An extract from the Unified State Register is submitted through the MFC:
- individuals (citizens of Russia, foreigners and stateless persons);
- organizations (including foreign companies);
- individual entrepreneurs.
The public service is provided on an extraterritorial basis - an individual (legal entity) can order an extract by contacting any branch of the MFC in Russia (including the Republic of Crimea and Sevastopol). In this case, the applicant’s registered address does not matter.
You can receive the finished document either in paper form (in person or through Russian Post) or in electronic form (by e-mail specified when submitting the request). In the second case, the extract is certified by an enhanced electronic digital signature of an official of the registering authority.
An extract from the Unified State Register in the Moscow region can be obtained through the online service
Rosreestr has launched an electronic service for obtaining information from the Unified State Register of Real Estate (USRN); any interested person can request publicly available information from the Unified State Register about a property, reports the press service of the Office of the Federal Service for State Registration, Cadastre and Cartography for the Moscow Region.
“Rosreestr has launched an electronic service for obtaining information from the Unified State Register of Real Estate (USRN). Using the service, you can obtain an extract from the Unified State Register of Real Estate about the property. The provision of the specified information from the Unified State Register is provided for by Federal Law No. 218-FZ “On State Registration of Real Estate”, which entered into force on January 1, 2020,” the statement says.
An extract from the Unified State Register of Real Estate about a property contains a description of the property, information about registered rights to it, their restrictions and encumbrances. In addition, the extract contains information about an objection to the registered right to a property or about the impossibility of state registration without the personal participation of the right holder or his legal representative, the material explains.
It adds that any interested person can request publicly available information from the Unified State Register of Real Estate about a property in a way convenient for him - electronically and in person at the office of the Federal Cadastral Chamber or a multifunctional one. In accordance with 218-FZ, information from the Unified State Register of Real Estate upon a request sent through the electronic service is provided within three days. For the provision of information contained in the USRN, a fee is charged in accordance with the law.

Types of extracts from the Unified State Register of Real Estate
The current forms of extracts from the state real estate register are approved by orders of the Ministry of Economic Development of the Russian Federation dated December 23, 2015 No. 968, dated December 25, 2015 No. 975 (as amended on February 5, 2018).
Types of statements that can be ordered at the MFC:
1. Extracts containing publicly available information:
- about the property;
- about the main characteristics and registered rights to this object (including encumbrances and restrictions on rights);
- about the cadastral value of the object;
- on registered agreements for participation in shared construction;
- on the transfer of rights to the property.
Any interested person can obtain a document of this type.
These statements do not reflect confidential information about the owner of the property (for example: passport data) and details of title documents (for example: purchase and sale agreement).
2. Extracts containing restricted information:
- on the date of receipt by the registering authority of the application for cadastral registration and / or state registration of rights and documents attached to it;
- on declaring the owner incompetent (partially incompetent);
- on the rights of an individual to real estate objects belonging to him;
- on the contents of title documents.
This information is provided only to the owner of the property (his representative) or to the persons named in Part 13 of Art. 62 of Law No. 218-FZ of July 13, 2015 (as amended on April 3, 2018). For example: to the insolvency practitioner, the pledgee (in relation to the object that is the subject of the pledge), heirs of the copyright holder, etc.
Note: the above persons have the right to order not only extracts containing confidential information, but also to request from Rosreestr copies of documents on the basis of which certain data were entered into the Unified State Register.
In what cases is an extract from the Unified State Register required?
The certificate can be obtained both electronically (in your personal account at the MFC) and in paper form, received in person or by mail. In all cases, it will reflect complete information about the owners of the property, form of ownership, date of registration, engineering and cadastral characteristics. The extract indicates the value of the property and also lists the encumbrances placed on the property. All information is divided into publicly available, which can be presented to any citizen, and limited access, protected by the copyright holder. There are several common reasons for obtaining a document.
- Drawing up a gift agreement or including a property in an inheritance.
- Buying or selling an apartment. The extract is necessary not only to verify the counterparty in the case of purchasing a home, but also to confirm ownership during the sale.
- Preparation of documents for privatization, redevelopment or restoration.
- Applying for a loan secured by real estate.
- Judicial vicissitudes related to the right of ownership of living space.
- Registration in order to improve living conditions.
The certificate can be requested by both individuals and legal entities. The service is paid. The cost starts from 250 rubles and will depend on the type of applicant and the completeness of the required information. An entrepreneur will have to pay 1.5 - 2 times more than an individual. In this case, the applicant has the right to note what information is important for him to reflect and what can be ignored in order to reduce the amount of the fee. The electronic version also allows you to save 2 times compared to paper.
How to order an extract from the Unified State Register of Real Estate through the MFC
According to Art.
7 of Law No. 218-FZ EGRN is information in text and graphic form collected in registers, registry files, cadastral maps and document books. All this information (except for registry files) is stored only in electronic form. Register files can also be stored in paper form.
The USRN registers are divided according to the type of information:
- about real estate objects;
- rights, their restrictions and encumbrances on property;
- boundaries of territorial zones, special economic zones, gambling zones, settlements, etc.
Some of the above information is publicly available and can be obtained by any person or organization. To do this, you need to send a request (read more about this in our article How to order and receive an extract from the Unified State Register of Real Estate (USRE)).
One of the options for obtaining information about a real estate property and the rights to it is to order an extract from the Unified State Register from the MFC, which operates on the basis of the Law “On the organization of the provision of state and municipal services” dated July 27, 2010 No. 210-FZ.
The MFC, as an intermediary, provides almost all government services, including accepting and sending requests to Rosreestr for information from the Unified State Register.
To receive an extract from the Unified State Register (USRE) from the MFC, you need to contact them personally or through your representative and fill out the appropriate application there.
Note! The MFC accepts and sends requests only on paper (paragraph 8, clause 30 of the procedure for providing information contained in the Unified State Register of Real Estate, approved by Order of the Ministry of Economic Development of Russia dated December 23, 2015 No. 968, hereinafter referred to as the Procedure).
Methods for obtaining an extract from the Unified State Register of Real Estate
Requests are submitted and responses are received in paper or electronic form. The list of attached documents depends on the type of extract - check with the Rosreestr office or call the unified information phone number (calls from Russian regions are free).
Postal delivery of the package and electronic submission are allowed. On-site services have been organized for people with limited mobility.
Contacting the office of Rosreestr and the Cadastral Chamber
This is the most common method: it is convenient to communicate personally with the registrar, which minimizes errors and omissions in the submitted package of documents. There are offices of the Register Service in every regional center of Russia.

