The legislation provides for several options for deregistering citizens at their place of residence. In relation to your situation, this could be:
1. Change of place of residence within the Republic of Belarus - on the basis of a corresponding message from the registration authority that registered the citizen at the new place of residence. That is, you will be deregistered from the apartment being sold after you register at a new place of residence in the territory of the Republic of Belarus (if it becomes possible to register with relatives);
2. Eviction from occupied residential premises - on the basis of a copy (extract from) a court decision on eviction from occupied residential premises that has entered into legal force. This option is possible if the buyer initially agrees to buy an apartment without deregistering you, and then deregistration will be carried out on the basis of a court decision. The costs of litigation are initially borne by you. This option is unlikely, and the price of the apartment must be too tempting for a buyer to be found for such terms of the transaction.
3. Issuance of a passport of a citizen of the Republic of Belarus for permanent residence outside the Republic of Belarus - on the basis of a notification from the internal affairs body, or a diplomatic mission or consular office of the Republic of Belarus, or the main consular office of the Ministry of Foreign Affairs on the issuance of a passport of a citizen of the Republic of Belarus for permanent residence outside the Republic Belarus. This option is most suitable in your situation. To implement it, you must come to Belarus and submit an application to the internal affairs authorities or contact the diplomatic mission or consular office of the Republic of Belarus at your place of residence abroad to obtain a passport of a citizen of the Republic of Belarus for permanent residence outside the Republic of Belarus (the so-called passport of the PP series '). When issuing a RR series passport, you will be deregistered from the apartment being sold.
4. Registration of citizens of Belarus in Russia
Russia and Belarus are allied states. Every year, a large number of residents of Belarus go to live permanently in the Russian Federation. The registration requirements for citizens of the union state have been significantly simplified. The simplified requirements apply to any registration-related activities.
Border crossing rules

This procedure must be carried out by the receiving party if the Belarusian intends to stay in the Russian Federation for more than 30 days. Any Russian can act as a host.
If a citizen of Belarus goes to Russia to carry out some work activity, then it is the employer who declares himself as the receiving party. However, it is possible to register a foreigner only at the place of residence, and not at the place of work.
What documents are needed to obtain registration?
To submit documents to the Russian Migration Service, time is allocated - 30 days from arrival in the country. The following documents must be submitted to your local office:
- Visitor's passport (citizen of Belarus);
- Passport of the receiving party (Russian citizen);
- A document (ticket) proving the legality of crossing the border;
- 2 copies of completed notification forms.

Important! Citizens of Belarus have the opportunity to start the process of obtaining a residence permit (temporary or permanent) immediately after registration with the migration service is completed.
The time spent on the territory of the Russian Federation at the time of filing the application does not matter. Such applications will be given priority and reviewed as quickly as possible.
If an employment contract is signed, the period of official stay in the Russian Federation coincides with the validity period of the contract. When a specific period of stay with the employer is not specified in the contract, the period of stay in Russia must be extended annually.

You can register in Moscow, if desired, within 24 hours. Cost of this procedure:
- Stay up to 90 days (inclusive) - from 5000 rub.
- Stay up to 1 year – from 8000 rub.
When filling out documents, you should be especially careful, because even the slightest blot can, during further checks, become a reason for refusal to re-register and sign a new employment contract (if the allotted 90 days are running out). After a citizen of Belarus leaves the Russian Federation, the receiving party is obliged to provide the migration service with a receipt in person or by mail within 48 hours.

Where and how to apply for registration

Important! According to the new federal law, foreigners can only register at their place of actual residence; registration does not matter.

Permitted length of stay
The starting period for unhindered presence on the territory of Russia for citizens of the Customs Union is 30 days. The lack of registration somewhat limits the Belarusian: for example, you cannot apply for a compulsory medical insurance policy and, as a result, work normally.
After initial registration, the period of stay on Russian soil increases to 90 days with the possibility of extension for another 90. If there are serious reasons, registration can be issued for 9 months or more.

The procedure is completely free both at the initial registration stage and in the case of document verification. There are no duties or additional fees.
Costs may only arise when ordering services and documents from intermediaries.
Extension of stay: rules
The duration of legal stay depends on the type of migration documents; by default, the stay period does not exceed three months. Upon expiration of the period, the foreigner, in accordance with Order 655 of the Federal Migration Service, must either leave the country or submit an application to one of the GUVM branches for an extension. The application must be submitted no later than one week before the end of the stay.

Reasons for refusal and how to avoid them
The first registration upon arrival is largely a formality to simplify the accounting of the GUVM. Failures at this stage are very rare.
Refusals to renew occur quite often and are caused by the following reasons:
- Providing knowingly false information or forged documents;
- Administrative offenses, non-compliance with migration rules;
- Expulsion from a higher educational institution or any other reason depriving a foreigner of the basis for staying in the country.
The refusal can be appealed both to higher authorities of the migration service and in court. If the refusal was received for formal reasons (for example, a discrepancy between the old and new surnames in one of the documents), it will be almost impossible to challenge it.
Unlike the initial registration, secondary registration is much more complicated. Documents have to be renewed while time is running out with the provision of evidence and additional information. If the case is not completely covered by the law, you should be prepared for refusal.

