What documents are needed to obtain a child’s birth certificate? Federal Law “On Acts of Civil Status” dated November 15, 1997 N 143-FZ

general information

It is mandatory to register a newborn child at the place of registration. This point is enshrined in federal legislation. When a child is born, he almost always receives citizenship in Russia automatically.

He has certain rights. And also, with age, certain responsibilities apply to him. The first of these is the preparation of the necessary documentation.

This responsibility is ensured by the father and mother of the newborn. It is advisable to do this in the first few weeks after a child appears in the family.

Registration is required even when the parameters of the apartment do not allow it. The form of real estate does not matter. The premises can be communal or privatized. The type of real estate also does not matter.

Registration in premises not intended for residence is not possible.

The procedure is carried out in a certain order. Queues for registration can be very long. Return to contents

Where is a birth certificate issued?

We have already found out what documents are needed to obtain a birth certificate, now a few words about where exactly it is issued. The law specifies that the registration of a new Russian citizen is carried out by employees of the registry office, the branch of which may be located within the boundaries of the locality where the baby was born, or where the parents live today.

But there are some nuances here too:

  1. If the baby was born on the road, on a train, on an airplane, etc., it is advisable to submit documents to the registry office along the route of transport.
  2. If there is no registry office nearby, then you should find out where its nearest branch is located. Another option is to issue a birth certificate where the spouses live.
  3. A child born abroad is registered when applying for help at the Russian embassy or consulate located in the country where the woman gave birth to the child.
  4. Unfortunately, lately, sad news about small children thrown out on the street, near high-rise buildings and in garbage cans has been increasingly appearing in newspaper reports.

If you come across such a find, take your baby from a dangerous place and immediately notify the police. Law enforcement agencies arriving at the scene of the incident will draw up a report and use your testimony as a witness; this is common practice.

Next, the guardianship authorities will issue a birth certificate, and the baby will be placed in an orphanage. The document for it is registered in the civil registry office located near the educational institution.

Why is this necessary?

A new family member needs a registration.

Registration required:

  • registration of a compulsory medical insurance policy;
  • registration of social benefits for a child;
  • receiving maternity capital;
  • placement of a child in a preschool institution.

The policy is required for services in the clinic. There they are required to present a photocopy of it. It is impossible to enroll a child in kindergarten or school without this paper. Child registration is one of the most important documents when receiving benefits.

What are the nuances?

Sometimes it becomes necessary to register a child without the consent of the owner. This can be done when one of the parents is registered in the residential premises. The Family Code of the Russian Federation speaks about this.

A newborn child can only be registered with his parents

The same applies to situations when it becomes necessary to register a child in a municipal apartment. In this case, only the father or mother may need to register.

You cannot register a new family member with friends and grandparents.

It is prohibited to register a newborn child in a separate property. This applies even to those cases where the baby is the owner of the premises. The Russian Family Code does not provide for the separation of minors from their father and mother.

How to obtain a child’s birth certificate: where the document is issued, necessary papers, registration

The first document that children receive after birth is a birth certificate. The baby is still very small, but he becomes a full member of society and must receive medical, social assistance, etc. That is why, immediately after the birth of the child, it is recommended to issue a birth certificate on time.

While the mother and newborn are still in the medical facility or have just been discharged from it, the father can do this. Where can I get a certificate? Who is it issued by? How long does it take to issue it? Who provides what information to register a child? About this in our material.

Who receives a birth certificate and when?

The certificate looks like an A4 sheet with protection marks and the coat of arms of the Russian Federation printed on it. Such security measures are taken to avoid counterfeiting. It contains the data of the new citizen of the Russian Federation - his gender, date and place of birth, information about his father and mother:

If the parents live in a legal marriage, one of them can register the children, the other does not have to appear. Otherwise, the document is made only in the joint presence of the father and mother.

Information about the father is entered based on information received from the woman, or a dash is simply placed in the required column if he refuses to appear to register the child. If the father died untimely or was divorced from the baby’s mother during pregnancy, then his data can be recorded in the appropriate column within 10 months after this event.

