Who needs temporary registration

So, how to register through “State Services”? To begin, create an account ; to do this, you need to go to the website and select “Registration”.

The system will prompt you to enter your name and mobile phone number, to which in a few seconds you will receive an SMS message with a confirmation code .

It should be copied into a special field, after which the user will have a personal account. You need to come up with a password for it.

Next, you need to log in to your newly created account to enter personal data : information from your passport and SNILS. The system will send them for verification.

When accepting documents through State Services, they check whether there are grounds for refusal. These include:

  • difficult to read application text;
  • filling out an electronic form with violations;
  • failure to submit required documents;
  • restricting the choice of place of stay within the country.

The provision of public services is suspended if a citizen does not appear when called within three days.

Registration of a minor

If a person is in temporary housing with a child, he is registered. Minors are registered at the same address where their parents live.

Children aged 14 to 18 years old submit an application independently, through their account on the State Services portal.

On behalf of persons under 14 years of age, papers are submitted by a legal representative. The application contains a separate paragraph containing information about the child who needs to be registered. The certificate is drawn up in the name of the minor.

Temporary registration of foreigners

The following information is entered into the form:

  • about the foreigner (full name, citizenship, gender, date and place of birth, foreign passport, purpose of entry and other information);
  • about the receiving party (full name, passport, residential address).

Both an individual and a company have the right to receive guests. They consent to the short-term stay of the visiting citizen.


The person attaches the following required documents to the notification:

  • passport of another country;
  • migration card;
  • residence permit or temporary residence permit.

Registration is valid for a certain period. Citizens registered on the basis of a residence permit may not fill out a migration card.

Restrictions for temporary registration

The law does not provide clear regulations regarding the period of temporary stay at another place of residence. It only sets minimum and maximum limits (from 6 months to 5 years).

Everything else is governed solely by agreement between the applicant and the property owner. If necessary, the temporary registration is extended or reissued.

Different rules apply for foreign citizens. For example, the minimum period of temporary registration is 1 month, and the maximum is 5 years if it is a residence permit or temporary residence permit.

  • to the migration department;

Without owner

Is it possible to apply for registration without the owner? In principle, this option is possible.

For example, the owner of the premises left a notarized power of attorney, allowing him to formalize (sign, approve) such transactions. Then, when submitting an application for registration, the owner himself, of course, is not needed.

However, if the owner objects to registration at home, then no one has the right to impose this obligation on him.

There is an exception. The citizen is already temporarily registered in a certain territory. Then he can register a child or even several children with him without the permission of the owner.

How long does registration take?
