines. These include:

  • insufficient number of square meters in the currently occupied residential premises. Standard standards are 33 square meters for a single citizen, and 18 square meters for family members. In some regions the area size has been reduced;
  • unsuitable housing;
  • living in communal apartments with other families under social rental agreements.

The housing occupied by applicants upon entry into the program should not be their property; the subsidy is provided exclusively to citizens living in municipal, rented or relative-owned premises.

The apartment should be the only place to live. Property rights do not have to be shared by all family members of a program participant.
