Target apartment program for students Krasnodar

Apartment for student target program in Rostov

Especially for such cases, the “Apartment for Students” program provides for the “APARTMENT” deposit, with a high yield (8% per annum) and a period of up to three years.
Thanks to it, you can collect funds to purchase an apartment in amounts and terms convenient for you (as opposed to a clearly established monthly mortgage payment), while receiving benefits from developers under this program. The program can be used by full-time and part-time students of universities - applicants, graduate students, graduates, their families or families with high school students. Now there is a very large choice on the housing market, but if you take into account all the positive aspects of the “Apartment for Students” program, then this choice will be obvious.

How to get a mortgage for an apartment as a student

  • if it is possible to purchase an apartment entirely at your own expense;
  • in the presence of an amount corresponding to the size of the down payment and the presence or absence of the possibility of mortgage lending;
  • if there is insufficient funds to pay the initial payment.

An alternative that allows you to receive mortgage benefits is to actively participate in scientific activities and obtain the status of a young scientist before graduating from a university or getting married in order to become a participant in one of the federal co-financing programs. The problem is that by the time the turn comes and the subsidy is received, the institute will most likely be completed and the borrower will lose his student status.

Problems of renting housing during student years

Unscrupulous owner. Probably, each of us has watched various TV shows about how many apartment tenants take an advance payment from the tenant, and after moving in, it turns out that the real owners are not aware that their apartment has already been rented out. Sometimes it happens that it is rented not to one tenant, but to several at once, so in the future you have to huddle in bestial conditions and gnaw on that very granite of science.

Viewing the apartment. Very often, freshmen who have just left school believe that from now on the whole world is up to their knees, so when inspecting their future home they often behave abruptly and rudely. It is unlikely that the owners will like this behavior, and they will most likely either greatly inflate the price, which potential residents simply cannot afford, or they will simply tactfully remark: “You are not suitable for us.” So such overly self-confident tactics are certainly not suitable.

Payment for housing. When viewing an apartment, you should not behave too reservedly and shyly, since it is possible that the tenant, seeing your loyalty, will deliberately inflate the cost of housing, finding seemingly logical arguments for this. So don't pass, otherwise you're destined to be driven into a corner.

Cohabitation. Sometimes conflicts begin in rented housing, when two new tenants begin to share the territory: one wants to live in the bedroom, and the other does not consider it his duty to give in to him in this. So it is important to understand in advance with whom you are moving in, and in the near future you will be whileing away the long evenings. The cohabitant, at a minimum, must match in temperament and lifestyle, otherwise nothing meaningful will come of living together.

Distance from the university. When first-year students begin to look for housing for the academic year, the first thing they focus on is the pricing policy, believing: the cheaper the housing, the more profitable it is. In fact, this is not just one criterion that should be relied on when choosing - the distance of the new housing from the place of study is also of great importance. You should not choose long distances, otherwise the road to the university will be so exhausting that it will not be a student dedicated to knowledge, but a sleepy fly.

Availability of a contract. As you know, “the miser pays twice,” and this folk wisdom is also relevant when choosing rental housing. You should not skimp on drawing up a lease agreement, take the word of the first tenant you meet and give him an advance payment.

It is best to record mutual trust so that such an agreement becomes an excellent start to a mutually beneficial business relationship. At least, in this simple way you can protect yourself from unexpected eviction, overpayment and other quirks of capricious and not always adequate owners.

Student hostel. If some provincials consider such housing not worthy of their level, they are greatly mistaken. The fact is that in the “dorm” students of different ages and specialties get along well, at the same time they get to know each other, make friends, help each other in their studies and not only, and also fall in love, and in general - live a rich life. So you shouldn’t be categorical, and be sure to consider the option of a student dormitory as an excellent place for temporary residence.

Having an idea of such pitfalls, it will be much easier to decide on the choice of housing, and the tenant, sensing some knowledge in this matter, will behave quite loyally.

