What benefits are available to the poor?

Money begins to be transferred no later than the 26th day of the month following the month in which the application for financial assistance was accepted. If a family receives regional payments, the accrual period is set by local authorities.

What is a social card

Each region has established a certain subsistence level, which allows you to buy a basket of necessary products and goods to meet the needs of the family. And if citizens receive less income, they can count on government assistance by receiving benefits for low-income families in 2020. Payments to the poor are made not only in cash, but also in kind.

We are a young family of two. We live in Volgograd, we are both 25. Both are officially employed. Total monthly income is about 40 thousand rubles. The marriage was registered in July 2020. Now our relatives have allowed us to live in an apartment in exchange for paying utility bills. We do not have temporary registration or a rental agreement. They plan to sell this apartment soon.

Specifics of status

Which family is considered low-income? Its characteristics are enshrined in legislation. To obtain the status of a low-income family, the income of each member must be below the subsistence level established in the region of its residence.

To calculate, you need to divide the total amount of income for three months by 3 (the number of months). The result obtained is divided by the number of family members. Accordingly, if the amount does not reach the subsistence level, you can begin registration.

A low-income family can receive:

  1. Labor benefits.
  2. Income from the use of property.
  3. Social benefits.
  4. Profit from farming.
  5. Alimony.
  6. Royalty.
  7. Severance pay.
  8. Dividends.

All these amounts are taken into account when calculating the average monthly income per family member.

One of the conditions for recognizing a family as low-income is the absence of able-bodied but unemployed persons in it.

What criteria are used to make a decision?

Additionally, military personnel can take advantage of a special government offer, on the basis of which they are offered a preferential mortgage. It sets a low interest rate, and most of the cost of housing is completely compensated by public funds.

Pros and cons of status registration

Thus, the procedure for recognizing those in need of improved housing conditions is considered quite simple. To do this, it is only important to prepare documents confirming this fact, and then wait for the decision of social security workers. Based on this decision, the person gets in line, which allows him to count on support in the near future.

If acts of fraud are detected or sources of income are concealed, the status of the poor will not be assigned. If the fraud is discovered later, the family may be required to return all payments obtained illegally.

Conditions of the Young Family program

  • newlyweds who do not yet have children can take advantage of a 30% discount;
  • if a young couple has one child, then they have the right to buy housing at 35% cheaper;
  • single-parent families will also receive a subsidy of 35% or more.
  • spouses without children must have Russian passports;
  • in families where there are one or more children, one of the parents must be a citizen of the Russian Federation.
  • in an incomplete family, the parent must also have a Russian passport.

These are the most basic conditions of the Young Family program. Until how many years, what the most important conditions should be - we have considered this. Now you should familiarize yourself with the difficulties that a married couple may encounter when submitting documents to government agencies, the city administration or the MFC.

If a family had previously been in line to receive housing (for example, in the USSR there were such programs and after the collapse of the “Union” they continued to operate), then the registration date can be changed to an earlier one and the family can automatically get into the first row to receive money from the state.

  2. It is mandatory to have Russian citizenship for at least 5 years.
  3. Spouses must be recognized as needing housing.
  4. A citizen may not have a spouse if he has Russian citizenship and children.
  5. The applicant has never participated in this program.

The housing issue is acute for most Russians. One of the real opportunities to solve this problem is to attract borrowed funds, but existing banking offers are not suitable for everyone. For preferential categories of citizens, which include young families, banking institutions together with the state are developing special programs. It turns out that the main difficulty of any young family is the lack of living space. Many huddle in small dorm rooms, some rent apartments, but still most often a family of 3-4 people has no more than 20-25 meters of living space. In addition, each project must be located with a developed infrastructure, and if there is none, then by the time the project is commissioned, all necessary buildings (parks, hospitals, kindergartens, shopping centers) must be within walking distance. Another important condition concerns the cost of housing. It should not be higher than 80% of the cost of apartments in the city. Price control is carried out on the basis of federal law.

Before receiving assistance from the state, applicants must have a certain amount of money, which will be enough to purchase housing with an area calculated according to the norms of a square meter per person. Also, a family must be recognized as needy based on the following standards: for 2 people less than 42 m², and for 3 people - 18 m².

“Motherhood” is one of the biggest myths. Starting from playing with dolls and ending with the slogan “Children are happiness!”, everything is aimed at the plus, at joy and tenderness, at the pride and status of an “accomplished” woman, a mother, a person who has done the Main Thing in life.

What if you think about it? What mechanisms work in the head of a woman who begins to “want a child”? What arguments do expectant mothers give? Unfortunately, most of them are cliches, behind which, if you start to understand, there is emptiness.

“Without children I am an incomplete woman”

- stamp. Having children does not make a woman complete; she is a woman by virtue of being born a person of that gender.

Should this be taken into account, at least hypothetically, when making a decision?

- scary wording. What if “mine” grows up and becomes a separate person? Generally different from what was thought? Frustration?

