What documents are needed to participate in the Young Family program?
To become a participant in the state program “Affordable Housing for Young Families,” which has been extended by the Government for 2020–2020 inclusive, you must provide certain documents to local governments.

An application for participation in the program from prospective participants is drawn up in an approved form and submitted to the authorized authorities at the place of residence.

- One of the completed applications remains in the hands of the young family.
The required set of documents is submitted along with the application.
Requirements for participants and housing
To get on the waiting list for an apartment, a young family must meet the following requirements.
- Officially registered marital union (or single-parent family). Couples who choose to live without a stamp will not be able to participate in the program. The absence of children is not an obstacle to receiving state support, but the amount of the subsidy will be less and the waiting period for receiving it will be longer. At the same time, a man or woman without a spouse and children will not be able to become a participant in the program.
- The age of husband and wife is up to 35 years. It is checked twice – when submitting an application for participation in the program and when creating a list for distribution of funds. Several years may pass between the submission of an application and the formation of the list. If either spouse is over 35 at the time of distribution, applicants will be excluded from the program. For this reason, it is necessary to apply for registration as quickly as possible.
- The family has money for housing. It is assumed that the family will receive up to 35% of the cost of the apartment from the state, and will pay the rest either through their own savings or through a mortgage loan. To participate in the program, you must prove that the family has the funds to pay the mortgage or pay off the balance from personal funds. You can provide certificates of earnings, statements of savings from a bank account.
- The family needs government support to improve their living conditions. If one of the spouses has their own home or they live with their parents and have a share in their apartment, then they are unlikely to be able to receive money from the state. To confirm your need, you must contact local administrative authorities and prepare the relevant documents - for example, certificates of residence in a dilapidated building or in an apartment that is too small in size.
- Previously, spouses did not benefit from government support under this program. If they have already received a subsidy, then they should familiarize themselves with other government programs.
These are standard requirements for potential program participants. It is recommended to contact the administrative authorities of your locality to clarify the conditions, since they may differ depending on the region. You must contact the Housing Policy Committee, checking the contact details on the official website of the administration.
There are also certain requirements for housing:
- the owners of the apartment are not close relatives of the young family;
- the housing is located in the same region whose administration approved the payment.
So, if housing is purchased in Moscow, then at least one of the spouses must have Moscow registration.
The essence of the “young family” program and its advantages
Before we proceed directly to considering the list of documents that need to be collected in order to take part in the “Young Family” program, let’s figure out what, in fact, is the essence of state support for newly created social units.
Thus, according to the promises stated in this project, young families can receive from the state and region in which they live:
- the so-called social subsidy, the amount of which can reach up to 40% of the average price of a residential property established for its acquisition;
- assistance in obtaining a mortgage loan on preferential terms, which imply a minimum overpayment percentage and a reduced down payment.
Goals and objectives of the Young Family Program
As you can see, the potential assistance that the state can provide to you, as one of the members of a young family, is very, very substantial. However, to get it you must:
- meet certain conditions;
- collect a complete package of documents.
We will tell you what documents you will need to prepare in the following section of the material, since this is the main issue for our article. However, before we begin discussing the list of required papers, let's look at the criteria under which your family will be able to take part in the program of interest to us. We have described this in the table below.

Provided that you meet the conditions for candidates to participate in the Young Family program, we recommend that you start collecting documents as soon as possible.
Please note: there are various speculations in society about under what additional conditions one cannot take part in the program. Here are some of them:
- To participate in the program, you must have one or more children;
- To participate in the desired project, the family must be complete, that is, both parents (or husband and wife) and a child;
- To get an apartment in a marriage without children, you need to live as official spouses for at least five years.
We want to assure you that the alleged conditions listed above, like many others, do not have a real impact on the ability to participate in the program. So, you can get housing:
- newlyweds;
- childless couples;
- single mothers or fathers, etc.
Provided that you really have a need to purchase living space, you must submit a request to the Office of the Department of Housing Policy and Housing Fund in the administrative circles according to your place of residence.
Now let's look at another important point that interests young families: the benefits of this program. In addition, since, unfortunately, any phenomenon has negative sides, we will also consider them in the table below.