It happens that neither the mother nor the father, for good reasons, can come in person to receive the document. Then they can instruct any of their relatives or other persons to do this. The authorized person is obliged to provide a notarized power of attorney when appearing at the civil registry office:

It is necessary to obtain a child’s birth certificate within one month, but penalties are not applied to those who violate the deadline. Theoretically, you can delay registration as long as you like, but this will cause a lot of difficulties in different areas of life - with obtaining medical, social assistance, etc.

Documents required for registration

List of documents for issuing a certificate:

  • passports of both or one of the parents (in the absence of the other);
  • Marriage certificate;
  • birth certificate issued by a maternity hospital, other medical institution, or an obstetrician with private practice;
  • certificate of divorce or death of the child's father (if available).

If the marriage between the father and mother is not registered, then a document establishing paternity or a court order in this regard will be required.

Children born from a surrogate mother can be registered in the name of new parents only if she has given her consent to this entry in the civil register.

You will also need a certificate from the medical institution that performed the IVF stating who the biological parents of the registered child are.

Sometimes it happens that childbirth overtakes a woman outside the maternity hospital. To register a baby who was not born in a medical institution, it is necessary to obtain a certificate from a person who was next to the mother during this period. In this case, it is not necessary that the witness be a medical worker, the main thing is that he personally certifies the fact of birth and the appearance of the child.

Where do you get the certificate?

A certificate for a newborn child can be obtained from the civil registry office of the district where you are registered:

  • at the official place of residence of the parents (or only one of them);
  • at the place where the baby was born (in the same locality).

If at the time of birth the mother was traveling, then the child can be registered in one of the localities at the place of her movement. In remote villages in Russia that do not have their own civil registry office, it will not be possible to register a child; you will need to contact any nearest branch.

When the birth took place abroad, parents should go to the Russian Embassy and obtain a document for the child there. There will be no differences from the procedure on this side of the border; the baby will become a citizen of Russia, as if he was born on its territory.

The procedure for issuing a birth certificate, features of the procedure

The procedure for registering a newborn is standard and does not take much time. Parents must write an application using a standard form; it can be filled out in advance and taken along with all the documents. It contains the following information:

  • baby's gender;
  • his place of birth;
  • date of birth;
  • information about the mother and father (last names, first names and patronymics, dates of birth, passport details, citizenship, place of registration);
  • grounds for establishing paternity (marriage certificate, paternity paper, court decision in this regard, etc.).

The procedure takes no more than two hours, it depends on the workload of the government agency. Then the parents are given the certificate itself, usually this happens immediately.

There is no state fee for document preparation. For parents who are not legally married, it is also necessary to obtain a certificate of paternity. This paper is also issued by the civil registry office, and the state duty for its production is 350 rubles.

Sometimes it happens that a baby dies in the maternity hospital, in which case the parents will still have to obtain a birth certificate. However, it will be issued simultaneously with the death certificate.

Additional procedures

After issuing a certificate for a child, his parents will have to complete a number of standard procedures:

  • enroll in the register of those waiting for a place in a municipal kindergarten;
  • register it in a residential area;
  • get a medical insurance policy;
  • check the box about citizenship.

All these operations will require an already issued certificate for the child. After completing additional procedures, the child will be able to receive government guarantees, medical care, and subsequently use educational services at his place of residence.

Registration for kindergarten

Everyone knows that there are usually not enough vouchers for kindergartens; sometimes they wait for several years.

That is why it is recommended to queue for a place in a preschool educational organization immediately after receiving the child’s birth document.

The education department of the city or district administration is responsible for issuing vouchers to kindergartens. This is where you need to go and apply to attend a preschool institution.

You can submit documents by appearing at the appointment in person, as well as through the electronic service on the Public Services portal. The second option is much more convenient. In addition, it allows you to monitor in real time how your queue for a place in the kindergarten is moving, and prepare in advance when it arrives.

List of documents for enrollment in the register of those wishing to receive a ticket to kindergarten:

  • child's birth certificate;
  • parent's passport;
  • document confirming registration at the place of residence (stamp in passport or temporary registration);
  • information about the availability of benefits for providing a place in kindergarten.

