Modern citizens always strive for a better life. They try to earn more, move to larger and new apartments. Unfortunately, in modern Russia not everyone has such opportunities. Some people prefer to apply for improved housing conditions and receive a government subsidy to bring their idea to life. It is this idea that will be discussed below. Who can hope for government support? Where to go with the application in the prescribed form? How to compose it correctly? What documents may be useful in this or that case? The answers to all these questions will be presented below. In reality, everything is not as complicated as it seems.

Need criteria

How to correctly determine the need? The thing is that it can be different. Therefore, an application for improvement of living conditions can be submitted to the appropriate authority under a variety of circumstances.

Among them are the following:

  1. The family lives in dilapidated or dilapidated housing. To do this, the apartment/house must be recognized as such.
  2. Citizens live with a sick person who poses a danger, or cohabitation with him makes life unbearable. Let's say, with some relative who suffers from mental illness, but on the condition that they refuse to take him for treatment.
  3. People whose living space does not meet the minimum square meters.
  4. Citizens who do not own any living space, and their place of registration does not provide the proper “squares”.

You can also seek help if the family lives in an apartment that is not suitable for this purpose. For example, when it does not have minimal amenities (plumbing, heating, electricity, and so on).

As we have already found out, not all citizens can submit an application to improve housing conditions in Moscow and other regions of the Russian Federation. Often, applicants are persons who do not have enough square footage in their housing. And this issue causes many problems for the population. Why?

The thing is that the regions of the Russian Federation have established their own minimum standards for living space per person. In this case, it does not play a special role whether citizens have ownership rights to the apartment. According to modern rules, not only existing property is taken into account, but also living space according to the applicant’s registration.

Spouses

It should be noted that the Housing Legislation of the Russian Federation provides for the filing of an application for improvement of living conditions by spouses. But only if they jointly own more than 30 m2 of real estate.

It is noteworthy that the fact that this space is used does not matter. If spouses own housing exceeding 30 square meters, but the family does not use it, they cannot be considered needy.

The RF Housing Code provides for one interesting term. It allows children to get on the waiting list for housing. A person will also be able to receive a subsidy from the state to purchase an apartment or house.

In Russia there is such a thing as “a mother living in the same room with her son.” It is one of the components of the criteria of need.

The thing is that if in a family the mother lives in the same room with her son, then an adult child will be able to recognize himself as needy and apply for improved living conditions (a sample document will be presented a little later). Children of different sexes

Sometimes it happens that families with children of different sexes can apply for an improvement in the quality of life and an expansion of real estate. The term “sharing” also works here.

  • housing registration certificate or extract from the Unified State Register;
  • documents for a hostel or communal apartment;
  • certificate from the place of employment or educational institution;
  • passports of all adults at the place of registration; military service tickets; pensioner certificates; for minors - civil status acts on the birth of a child; certificate of marriage or termination of marriage; death certificates; certificates of severe chronic diseases.

Then the applicant needs to go to the administration at the place of residence and provide the entire list of documents by writing an application.

When the applicant lives in a dormitory or in official housing, additional documents are required:

  • characteristics from the place of work;
  • a copy of the work book;
  • commission conclusion on the unsuitability of housing.

Preparation of documents

What documents will help in achieving the task? It all depends on what the citizen is applying for. Most often, improving living conditions means providing a free apartment or house for a family on a first-come, first-served basis. Therefore, we will consider this particular scenario.

In this case, the applicant will be required to:

  • documents on ownership of all housing that a person has;
  • identification;
  • statements about family composition;
  • marriage and birth certificates of children (if available);
  • document recognizing a citizen as needy;
  • certificates confirming the impossibility of living with a particular tenant under the same roof;
  • cadastral passport of the apartment in which the family lives;
  • certificates from the place of work and study of all family members;
  • sanitary passport of the premises (for dormitories);
  • military cards (for those liable for military service);
  • pension certificates (if any).

It is advisable to submit all the listed papers immediately along with their copies. Identification cards and birth certificates are required from all family members.

Who is considered to be in need of housing?

Some categories of citizens have the right to preferential improvement of housing conditions from the state.
To receive a decision on recognizing citizens as needing housing, you must be enrolled in this category.

In addition, applicants must not own their own residential premises or have difficult living conditions at their place of residence. Documentary confirmation of these circumstances is the basis for the application.

Those in need of housing are recognized as:

  • persons who are citizens of the Russian Federation, who do not own housing or live at the time of filing an application with other family members on the basis of social tenancy agreements, do not have living space in accordance with current standards;
  • individuals living in an emergency fund that does not comply with technical standards and other norms of housing legislation;
  • individuals living with family members with chronic forms of illness that can be transmitted to another person or if it becomes impossible to live in the same living space. The list of these diseases is specified in the current legislation of the Russian Federation;
  • large families;
  • disabled people.

A large family is one of the reasons to turn to the state for help

The most important element of decent and comfortable care for children is housing that meets all requirements. Today, all regions of our country have adopted certain standards to provide those in need with social housing on preferential terms.

For the majority of unsecured large families, the state has provided a mortgage, which is preferential, at a low interest rate. A similar program is “Affordable Housing”.

In many regions there are various additional benefits that allow you to increase living space, obtain financing for the construction of a residential building, etc.

To learn more about the benefits and programs existing in your region, you need to contact the housing accounting sector located under local governments.

In order to receive assistance from the state in the form of housing or financing for its purchase, you need to provide a list of relevant documents to the housing policy department. Having received the documents, the Housing and Communal Services Commission will review them and, if the decision is positive, will put them in line.

Before submitting documents for consideration, you must take into account that your property does not have other housing with sufficient space for each person; you must confirm your property status.

From the social security authorities you must obtain a document on your property status and confirmation that your family is large. You need to contact social security with the appropriate statements. Copies of birth certificates are attached to the application if there are minor children.

Next, contact the housing sector at the administration. One of the certificates must confirm that you are a low-income family. It is necessary to provide copies of passports, birth certificates, and certificates of residence. The application must also be accompanied by a copy of the certificate of registration of the right to own housing, or a social tenancy agreement.

After one month, you will receive a commission decision on registration in the queue or a letter of refusal.

Disabled people

Disabled people and families with disabled children who need improved housing, according to the laws of the Russian Federation, are registered for its provision.

Housing can be allocated either under a social lease agreement or as a property, which is established by law.

If housing is provided under social rent, then its area may be larger than the minimum possible, but not more than twice, per person. Payment for social services, as well as maintenance and repair of housing, depends on the total area, taking into account benefits.

If disabled people who live in social service institutions apply for improved conditions (under social rent), then they are registered regardless of the space they occupy.