    Getting a loan

    To take out a loan, you can specify any purpose - a mortgage bank is ready to issue loans to purchase property, pay off debts or expand a business. It is also necessary to remember that the interest rate on a mortgage loan from a bank is almost half that of a consumer loan. In this case, the amount can reach 10 million rubles, but it depends on the current value of the property.

    Conditions for participation in the program

    The main criterion for participation in the program, in addition to having a student card, is the borrower’s solvency, which can be confirmed by the presence of a constant income from working outside of school hours or other means of earning , confirmed by an income statement or other available means.

    Tripartite relationships between the student, developers and commercial bank Kuban Credit are feasible for any available combination of capabilities and needs of the borrower, in particular:

    • if it is possible to purchase an apartment entirely at your own expense;
    • in the presence of an amount corresponding to the size of the down payment and the presence or absence of the possibility of mortgage lending;
    • if there is insufficient funds to pay the initial payment.

    Banking benefits

    As of the beginning of 2020, the terms of the mortgage loan from CB Kuban Credit are as follows:

    1. Reduced down payment amount of 5% of the cost of the apartment.
    2. Differentiated lending interest rate, the amount of which is determined as:
        11.85%, if the initial payment compensates from 15 to 85% of the purchase price;
    3. 12.95%, with an initial payment of 5 to 15% of the cost of housing.
    4. One of the participating borrowers may have at least three months of work experience at their last place of employment.
    5. Before putting the house into operation, a deferred payment on the principal debt is provided, which is not so profitable, since it does not decrease throughout the entire period, keeping interest at a constant level.
    6. Opening an accumulating deposit “Apartment” for a period of no more than three years, to collect funds for the down payment and reserve an apartment in a new building.

    Under what conditions can a student take out a mortgage?

    A mortgage is issued against purchased or existing real estate. The object must be insured against the risks of loss or damage. Life insurance is available upon request, but if you cancel it, the interest rate will increase by 1%. The base mortgage rate in Sberbank and Promsvyazbank is 8.6%, in Alfa Bank - 8.99%, in Gazprombank - 9%, in Rosselkhozbank - 9.3%, and in Raiffeisenbank - 10.25%.

    The minimum down payment on a mortgage in Gazprombank and VTB is 10%, in Sberbank, Raiffeisenbank, Alfa-Bank, Rosselkhozbank - 15%, and in Promsvyazbank you can get a loan without a down payment.

    The maximum loan amount in Gazprombank, Rosselkhozbank and VTB is 60 million rubles, in Alfa-Bank - 50 million rubles, in Promsvyazbank - 30 million rubles, in Raiffeisenbank - 26 million rubles, in Sberbank it is not limited.

    To increase the approved amount, you can attract guarantors and/or co-borrowers. The spouse is required to be involved as a co-borrower.

    Requirements for students

    Mortgages are usually provided to citizens of Russia, but VTB and Raiffeisenbank issue them to residents of any country. You must be 21 years old at the time of application, but, for example, Uralsib, Otkritie, Ak Bars Bank and MKB issue mortgages from the age of 18.

    To have your application approved, you must have an official job and income that allows you to make monthly payments. The minimum work experience in the last position at Alfa-Bank is 4 months, at Raiffeisenbank - 3 months, in others - from six months. Sberbank and Rosselkhozbank require a total experience of at least one year.

    Buying an apartment for a student in Krasnodar

    Some developers have created programs for students that offer comfortable installment plans, discounts and promotions. The target program “Apartment for Students” in Krasnodar is approved by the city administration and presented by reliable construction companies. Few buyers can afford to choose housing based only on location. A real estate specialist at 23Kvartiry.ru will help you find an apartment at an affordable price in an area with developed infrastructure and convenient transport links. For out-of-town buyers, choosing an area and a decent developer is not an easy task, but a professional will select the best offers and guide you by area. The mortgage manager of the new buildings portal will help you get a mortgage for students for an apartment in Krasnodar. The services of our specialists are free.