Registration

The registration procedure is carried out in the department of the Federal Migration Service, where you must provide:

  • parents' passports;
  • birth certificate;
  • marriage certificate.

The paperwork takes only a few days. There is no state duty for it, the service is provided completely free of charge.

If a child is registered at the place of registration of both parents, then one of them can submit documents. If only one parent is registered in the apartment or house, then the second one must be present in person when registering the child and give his written consent.

Compulsory medical insurance policy

A health insurance policy should also be obtained immediately after issuing a birth certificate. Without this document, you will be provided with medical care at the clinic for six months. However, it is better not to delay and quickly complete the necessary paperwork.

Typically, the insurance agent's office is located right in the children's clinic, and you can apply for a policy during a routine visit to the pediatrician. While the document is being prepared, you will be issued a temporary policy. The main compulsory medical insurance document will be ready in a month, and a representative of the insurance company will inform you about its readiness.

To obtain a medical policy you must provide:

  • parent's passport;
  • baby's birth certificate.

What are the rules?

Registration for a newborn is issued in accordance with the following rules:

  • in order to register a new family member, the father and mother do not need to obtain the consent of the property owners;
  • if the baby is registered at the place of registration of the father, then the mother must authorize this in writing;
  • if the baby is registered at the mother’s place of residence, then the father, if the marriage is not dissolved, may not give the appropriate permission;

    Sample written permission from the father to register the newborn with the mother

  • registration of newborn children is guaranteed by the state.

The optimal period for preparing and submitting all certificates is 7 days after receiving the birth certificate.

How to obtain a birth certificate at the MFC

The issuance of birth certificates at the multifunctional center in 2016 did not undergo significant changes compared to last year. Only the appearance of the document has become different: its forms are printed on stamp paper and are subject to strict reporting. Forging a document has become almost impossible.

The Law of the Russian Federation “On Civil Status Acts” regulates the procedure and timing for obtaining a child’s birth certificate. The document must be completed within 30 days of the child’s birth. However, there are no penalties for accidentally or deliberately increasing this period. We recommend that you do not delay obtaining a document for your child. After all, as your child grows, you will need it more than once: for the child to travel, travel across the territory of the Russian Federation, obtain a health insurance policy, SNILS, etc.

If the parents are married

You can register a newly born child 24 hours in advance. To do this, you need to submit the necessary documents.

Children are registered in accordance with the following procedure:

  • obtaining a birth certificate for the baby;
  • going to the passport office;
  • drawing up an application for registration;
  • obtaining a birth certificate with a stamp placed on it.

What documents are required for registration and registration of a newborn at the place of residence?

The content of the article:

The baby was born. He is a new citizen of his country. And you, dear parents, must confirm this by completing all the necessary documents for the newborn.

For what? And this is how the system of any state works. These are statistics, these are all kinds of social benefits that the state begins to award to its citizen - your child.

This is a system. Whether you want it or not, the rules for registering citizens established in your country must be followed.

List of documents for a newborn ↑

What documents need to be completed for a newborn? In principle, the list of these documents is not so long as to make one prematurely panic and complain about bureaucratic red tape.

  1. Birth certificate;
  2. Registration of a newborn at the place of residence;
  3. Compulsory health insurance policy (CHI);
  4. Registration of citizenship.

The first documents of the newborn are already in the maternity hospital ↑

With all the joy from the birth of your baby, you should not forget to take the necessary documents from the maternity hospital, so that later you do not create unnecessary problems for yourself with the preparation of other necessary papers.

  • 3rd sheet of the exchange card - “Information of the maternity hospital, maternity ward of the hospital about the newborn.” It must be taken to the children's clinic where the child will be observed;
  • Certificate of birth of the child (needed for the Registry Office);
  • 3rd coupon of birth certificate. We also take him to the children's clinic.

Since the mother of the child already has enough troubles after returning home, the father gets to fill out the documents for the newborn.

First, you need to contact the registry office (but no later than a month) and exchange the birth certificate from the maternity hospital for the child’s birth certificate.

