How to call the police anonymously

If your neighbors are noisy, you can call the local police officer by number 02. If the call is from a mobile phone, then, depending on the operator, you need to dial 102 (all operators except Megafon), 020 or 002 (for Megafon).

You can call the single emergency number – 112.

Calls to the listed numbers are free and possible even if you have a negative balance or no SIM card.

You can also call the police during a personal visit to the precinct department (without maintaining incognito status) or by Russian mail, but in the case, for example, with noisy residents, it is important to promptly receive the request, so it is better to use the phone. What information should you provide when contacting the police?

According to Chapter IV of Order No. 707 of the Ministry of Internal Affairs of Russia, in order to call the police on noisy neighbors you need to call:

  • Full name;
  • email address for sending a response or notification of forwarding of the application.

If you do not provide this information, the police may ignore the application.

If this is a written appeal, you can attach evidence of violation of your right to peace: audio/video recordings, testimony of witnesses. Of course, anonymity in this case will be violated, but the chances of having the case considered will increase.

How to submit an electronic application

To file an electronic complaint against violators with the police you need to:

  • go to the official website of the Ministry of Internal Affairs;
  • go to the tab for citizens;
  • choose an option for receiving requests from citizens and organizations;
  • select the Ministry of Internal Affairs in the list of authorities;
  • confirm your consent to the application procedure and click on the submit application button;
  • Fill out the form that opens: describe the problem situation and indicate your feedback information (residence address or email address).

In this case, anonymity can be maintained by providing only an email.

If you additionally leave a comment on the application, this will speed up its consideration. When all the fields are filled out correctly, all that remains is to enter the security code and send the message. In a few minutes, a letter will be sent to the specified email stating that the application has been accepted and you should expect the results of its consideration.

Since 2014, you can also complain about your neighbors online from your phone - using the mobile application of the Russian Ministry of Internal Affairs. To contact the police, you need to click on the shortcut button in the application menu. — If the husband actually abuses alcohol, then the district inspector can send the materials to the court to decide the issue of isolating him in a medical and labor dispensary. There may be contraindications for health reasons.

Persons suffering from chronic mental illnesses, disabled people of groups 1 and 2 and persons in need of specialized treatment in health care institutions are not subject to referral to medical treatment facilities (Law of the Republic of Belarus dated June 21, 1991 “On coercive measures against chronic alcoholics and drug addicts who systematically violate public order or the rights of others").

— For nonresident citizens living in Minsk without registration, a warning or a fine of up to three basic units is provided (Article 179 of the Code of the Republic of Belarus “On Administrative Offences”). — Contact the local inspector or the duty station of the district department of internal affairs. If the information is confirmed, a protocol will be drawn up against the neighbors for violating decision 419 of the Minsk City Council of March 14, 1995. It provides for liability for violation of public order, expressed in “loud shouting, whistling, loud singing, playing musical instruments, turning on tape recorders at full power, radios, televisions and other noise in the streets, squares, courtyards of houses, public transport, other public places, as well as apartments, hostels, hotels.” For this violation, neighbors may be subject to a fine of 5 to 25.5 thousand rubles, even if they make noise during the day rather than at night.

Even if you call him every other day. However, if the reason for the call is far-fetched and the information is not confirmed upon arrival, Article 165 of the Code of the Republic of Belarus “On Administrative Offenses” provides for liability for a knowingly false call to special services (a fine of up to 255 thousand rubles).

— I live in the South-West. Men constantly gather near our entrance, drinking, swearing, and playing cards. It is simply impossible to pass by calmly. I called the support center, but they told me that people living in your house were drinking there. So, no problems.

Nobody had the right to answer you like that about drinking alcohol in the courtyard. They should have responded to your signal. If it doesn’t work, they will be held accountable under Article 159 of the Code of the Republic of Belarus “On Administrative Offenses” for drinking alcoholic beverages in a public place. A fine of up to 25.5 thousand rubles will be imposed. And persons repeatedly detained for similar offenses may be subject to arrest for up to 15 days by the court.

- Any police officer has the right to freely enter residential premises, and, if necessary, damage locking devices: when pursuing persons suspected of committing a crime or with reasonable grounds to believe that a crime is being committed or committed there, an accident has occurred, an accident has occurred, or a wanted person is located criminal or there are other circumstances that threaten personal or public safety. If there is no such information, then the district police officer, of course, will not break down the door. - Can. The Minsk City Executive Committee approved the Rules for keeping domestic dogs, cats, as well as catching stray animals in Minsk (decision dated October 24, 2001 No. 209). Violation of these rules is punishable by a fine of up to 5 basic units, and if damage to health or property is caused - up to 10 basic units (Article 103 of the Code of the Republic of Belarus “On Administrative Offences”). Domestic dogs must be registered with the Housing Office, and a monthly fee is charged for their maintenance. Dogs can be walked in public areas on a short leash; in addition, the owner must carry a dustpan and a plastic bag for timely disposal of dog excrement.