    Mortgage for students: programs and opportunities

    A positive feature of this program is its high flexibility. This allows you to choose the most suitable option for all groups of students, based on material security, current income and the severity of the need for housing. Various discounts are available from the bank and VKB-Novostroiki LLC, which unites developers in the South of Russia. For example, the developer provides discounts of up to one and a half thousand rubles per square meter of housing for a student card.

    Many students study away from home. Often, students who come from other cities receive a hostel, but not everyone will like such conditions. At such a moment, the issue of housing can become acute. Most often, the solution is rented housing. But if a student plans to stay in this city after studying, it is worth considering an option such as a mortgage for students.

    For rent: student or apartment

    If last year “three rubles” near the university were in demand, today students are increasingly choosing options on the outskirts of the city or even in the region. And this despite the fact that apartment owners raised prices slightly this time, fearing a decline in demand due to falling incomes.

    Megacities with large universities - Moscow, St. Petersburg, Tomsk, Novosibirsk, Yekaterinburg, Krasnoyarsk - traditionally become centers of attraction for nonresident students. Demand for apartments in these cities traditionally grows 1.5 times in July, says Elena Ivankina, dean of the Faculty of Real Estate Economics at RANEPA.

    A popular way to save money is to rent together. Students are mainly interested in 2-3-room apartments; one-room apartments are less popular. For students, this is the most expensive option, the expert states, but several students can squeeze in there at once.

    The ideal option is a room in an apartment with an owner, which is usually rented by two students. The owner of such Moscow housing asks for at least 20 thousand rubles per month, which is 10 thousand “for his brother.”

    Housing is cheaper for students in smaller cities. In Krasnoyarsk, a two-room apartment costs an average of 18 thousand rubles, or 4.5 thousand rubles per person with four-bed occupancy. In Novosibirsk, with the same placement, each student will pay 5-6 thousand rubles.

    Today, only excellent students can pay their own rent on their own.

    Only excellent students will be able to pay for their own housing. The minimum state academic scholarship is 1340 rubles. For well-study students - 5-7 thousand. Therefore, parents mostly pay for rental housing.

    In their savings, first-year students and their parents keep a fairly clear line, says Oksana Polyakova, deputy director of the apartment rental department at INCOM-Real Estate. Safety is a top priority for moms and dads, so they won't rent in a house with antisocial neighbors, she says.

    Students most often have to look for housing on their own, and there are many communities online for finding roommates. There are also unusual practices. For example, RANEPA provides assistance to its students in finding apartments. Freshmen can choose their own housing, but the university’s participation guarantees the security of the transaction.

    The contract with students is usually concluded for a period of one year. You will immediately have to pay a rather impressive amount: the cost of rent for a month, the realtor’s commission and a security deposit, says Oksana Polyakova, but clarifies that today many owners are ready to divide the amount of the security deposit into two or even three parts.

    Moreover, the owners are ready to assign the apartment to specific residents upon payment of a deposit. That is, you can choose a suitable option today, and start paying for housing in September.

    There are not enough hostels for everyone

    Universities are required to provide a place in a dormitory for all state-funded students. But not everyone has such opportunities. According to the last entrance campaign, almost three hundred universities had difficulties. In Moscow, for example, there are 315 state university dormitories. This is barely enough to provide for those in need, and settlement can last until October - November. In other words, until all the graduates finally move out.

    There are not enough dormitories of their own and universities rent buildings from other universities at a negotiated price.

    At the famous St. Petersburg university, ITMO University, they are ready to accommodate students not only in dormitories, but also in hostels and guest houses.

    At regional universities, freshmen are sometimes immediately warned: beneficiaries, seniors, and foreign students will be accommodated first. In Voronezh, for example, such announcements do not scare anyone. The city has low rental costs. A hostel can cost 300 rubles, and an apartment for three people can cost 3 thousand “on the nose”.

    In recent years, university dormitories have rarely been built - it is too expensive. There is another reason: most universities are located in the city center, and there is simply no free space there.