And only after this can you collect the documents necessary to register the newborn.

There are two types of registration:

  • At the place of residence;
  • At your place of residence.

Documents required for registering a newborn at the place of residence: ↑

  • Passport of one of the parents at whose address the child will live;
  • Child's birth certificate;

This list can increase significantly after contacting the REO (according to the old housing office), since the REO employees compile a list of documents at their own request and discretion.

What other may be required from you to register a newborn It can be:

  • Passports of both parents;
  • Certificate of their marriage;
  • Child's birth certificate;
  • A statement from the second parent that he (she) has no objections to the registration of the child at the address where you want to register;
  • A certificate from the second parent that he did not register the child at his registration address (if one exists);
  • Extracts from house books and personal accounts of father and mother;
  • Certificate of ownership (if any, of course).

Originals of all documents + copies certified by the head of the REO are provided. An application of the established form is written to register the child at the place of residence of the mother (father).

You wait a few days, and this is where the registration of the newborn at the place of residence ends.

The second fairly simple way is to register newborns at their place of residence directly at the Federal Migration Service department in your area. The procedure takes 15 minutes and no “left” certificates or documents are needed to register a newborn .

You will be given a certificate of registration at the place of residence, Form No. 8. The child’s citizenship is also formalized there; after submitting an application, a stamp is placed on the reverse side of the child’s birth certificate indicating receipt of Russian citizenship.

If the parents live in a rented apartment, then the child definitely needs temporary registration (at the place of residence).

List of documents for registering a newborn at the place of stay:

  • Application from the owner for registration of the newborn at the place of stay;
  • The same statements from parents;
  • Photocopy of birth certificate;
  • Photocopy of both parents' passports.

The documents necessary for registration of a newborn are given to the passport office and after a while (for example, the passport officer takes the documents to the Federal Migration Service on Tuesdays) you receive a certificate of registration at the place of residence, form No. 8.

What documents are needed for a newborn when receiving compulsory medical insurance? ↑

  • Passport of one (either) parent and its photocopy;
  • Child's birth certificate and its photocopy;
  • Certificate of registration of the child at the place of residence.

A medical policy is issued at any insurance company that officially issues policies.

This procedure is free and takes a month. While the permanent compulsory medical insurance policy is being issued, you will be given a temporary certificate, according to which the child can immediately receive free medical care.

I would like to note that each government agency where you will have to apply has its own specific rules and requirements that are not confirmed by law.

There is no need to argue about who is right and who is wrong, just follow the instructions. Be patient and polite. You will definitely succeed!

    Certificate of ownership of real estate

Registration of a child at the place of residence

Having received a birth certificate after a visit to the registry office, parents are required to register their baby. Today, the institution of registration no longer exists; it's time to remember.

Instead, there is an institution of registration - either permanent (only at the place of residence), or temporary (we are talking about the place of stay). In the Russian Federation, legislation fundamentally places the rights of the newborn as a priority; Certain difficult situations in the living situation of one of the parents may jeopardize the inalienable rights of the child.

For this procedure you will need a passport and birth certificate. They turn to the REO (until recently - the Housing Office), respectively, located at the place of residence of at least one of the parents.

An interesting detail: his father is listed on the baby’s birth certificate; he is not the owner of the apartment, although he has a permanent place of residence in it. In such cases, he has the right to register the child at his place of residence. The mother of a newborn has the same right.

In our country, legislation regulates all issues regarding the receipt of documents for a newborn and all the rights that apply to him. Therefore, parents need to be familiar with them in general terms for the benefit of their child.

To my father

Both parents need to come to register a newborn child at the father’s place of residence.

The father and mother write a separate application to register the baby. The father needs to fill out an application in Form No. 6, the mother needs to submit a petition for registration of the baby at the place of residence of the spouse.

The list of documents for registering a newborn with the father includes the same papers that are required for registration with the mother.

If the father does not confirm his paternity at the registry office, then it is impossible for him to register the newborn. This is explained by the fact that legally the baby does not have a father.

Where and how to get a child’s birth certificate in Moscow in [current_year]

Last updated 05/11/2019 Reading time: 3 min.