“I’m afraid of old age, I look with horror at lonely old people, I hope for a glass of water, I think about my future”

(in particularly Jesuitical cases - about the future of society, the homeland and the pension fund) is not a cliche, but a trap for both parents and children. Doom to an eternal “should” (“I gave you life, raised you, didn’t sleep at night”) is a sad option. There is another one - where is the guarantee that everything will be as planned, and the grown child will take care of his parents in old age? What if he gets sick himself? What if he doesn’t make it? Not only is the calculation of “a child’s contribution to his future” not very attractive, but there is also no guarantee. It's easier to save up for a nurse.

- an excellent adult responsible option. Of course, then no reproaches to mom, which doesn’t help much—it was an independent decision, right?

“Relatives and colleagues press me with the question ‘when is it?’”

- amazing answer. It is relatives and colleagues who decide what, how and to whom to do, especially in such a trifle as just becoming a mother, that is, changing your life forever.

“Age is passing. The doctor advises"

- We act urgently, and then see how it turns out.

The arguments are strange, but sometimes they occur

"Want. Want. Want. I just want it right now, and leave me alone, I’ll think about it later. Or I won’t do it at all.”

Dozens of reasons, some conscious, some intangible, a lot of arguments, a lot of arguments - and all of them are superficial. The choice of washing machine is important. Browse forums, go shopping, get advice, think and then buy. The need to become a mother is often not even really thought through. Yes, nature organized everything this way so that humanity would not accidentally die out. Otherwise they will start thinking - they will stop giving birth or will give birth less. But perhaps it's better? After all, the same nature gave man a soul and mind.

The decision to become a mother is one of the most important in life. Maybe you should first answer yourself the questions: what exactly do I expect from the birth of a child? What do I hope for? Can I give him something or do I want to fill my spiritual emptiness at his expense?

Documents for subsidy

To become a low-income family, one of its members submits:

  1. Statement. It is drawn up in the approved form. As a rule, the application is filled out by an employee of the MFC or the territorial social protection department.
  2. Passports, birth certificates of family members.
  3. Documents proving relationship.
  4. Certificate of family composition.
  5. Extract from the house register. It must contain information about all persons registered at the family’s residential address.
  6. Income certificates.
  7. List of property and title documents for it.

If there are temporarily unemployed people in the family, a certificate from the Employment Service and a work book are required.

If one of the close relatives is a person who requires special care for health reasons, a medical report is attached to the listed papers.

Low-income families can receive benefits for housing and utilities. Subsidies are provided if these expenses exceed 22% of the total income of all family members. In regions, however, a lower figure may be set. Thus, in St. Petersburg, needy citizens can receive a subsidy at 14%, and in Moscow at 10%.

For low-income families, the figure is even lower, since a reducing factor applies. It is determined by the ratio of average per capita income to the subsistence level in the subject.

As in previous cases, to receive benefits you need to write an application. Attached to it:

  1. Passports of family members over 14 years of age, birth certificates of minors.
  2. SNILS.
  3. Certificate of marriage/divorce (if available).
  4. Adoption document.
  5. Help by f. 9, which indicates all persons living in the premises.
  6. Documents confirming the income of each family member. The certificate must contain information for the last 6 months. Income includes scholarships, pensions, unemployment benefits, salaries, and other payments.
  7. Documents confirming the status of family members. We are talking, in particular, about a pension certificate, a certificate of disability, etc.
  8. Copies of work records (if one of the relatives is not employed).
  9. A document confirming the status of a low-income family.
  10. A social tenancy agreement or a certificate certifying the ownership of housing.
  11. Receipts for payment of housing, a certificate of absence of debts on utility bills.
  12. Bank account details for transferring funds.

This list is not exhaustive. In each specific case, specialists from the authorized body may require additional documents. For example, other documents are required if one of the persons registered in the residential premises left for a while (in connection with military service, to serve a criminal sentence, etc.).

As a rule, citizens apply for subsidies to the Housing Committee or another structure with similar functions. In addition, you can submit documents to the MFC, and from there specialists will forward them to the right department. Within 10 days, the authorized body is obliged to make a positive decision and notify the applicant about it. If there is a refusal, the applicant must be notified within five days.

Subsidies are provided to low-income families for six months. At the end of this period, it is necessary to re-confirm the right to state support.

How to obtain the status of someone in need of improved housing conditions

  • An incomplete list of documents was provided, or errors, inconsistencies and shortcomings were found in them.
  • The applicant does not have the right to be recognized as in need of new housing (i.e. does not belong to the category of those who can be assigned this status). This may relate to housing size, income and other conditions.
  • The applicant violated the deadline for resubmitting documents.

There are cases when a citizen is recognized as needy for a number of reasons (for example, he lives in an apartment that is too small, located in a dilapidated building). In this case, he can receive financial support from the state only for one program that he chooses independently.