    Housing program for students in the south of Russia

    • an individual approach to clients (that is, depending on the buyer’s monetary income and solvency, a number of discounts and special conditions suitable for him will be offered for his consideration);
    • the cost per square meter of purchased living space will be cheaper than usual by about 2,000 rubles;
    • reduction in the size of the down payment (total 10,000 thousand rubles) and the interest rate on the mortgage loan (8.9% per annum);
    • the ability to reserve the selected apartment in the presence of an incomplete payment amount.

    In July of this year, in the south of Russia, namely in the Krasnodar Territory and the Rostov Region (the city of Novorossiysk, Krasnodar, Anapa, Sochi, Rostov-Don, etc.), a target program called “Apartment for a student” came into force. It will be valid not only for university students, but also for families in which there is a full-time/part-time student, applicant, graduate student or high school student planning to receive secondary specialized or higher education in their hometown.

    Students - to the studio

    The project of the first residential center in Voronezh with small-sized studio apartments was “unfrozen” this summer after Rosreestr recognized the right of the construction company to attract equity holders to it. Two buildings of two sections with 17 residential floors each (about 1.2 thousand apartments) were laid in the fall of 2020. But then the department refused to register share participation agreements, since according to the documents the building is an apartment-type dormitory, that is, it belongs to a specialized housing stock. The company erected several monolithic floors and mothballed the facility.

    Potential apartment buyers went to court, which supported their position. Now the houses can be completed in 2020.

    The Housing Code does not directly say that dormitories can only be municipal

    “The problem is that there are places for building dormitories, they were allocated, but were not built up, since they belong to the special housing fund,” explained the initiator of the project to build a new type of dormitories, Chairman of the Chamber of Young Legislators under the Federation Council of the Russian Federation, Viktor Konopatsky, to RG. As a result, building sites are empty because builders do not go there, and students are huddled in “dorms.” “At the same time, the Housing Code does not directly say that hostels can only be municipal,” he explains the existing conflict. “We grabbed this opportunity and won.” It’s hard to say about other cities, he complained. According to Konopatsky, the example of Voronezh is also unique because the shareholders themselves drew attention to the problem.

    According to his calculations, in Voronezh, renting an apartment for a student will cost 12 thousand rubles per month, that is, about 150 thousand rubles per year. In total, over five years of study he will spend about 700 thousand rubles. “So why pay that kind of money if there is an opportunity to buy a small apartment for about half a million, and your own, which you can then rent out, keep or sell?” - he is perplexed. And we are not talking about a lack of places in ordinary dormitories - the question is that such housing becomes property.

    According to the developer, the complex will have both ordinary apartments (one-room apartments of 21-25 square meters, two-room apartments of 40-45 square meters and three-room apartments of 50 or more square meters) and studios starting from 16.75 square meters. At the same time, the majority - about 900 residential premises - will be studios (with a kitchen niche) measuring from 16 to 25 square meters. The minimum price for such a home is about 500 thousand rubles, and for apartments with a kitchen the cost per square meter starts from 33 thousand rubles. As the developers note, the norms for living space per person are not violated, otherwise the building permit itself would not have been obtained.

    As the head of the Federation Council, Valentina Matvienko, noted at a meeting with representatives of the Chamber of Young Legislators, in the field of housing construction there are a lot of possible options for young people and students: “These include youth cooperatives, and such houses with studio apartments for starting young families and students.”

    In turn, the first vice-president of the Russian Union of Engineers, Ivan Andrievsky, believes that the very concept of “student dormitory” needs to be revised.

    “Today the state offers students to get a mortgage early (to support the construction sector), but not all students are ready for this, so the usual shareware dormitories should, of course, be left. At the same time, it is necessary to offer other options,” he explains. “The example of Rosreestr, which at first refused to register a building and then recognized it two years later, indicates the imperfection of laws in this area. We need mechanisms that will allow students, and not resellers, to take advantage of this opportunity.”

    As examples of layouts proposed by developers show, studios can accommodate both bathrooms and kitchen niches. True, if you live in such an apartment together, you will have to forget about personal space. Infographics "RG" / Mikhail Shipov