A child’s birth certificate is a document confirming the fact of state registration of the birth of a child. The certificate is needed to process payments and benefits, and in the future - to obtain a citizen’s passport.

To obtain a certificate, parents need to contact the civil registry office (at their place of birth/residence) within a month after the birth.

If the child was not born in Russia, the document is obtained at the Russian consulate of another country.

The certificate is not the baby’s first document: upon discharge from the maternity ward, the mother already receives certificates for the child.

Documents upon discharge from the maternity hospital

The mother must receive these papers in the maternity ward:

  • birth certificate (valid for a month) - it indicates: the gender of the baby, date, time of birth, information about the doctor who delivered the child
  • mother's exchange card - necessary for registration with the consultation (it contains data on past births, therapeutic measures performed, the presence/absence of complications, etc.
  • birth certificate coupons - needed to compensate for the cost of medical monitoring services for the baby (No. 3-1 - up to six months, No. 3-2 - up to a year).
  • newborn exchange card - also needed for dispensary observation (it contains information about the baby’s parameters: his height, weight, gender, vaccinations, the moment the umbilical cord departs, etc.).

Documents for obtaining a certificate

Parents are required to inform the civil registry office about the birth of their child. If they do not have such an opportunity, a person trusted by them or an employee of a medical organization or maternity hospital has the right to make a statement.

Along with the application you need:

  • basis for state registration - certificate from the maternity hospital

if a woman gave birth outside a medical organization - a document from a doctor of this organization, from an individual entrepreneur providing medical services, from a doctor to whom the woman came after giving birth.

if the birth took place without medical care and outside a medical organization, the basis is the statement of a person who witnessed the birth of the child.

  • parents' passports;
  • if the parents are not married, an application for paternity is submitted (if the father refuses to recognize the child, the entry is made from the words of the mother) - in this case, both parents must come to the registry office and submit the application together;
  • if the baby was born by a surrogate mother, her written consent;
  • if the applicant is a representative of the parents, a notarized power of attorney is required.

The certificate is usually issued on the day of application. Also, the registry office employee will issue a certificate in form No. 24, which will be required to apply for child benefits.

Obtaining a birth certificate in Moscow

State registration of birth takes place at the Moscow Civil Registry Office. But the application can be submitted not only there, but also to the MFC branch. Interaction between MFC officials and civil registry offices occurs without the participation of the applicant.

Home birth

When giving birth outside a medical facility, to register the birth you must submit either a statement from the person who was next to the mother at the time of the baby’s birth, or a certificate from the hospital where the mother went after giving birth.

Even if one of these papers is available, the registry office employee has the right to demand additional grounds.

If it is not possible to present the listed papers, the mother will have to prove her relationship with the child through the court.

What is stated in the document

Mandatory information on the certificate:

  • place, date of birth, gender, full name, if the child is dead - full name is not indicated;
  • if there are twins or more children, their number is indicated, and the order of appearance of the babies is noted in the act record;
  • details of the documentary basis;
  • data of the organization that certified the signature of the person witnessing the birth (outside the maternity hospital);
  • nationality - at the will of the applicant;
  • mother and father details.

How to restore a certificate

Losing or damaging a document is a rather unpleasant situation: without it, the child will not be able to receive a passport in the future, and the mother will not be able to apply for benefits.

To recover lost or damaged paper you must:

  • declare to the registry office where you received the document - write a statement in the established form, sign it in the presence of an official, present the original of the applicant’s passport;
  • You can send a request by mail or email to the desired registry office.

A new certificate will be issued on the day of application if the applicant contacts the registry office, where he has already received the document. Or within 20 days, if the record of the act is located in another branch of the Moscow Civil Registry Office.

To legal representatives

A newborn child can be registered with guardians or legal representatives. This is relevant when the baby is left without a father and mother.

You can register a newborn child with guardians or legal representatives

You can register a child without the consent of the persons registered in the premises. This is true even when the legal representatives are not the owners of the living space. The main criterion is legal residence.

All disputes regarding the registration of a baby can only be resolved in court.