As you can see, speaking without understatement, participation in the “Young Family” program is not only a good opportunity, but also a huge responsibility, complemented by various restrictions. We advise only those citizens who understand that they cannot take out a mortgage under standard conditions, pay more and for longer, but not have such a significant number of restrictions, and afford a slightly larger area of housing, to decide to join the queue for this project.
Provided that you decide to receive housing under this program, you need to:
- go to the Office of the Department of Housing Policy and Housing Fund in administrative circles;
- provide this organization with all the documents collected from the list;
- wait ten working days (during this period the Department must make a decision on your case);
- acquire the status of a program participant, provided that a positive decision is made, by receiving a certificate, which can later be used as a down payment or funds for partial repayment of the mortgage.
The action of the required program is determined by the Government of our country for the following period: from 2020 to 2020. Subsidy amount
If a family is childless, then it can count on 30% of the estimated cost of housing, and if the spouses have at least one child - on 35%. When purchasing an apartment in a building under construction, you can receive up to 50% of the estimated value of the property.
The formula for establishing the estimated cost of an apartment is as follows:
estimated area * cost standard for 1 m2 established by the local administration = estimated cost.
To establish the estimated area, it is necessary to take into account the number of family members. So, if there are 3 people in it, then 18 m2 will be taken into account for each.
What documents are needed
When contacting the local administration, spouses must provide the following documents:
- statement;
- photocopies of passports;
- photocopies of children's birth certificates;
- photocopy of marriage certificate, if available;
- documents proving the applicants’ need for government support;
- certificates of income, availability of savings and savings;
- SNILS.
If the family has already taken out a mortgage and is paying off the loan, then it must additionally provide:
- an extract from the Unified State Register of Real Estate, a contract;
- photocopy of the mortgage agreement;
- a certificate stating how much remains to be paid on the loan.
The application must indicate the following information:
- name of the local government body;
- request of applicants to include them in the list of program participants indicating their full name and date of birth, passport details and residential addresses;
- a list of applicants’ children indicating their full name, date of birth, details of birth certificates or passports - depending on the age of the minors;
- Full name, signatures and date of each adult family member, which confirms familiarization with the features of the program;
- list of attached documents.

The administration will review the submitted documents and decide whether to include applicants in the program. If the decision is positive, perhaps after some time the family will receive government funds. A negative decision can be challenged in court.
Next, the administration of the locality draws up a list of participants to receive funding. The generated list is sent to the regional administration, which forwards it to the federal level. The authorized bodies will calculate the funds that a particular region will receive. Applications for funding are sent before June 1 of the current year. If a family is late in submitting an application before this date, then they will definitely not be given money next year.
After the regional administration has received data on how much money is allocated to its region, specialists distribute the amounts received among the participants. First of all, assistance is sent to large families and other needy applicants.
Document forms for the young family program
The sample documents presented in the section are intended for the initial familiarization of a young family with the document flow of the main event “Providing housing for young families” of the state program of the Russian Federation “Providing affordable and comfortable housing and utilities for citizens of the Russian Federation.” The relevant document forms will be provided to her by the authorized local government bodies at her place of residence, depending on the situation.
To participate in the main event, a young family submits documents to the local government body at the place of residence in accordance with paragraph 18 of the Rules for the provision of social payments to young families for the purchase (construction) of housing and their use:
- application in the prescribed form in 2 copies (one copy is returned to the applicant indicating the date of acceptance of the application and the documents attached to it);
- a copy of identification documents of each family member;
- a copy of the marriage certificate (not required for single-parent families);
- a document confirming the recognition of a young family in need of residential premises;
- documents confirming the recognition of a young family as a family with income that allows them to obtain a loan or other funds to pay the estimated (average) cost of housing in a part exceeding the amount of the social benefit provided.
The tax return for personal income tax in form 3-NDFL and the form Notification of confirmation by the tax authority of the taxpayer's right to a property tax deduction are intended to familiarize you with the procedure for obtaining a property tax deduction when purchasing residential premises in accordance with the Tax Code of the Russian Federation.
Procedure for receiving a subsidy
If the spouses’ application was approved, then the purchase of housing will be made through the bank - program participants will not receive money in their hands. The family draws up an application for a certificate - this document will prove its right to a government subsidy. The certificate is valid for up to 7 months: during this period, the spouses need to find housing and prepare documents for its purchase.
The procedure consists of the following steps:
- a family purchases an apartment and plans to pay the seller or development company;
- then she submits documents to the bank that confirm her right to receive a government subsidy;
- the bank sends a request to the administration, receives confirmation and makes the payment;
- funds are credited to the account of the seller or developer company.
When contacting the bank, spouses must provide certain documents that confirm the fact that the funds will be spent on housing. These may include a mortgage agreement, an account servicing agreement, an extract from the Unified State Register of Real Estate, a purchase and sale agreement for an apartment, a certificate of debt and interest on the mortgage.
What documents are needed for the Young Family program in 2020
So, in order for you to qualify for participation in the government program that interests us, the goal of which is to support young families by providing them with living space, you must:
- collect a fairly extensive package of documents;
- provide the required documents to the local government authorities of your city.
What documents are required to be collected to participate in the project in 2018?
Please note an important fact: this program has a combined etiology:
- federal;
- regional.
In other words, despite the fact that it was established at the state level, its implementation may differ in each region, if only because the region is responsible for allocating part of the funds for the subsidy. That is why the list of documents that we disclose further in the text may vary.
The complete list of documents required to be provided should be clarified for each region separately, through:
- reviewing relevant publications on official electronic resources of the local administration;
- telephone consultation with representatives of the above department, etc.

