The federal program “Providing Housing for Young Families” is aimed at helping those young spouses whose income does not allow them to purchase an apartment or house with their own funds or pay a mortgage to acquire their own living space. Unfortunately, in our country there is quite a big difference in the material support of families, and the state decided to give low-income members of society a chance to get decent housing.

Hence, there are quite a large number of restrictions that are designed to cut off those who have adequate housing conditions or can afford to buy an apartment on their own.

About the program

Initially, the program was designed for 2006-2010, but then it was decided to extend it for the period from 2011 to 2020, and later - for 2016-2020. The document formulates only the main provisions, and the specifics are left to the discretion of the regions. Thus, each constituent entity of the Russian Federation has its own specific application of the program, and young families wishing to take part in it should contact local authorities for information. This could be the city youth department, the municipal property management committee, or some other department.

Social benefits received under the program can be spent on:

  • purchase of finished housing;
  • construction of a private house;
  • payment of a down payment in case of obtaining a mortgage for the purchase or construction of housing;
  • repayment of the debt or interest on the mortgage.

When are square meters of housing added up?

Since 2010, amendments have appeared in the law, and from this period of time, the square meters that belong to a person and his family began to be added up. Previously, only the territory in which a particular family lived was taken into account.

The area that is located in one region can be summed up.

The family does not consist only of immediate relatives, it includes the following people:

  • Parents.
  • Sisters and brothers.
  • Other relatives.
  • People living in the same territory and leading a joint household.

Requirements to participate in the program

Spouses must be legally married for at least 1 year.
We will consider the general provisions of the federal program for providing housing for young families, not forgetting that in each region it operates with its own characteristics. As already mentioned, in order to become a participant, you need to meet a number of fairly strict criteria:

  • spouses must be legally married, registered by the registry office. This, of course, is not required if an incomplete family is applying for participation in the program;
  • spouses must not be older than 35 years. If one of them has exceeded this age limit at the time of application, the family will be denied payment. Having a child plays a positive role - it is easier for such families to obtain permission to participate in the program, and the amount of payments will be higher than for families without children. If the family is incomplete, then the age limit, of course, must correspond to the parent who is raising the child;
  • The family is part of the group in need of improved housing conditions and is registered at their place of residence. To qualify for the program, spouses must have lived in the city for at least five years;
  • the family must have the opportunity to pay for that part of the cost of housing that is not covered by social benefits issued by the state. Maternity capital money or borrowed funds can be used for this.

Registration of needy families, compliance criteria

As you can see, in order to become participants in the program, spouses must first register for improved housing conditions. When creating lists of families applying for payments, the order of priority is determined by the date when the application for registration was written, and not by the date when the application for participation in the program was received. Thus, obtaining the status of a family in need of improved housing conditions is a necessary step on the path to state benefits, and for this you must meet several criteria:

  • No more than 12 square meters of living space for each family member.

This indicator is the same for all regions of the Russian Federation. If the whole family is registered in the same place (it does not matter whether you are the owner of this property), then there are no problems with counting. The area of ​​the apartment (house) is divided by the number of people registered in it, and not just your family members. But if spouses (and sometimes children) are registered in different places, then difficulties may arise. The calculation also takes into account the square footage of a home you may own, although you do not live in it, as well as any home you have owned within the last 5 years, even if it has already been sold.

  • Insufficient income per family member, including children.

Not only salaries are taken into account, but also other incomes of family members, including probable income from family-owned real estate or a car.

If you find it difficult to independently calculate whether your family falls under the requirements of the program, contact the inspector of the relevant department and he will help you understand the intricacies of the legislation. Having received confirmation from an official, you can begin collecting documents for registration. The list will look something like this:

  1. certificates of income of family members, including salaries, benefits, scholarships, income from business activities, etc.;
  2. certificates and copies of documents indicating the size of the living space in which the family lives, as well as documents of the real estate it owns, if any;
  3. copies of marriage certificates, passports and birth certificates of children;
  4. an extract from Rosreestr indicating the property owned by the applicant and transactions with it;
  5. certificate of family composition.

How to get a subsidy for improving housing conditions out of turn

As already noted, people are provided with subsidies to expand their housing conditions on a rolling basis. The one who filled out the documents and got in line earlier will receive the money first. The state and local authorities will implement the state program or the program of their own region as funds become available in the respective budgets.

However, the law establishes certain categories of applicants for subsidies who have the right to receive support without waiting their turn.

The following categories of citizens are classified by law as such persons:

  • citizens whose homes are recognized as being in disrepair;
  • persons living in housing whose wear and tear is estimated at more than 70%;
  • citizens struggling with a serious or chronic illness;
  • persons who live with the citizens listed above in the same residential premises.

In addition, citizens who are officially recognized as war veterans receive subsidies on a preferential basis.

Today, the following categories of persons have the right to be called a veteran:

  • persons who participated in the military operations of the Second World War (Great Patriotic War);
  • persons who became disabled during the Second World War;
  • persons who lived in this city at the time of the siege of Leningrad during the Second World War;
  • military personnel who served on the front line for more than six months during the Second World War;
  • citizens who worked at defense and military enterprises of the USSR during the Second World War.

All persons who in any way contributed to the victory in the Second World War, by participating in hostilities or working in the rear, are entitled to receive comfortable housing at the expense of the state.

Documents required to participate in the program

What documents need to be collected?
After registering as a family in need of improved housing conditions, you can apply for participation in the program. In general terms the package will look like this:

  • application in the prescribed form in two copies;
  • copies of identity cards of all family members;
  • marriage certificate (for two-parent families);
  • a document from local government authorities confirming the fact that the family needs housing;
  • documents confirming the availability of income to repay the loan;
  • a copy of the certificate of registration in Rosreestr of ownership of an apartment purchased with a mortgage loan, or documents for the unfinished construction of a private house;
  • a certificate from a credit institution about the amount of principal and interest on the mortgage loan.

Young family program 2020-2020: conditions in Moscow and Moscow Region

  • 30% of the cost of purchased housing, if such marriages are raising three or more children or a disabled child;
  • 35% - if such marriages are raising children or a disabled child, as well as if the child has only one parent;
  • plus 5% - at the birth of a new child after being placed on the waiting list.

How the program works.

  • the premises are declared uninhabitable by the local administration;
  • the presence of disability or serious illness in one or more family members or their cohabitants;
  • the occupied space is less than the minimum permissible standard.

The Housing Code, as the main legal act on residential premises and rights to them, does not fully regulate the issues of who is entitled to financial support when improving living conditions or purchasing residential premises.

Receiving and selling money

After receiving funds, citizens in line to receive social benefits must be notified within 5 days. The lucky ones are issued a certificate - a document giving the right to use funds from the federal program. They must be implemented within 9 months after receiving the certificate. The document is submitted to a credit institution participating in the program, where a bank account is opened to which the funds are received. Childless families receive 30% of the cost of housing, families with children – 5% more.

All payments are made by bank transfer; real money is not given to program participants. Housing must be purchased or built in the same region where the application is submitted. A family can only take part in the program once.