Return to contents

Things to remember

A person who plans to permanently register a new family member is required to be present at the service unit responsible for migration.

If spouses who are not divorced do not live together, the baby’s mother cannot register him at the father’s place of permanent residence without receiving his consent to do so.

Mothers will refuse to register their child at the father’s place of residence, without his consent

Don't believe those people who say you need to pay for registration. The baby is registered free of charge. There are no additional state duties or taxes.

The Russian will need to pay only if he needs any additional services. There is also an additional charge for the services of a notary office.

If, upon resolving the issue, violations were noticed on the part of the migration service employees, the parents have the right to file a claim in court.

Return to contents

Privatized or municipal

There is no significant difference. The consent of those who own the home is not required.

But in some registration departments, at the request of employees, permission is granted from the owners of privatized housing. To avoid problems, this issue needs to be clarified in advance.

An infant registered in a privatized home may subsequently receive property rights. Transactions with living space may become more complicated due to his registration.

Return to contents

Proposed sanctions

If the deadlines have expired and the baby is still without permanent registration, his parents face penalties.

Failure to register a newborn on time may result in a fine of 1,500 rubles.

The amount of the fine is regulated by Russian legislation. In 2017, the amount of punishment for negligent parents is 1,500–2,500 rubles.

If you lose your birth certificate

If the original birth certificate is lost, a duplicate may be issued. To restore a document, you should contact the MFC that issued it. Until a child turns 14 years old, a duplicate birth certificate is issued only to his parents or persons replacing them (trustees, guardians). Upon reaching the age of majority, only the citizen himself has the right to receive a copy of the document. Obtaining a duplicate requires payment of a state fee in the amount of 350 rubles.

If you apply in person to restore the document, a duplicate will be issued on the same day. In the case of a remote request, the document is produced in 3 to 10 days, excluding postage.

As you can see, the civil registry office now has reliable assistants, and it is becoming possible to issue a child’s birth certificate at the MFC in an increasing number of cities in the Russian Federation.

Where to go

To register a newborn child, you can contact:

  • Home housing department.
  • Territorial division of the service responsible for migration.
  • Territorial division of the MFC.

It is also possible to resolve this issue through State Services.

Contacting the MFC

This method is one of the most convenient. The work schedule of specialists is quite flexible. All documents are submitted at the same time. They receive certificates in the same window.

Getting to the multifunctional center is easier than getting to the Federal Migration Service or the passport office. Employees of this organization are ready to offer consulting services.

You can apply for registration and other documents at the MFC

The main goal of a multifunctional office is to relieve civil servants from the flow of documents. All data is sent to the Federal Migration Service. The registration procedure is carried out there. Then the papers are returned to the office, after which the Russian can receive them.

To apply through the MFC you must:

  1. Prepare documentation.
  2. Check all papers for consistency and correctness.
  3. Bring the assembled package to the center department.
  4. Fill out an application.
  5. Accept a receipt from the center specialist.
  6. Specify the date of your return visit to the MFC.
  7. Receive a completed document.

The procedure is slightly different from the standard one, but its essence remains the same.

Some nuances

The package of collected documents is submitted according to a standard scheme. Submitting a package of documents through the MFC has its pros and cons.

The disadvantage of contacting the MFC is the fee for providing services

The main advantage is the shorter waiting period. It varies from 6 to 7 days. The main disadvantage is the need to pay for the services of the center. The cost depends on where exactly the client lives.

Applying through the State Services portal

You can register your newborn online today. To do this, you need to become a user on the State Services website.

Required:

  • complete electronic registration on the website;
  • to get the code;
  • go to email cabinet;
  • click on e-service;
  • Place the cursor on “UFMS”.

After this, fill in the “receive service” column. The activation code is sent by email or issued by a Rostelecom employee.

How to submit documents

Having chosen a service, you need to note who exactly the applicant is in relation to the child. It is mandatory to enter the address of the place where the baby is registered. It is written in full, without abbreviations.

After this, the following information of the applicant is indicated:

  • FULL NAME.
  • Personal data.
  • Belonging to a particular state.
  • Relation degree.