Multifunctional
Contacting the MFC may increase the request processing time to 5 business days due to redirection. The list of papers also depends on the request. Making an appointment at the nearest office “My Documents: Center for State and Municipal Services” is carried out only on the territorial website - it is easy to find on the Internet.

Information from the Unified State Register can be obtained by mail: send the necessary request to the regional department of the registry service and supplement it with copies of the passport and other documents certified by a notary.

How much does it cost to issue a USRN at the MFC?
How much it costs to order an extract from the Unified State Register of Real Estate depends on who submits the request, how it is done, and what information is requested. If you need to obtain general or extended data, the paper will cost 400 rubles. If complete information is required, prepare 750 rubles. To find out what rights the owner has, you need to pay between 650-1800 rubles. These are paper document rates. For digital simple/extended you need to pay 250 rubles, for complete information - 350 rubles, to learn about the owner's rights - from 450 to 750 rubles.
What information does the extract from the Unified State Register contain?
In fact, an extract from the Unified State Register of Real Estate is a certificate about the property and its owner. There are several types of statements, the contents of which vary depending on the purpose of the document. The extract happens:
- Indicating the characteristics of the property.
- With information about encumbrances and restrictions on real estate.
- Detailed information about the history of transfer of ownership and information about the owners.
- Extended statement – contains maximum detailed information.
Is it possible to get a cadastral passport for an apartment at the MFC
On January 1, 2020, Federal Law No. 218 “On State Registration of Real Estate” came into force, according to which two procedures - registration of property rights and registration of an object with cadastral registration - were combined into one. Now, when registering property, the owner receives an extract from the Unified State Register of Real Estate, which records the cadastral parameters of the property.
It consists of five sections, as well as a sixth, graphic block. Previously received cadastral passports remain valid in 2020, but for real estate transactions a document of a new format will be required. The extract performs several important functions at once:
- confirms ownership;
- used to verify the legal purity of property;
- provides accurate technical information about a house, land or apartment.
The extract is completed as simply as possible. The applicant only needs to visit the department twice - to submit a set of documents and receive a completed certificate in hand.

How much is the state fee for an extract from the Unified State Register?
Depending on who is requesting the document, as of this year the cost of the state duty for the document is 750 rubles for individuals and 2,200 rubles for legal entities.
- It is possible to request an extract from the Unified State Register in electronic form. The cost of the state duty is for individuals. persons 300 rubles and for legal entities. persons 600 rubles.
- Additional documents with data on property rights, purchase/sale agreements, donations, inheritances in paper form cost 600 rubles for individuals. individuals and 1700 for legal entities. Persons (400 and 800 rubles in electronic form, respectively).
- Information about the incapacity of the homeowner is issued only to individuals and costs 950 rubles on paper (400 in electronic form).
- Information about the construction contract, shares: 1500 rubles for the population and 2950 for companies. (700 and 1400 in electronic form, respectively).
- A real estate extract for a specific citizen costs 650 rubles.
Method No. 1 - order an extract from the Unified State Register of Real Estate at the MFC (long and expensive)
To order an extract from the Unified State Register at any branch of the My Documents MFC, you will need a passport and money to pay the state fee.
It’s worth noting right away that the Unified State Register of Real Estate does not provide information about tenants of land plots. In this case, the statement will indicate: “The requested information is not available.” The procedure is as follows:
- You must present your passport to any branch of the MFC, sign an application for an extract and pay the state fee. Payment details can be obtained from MFC employees. If the queue is electronic, you need to take the queue number. The state fee can be paid in the MFC building, the payment amounts are indicated above. Provide the employee with your passport, a receipt for payment of the duty and state the cadastral number of the land plot.
- The employee himself will fill out an application to receive information about a land plot from the Unified State Register of Real Estate, give a copy to the applicant and set a day for receiving the extract. The copy of the application must indicate the request number and telephone number where you can make inquiries about the readiness of the extract. The deadline for issuing an extract by law is up to three working days if applied to the Registration Chamber and up to four working days when received at the MFC. - The extract can be picked up at the MFC on the appointed day. To receive it, bring your passport and a copy of the application with you. The extract can only be issued to the citizen who ordered it.
The cost of an extract from the Unified State Register indicating the coordinates of a land plot is 870 rubles for an individual and 2,550 rubles for a legal entity.