Application for participation in the “Young Family” program
First of all, you need to fill out an application indicating that you want to become a participant in the program that interests us.

The form of this document can be:

The application must be completed in two copies. You will transfer one of them to the receiving authority, and keep the second one as documentary evidence of the initiation of participation in the project.

- a request to include you as a participant in the “Young Family” housing program;
- surname, name, patronymic of each spouse;
- details of the spouses’ passports (series, number, who issued it, when the document was issued);
- residential addresses for husband and wife;

- details of the child’s passport (if available);
- child's residential address.
As soon as the application is prepared, we can begin collecting and processing other documents required to become a participant in the program of interest to us.

Then it will be necessary to collect and prepare identification papers for each member of the family eager to finally find their own home. We are talking about the following papers.
- Provided that there are children in the family, it is necessary to prepare and photocopy their birth certificates. Copies will then be provided to the department for processing, but the originals are needed in order to confirm the authenticity of the photocopies taken.
- For husband and wife you need to provide:
- passports and their copies;
- marriage certificate and its photocopy.

Please note: provided that the mortgage is received by an incomplete family, that is, there is no actual marriage in it, a copy of the marriage certificate, like the original itself, is not required to be provided for lack of availability.
Certificate confirming the need to improve living conditions
To prove that a particular family has an urgent need for improved housing conditions (in this case, this means, in principle, the acquisition of housing, or the replacement of rented housing with their own), it is necessary to submit official confirmation of the sought fact to the relevant government agency.

Thus, various papers can play the role of such confirmation. Please note that at the regional level, completely different documents may be required.

So, for example, evidence of the status of a young family in need of housing may be information that the current living space in which it is located provides one member less than the accounting norm. By the way, the required norm may also vary in regions and vary between the following indicators:
- from 15 meters square;
- up to 18 meters square.

Another possible proof is an extract stating that you do not own the following real estate objects:
- land plot;
- apartments, houses, etc.;
- commercial premises.
This statement can be obtained from:
- Rosreest, by requesting the provision of data stored in the Unified State Register of Real Estate (provides information on real estate registered since 1999);
- city technical inventory bureau (provides information on real estate registered before 1995);
- Committee on Land Resources (data provided by the organization only for the period from 1995 to 1998).
Provided that the documents collected actually indicate your untenable position in terms of having residential property in your possession, your application will most likely be accepted.
Documents confirming the required level and stability of family income
To become a participant in the program, you must also provide supporting documents that would reflect the following parameters of the income of the family applying for a preferential mortgage and government loan:
- stability;
- its sufficient size.
In the required situation, you can provide the following to the Department dealing with this program:
- an extract from the personal account of the spouses or one of the spouses opened in a commercial bank, provided that the required account will have a specific amount of money available;
- a certificate in form 2-NDFL, which can be obtained directly at the place of employment, or through the “Public Services” portal, which will indicate that the person receives regular income, pays taxes, and has the ability, in connection with the required circumstances, to pay a mortgage loan.

Documents confirming the registration of each family member

Details of an account opened in a bank in the name of one of the family members is another category of information that needs to be prepared and submitted to the appropriate structure. So, in order to confirm the authenticity and direct relevance of specific details to you, you must submit to government authorities:
- a copy of the agreement concluded with a specific banking organization, which will indicate that the person in question has the right to use the personal account of a client of this organization;
- a specialized bank statement that can be prepared for you by specialists from a given credit institution upon a special request.
What kind of document you will have to submit in this situation, as in all others, will depend on the requirements of the regional local government body making the decision on your participation in the “Young Family” program.

Practice shows that every year in small regions hundreds of young families are on the waiting list, but funds are allocated to only 10-20 families per year. The waiting period depends on the current number of program participants and funding. Usually it ranges from 2 to 6 years or more. For this reason, it is important to apply for the program as early as possible.
This state of affairs causes discontent among residents of the regions. Thus, in June 2020, single pickets were held in Yaroslavl in the city center, organized by participants in the “Young Family” state program. According to them, only large families can count on help, and families with one or two children are not moving forward in the queue. There has been no reaction from the authorities yet.