After this, the baby's data is entered. You need to focus on your birth certificate.

At the next stage, the organization through which the result is obtained is selected.

Process of obtaining a birth certificate

Contact your place of residence or place of birth of the child.

To obtain a child’s birth certificate, it is not enough to collect the necessary documents. You need to contact the appropriate government agency. The state institution must be located at the place of residence of the parents or the place of birth of the baby. Before you start drawing up the document, you should decide on the name of the baby. In individual situations with patronymic and surname.

If the child was born abroad, then the parents must contact the Russian consulate. Here they will help you register the fact of the birth of your baby and help you obtain a birth certificate. When neither parent can contact government agencies to obtain a document for the child, this can be done by a trusted person. A power of attorney certified by a notary must be present.

If a child is abandoned by his parents or will be raised by guardians, the submission procedure and the package of documents itself will be modified.

At the registry office

The most common government agency where you can quickly and without any problems obtain a child’s birth certificate is the registry office. Having collected a package of documents, both parents must appear at the registry office at the place of residence of one of the parents or at the place of birth of the baby.

Parents will be able to receive the document on the same day when the package of documents and application was submitted. Typically, the time required to fill out the form is a maximum of 1 hour.

There are several nuances that relate to the state duty and the form itself:

  • The state fee for issuing and filling out the form is approximately 350 rubles. Depending on the region, the amount may vary by several factors. To find out exactly the amount of the state duty, you need to go to the website of the registry office, where you plan to receive the first document for the baby.
  • The form is an A4 sheet. The paper used is high quality with hidden watermarks. The Commitment Form contains the coat of arms and flag of the Russian Federation. The document has the original number and series.
  • The form is filled out in accordance with the data provided by parents during the application process. At the time of filling out the form, the family can pay the state fee at the bank. At the time of issuing the document to parents, the latter must leave a corresponding mark in a special journal.

The office enters information into the parents’ passports stating that they have a child. Changes can be seen on the page marked “Marital Status”.

At the MFC

You can easily and quickly process documents at the MFC.

Since 2020, the legislative framework of the Russian Federation allows the issuance of certificates at Multifunctional Centers for the Provision of Public Services (MFC). Many parents turn to the MFC for two reasons:

  1. There are no queues at the centers, so it’s easy and quick to find a specialist.
  2. Flexible work schedule, which is qualitatively different from the registry office: from 8 am to 8 pm without days off or breaks.

The package of documents and the procedure for obtaining a document at the MFC are no different from the registry office. You can immediately order a duplicate, which, in accordance with the state duty, will cost 350 rubles. The duplicate will have the same legal force as the original without the additional participation of a notary.

Through GOSservices

Sometimes the health status of the baby or parents does not allow them to appear at the Public Health Center or MFC within the time limits established by law. Thanks to computer technology, it is possible to carry out the procedure using state services through the portal of state services of the Russian Federation.

There are specifics to working online for full registration:

  • Registration and data entry is carried out at the moment the document is processed.
  • Identity confirmation: registered letter, electronic signature, visit to the center.
  • Filling out an electronic form resembling an application to the registry office.
  • You can get a ready-made form at the nearest registry office or MFC.

The set of legal papers when filling out an electronic form and receiving a completed certificate does not differ from the previous paragraphs. It is worth considering that when confirming your identity, you should choose a personal visit to the center. Thus, the user will have access to all the functions of the portal.

The portal algorithm is built in such a way that people who have never worked with a computer can fill out an application and enter data. There are tips, examples of completed applications, and special help buttons.

Probability of failure

Sometimes the baby's parents face refusal. It is issued for several reasons. Most often this happens due to a shortage of one or another paper. Another reason is that the documents are folded incorrectly or are presented in an inappropriate manner.

Often, employees of the Federal Migration Service refuse registration when they try to register a new family member in a place where neither his father nor mother is listed.

If the reason for refusal is easily eliminated, the applicant may apply again.

Employees of the registration authority will notify you of the refusal in writing. The reasons are explained in detail. If the applicant does not agree with the argumentation, he has the right to appeal to a higher authority.