Temporary registration is a registration that is issued for a period of up to one year, but does not include a stamp in the passport. It gives the right to employment, services in clinics in the city of Minsk, as well as to place children in kindergarten (school). However, with this registration you cannot exchange a passport or driver’s license, register a car (or deregister it), take out a loan, or register a marriage in the capital’s registry office (e). These rights and many other privileges are provided by permanent registration.
— What can you say about the registration of foreign citizens? As far as I know, they are required to register when visiting our country?
Yes, indeed, foreign citizens who stay in our country for more than 5 days are required to register. The only exceptions are citizens of those countries with which the Republic of Belarus has concluded international treaties. These are the Russian Federation, the Republic of Latvia, Ukraine and Lithuania. Citizens of these countries can stay in our country without registration for up to 30 days.
— What are the regimes of stay for foreigners in our country?

— Well, the most important question: how much do registration services actually cost?
The cost of the registration service depends on what type of registration is issued, as well as where it is issued - in Minsk or the Minsk region. Assistance in obtaining permanent registration in Minsk costs $350 at the rate of the National Bank of the Republic of Belarus, payment of tax (please note that in different regions of Minsk the tax is different and ranges from 95,000 to 135,000 Belarusian rubles per month), as well as payment of a state duty in the amount 20,000 rubles (one-time payment). Permanent registration in the Minsk region is much cheaper - $250 at the rate of the National Bank of the Republic of Belarus established on the day of payment, tax (in the Minsk region the amount is 70,000 Belarusian rubles), state registration fee (20,000 Belarusian rubles). — And for foreign citizens?
Registration of a temporary residence permit for foreign citizens costs $2 at the rate of the National Bank of the Republic of Belarus per day, and payment of the state fee for registration in the amount of 50,000 Belarusian rubles. Temporary residence will cost a foreign citizen $500 at the rate of the National Bank of the Republic of Belarus plus payment of two state fees (the first in the amount of 50,000 Belarusian rubles, the second in the amount of 300,000 Belarusian rubles). Life outside of Russia
According to the legislation of Belarus, its citizens can have only one citizenship, so it will not be possible to have both Russian and Belarusian citizenship at the same time. Russians can stay in Belarus continuously for a month, without documentation. For permanent stay for a period exceeding a month, it is necessary to obtain a Belarusian temporary residence permit. This is a document that allows you to stay on Belarusian territory continuously for up to a year. The validity of the document can be extended. Temporary permission is granted for the following purposes:
- For the period of training, advanced training;
- Spouses or close relatives of persons who reside in Belarus;
- For the period of validity of the employment contract.
The full list is established in Article 48 of the Law of the Republic of Belarus “On the legal status of foreign citizens and stateless persons in the Republic of Belarus”.
Long-term residence in Belarus for Russian citizens can be ensured through a residence permit. The document is issued after receiving a permanent residence permit. The issuance is carried out by the internal affairs bodies of the districts where the applicant is registered. Along with the application you must provide:
An autobiography compiled in any form (all information must be provided honestly, since government agencies check information through international databases and requests. False information is the reason for refusal);- Valid passport or foreign passport, refugee certificate;
- Certificate of no criminal record;
- Document confirming your place of residence. Foreigners are required to notify the migration service of a change of address within five days from the date of move;
- An up-to-date standard health certificate;
- Four photographs (of a certain size, matteness and percentage of the face in the photo);
- A document guaranteeing the availability of a place of residence (apartment purchase and sale agreement, deed of gift, inheritance documents, rental agreement, long-term paid hotel reservation);
- State duty payment receipt (original with blue bank seal).
Electronic registration for foreign citizens
This procedure is available to foreigners who entered the Republic of Belarus at checkpoints across the state border of the Republic of Belarus.
To register electronically, a foreigner, using a computer, mobile phone or other devices with Internet access, can:
- through any browser, go to the website of the unified portal of electronic services portal . gov . by , select the language of operation, create a personal account using your email address;
- in your personal account in the “Available” tab, order the corresponding service – 200.12.14.1.
- fill out the application and submit it electronically. The application must indicate the surname and first name of the foreigner in Latin or Cyrillic according to the passport (one option is enough), information about the passport, insurance, date of entry into the country, address of residence in the Republic of Belarus. In the “Visa” column, for example, if a foreign citizen arrives under a visa-free regime, there is no need to fill it out.
How to register
- Go to the Unified Electronic Services Portal and create your account. When registering, you provide your first and last name, phone number and email address. You will receive a confirmation email and a link to set a password.
- Go to your “Personal Account” in the upper right corner. Select "Citizenship and Migration" from the drop-down menu. After downloading, you will have the service “Registration of a foreign citizen or stateless person temporarily staying in the Republic of Belarus.” Click "Order".
- After this, a window will appear with an electronic application, which can be filled out in Russian or English. The data required to fill out is the same as when filling out a regular paper form:
1. Full name of the registered foreigner;
2. Passport details of the foreigner;
3. Visa information (if you received a visa);
4. Registration dates. By default, the date starts from the current day, which means you won't be able to register in advance. Therefore, it is worth registering within 5 days after arriving in Belarus;
5. Address where the foreigner will reside. In this field you also need to indicate the department of OGiM to which the registration address belongs. Check it on the Internet or with the owner of the apartment where you will live;

6. Information about the person or organization asking you to register. Here you can indicate the name of the friend with whom you will live or the organization that invited you. You can also leave this field blank;
7. Number of the insurance certificate and its validity period.
- After filling out the application, click the “Read” button and then “Submit Application”.
Required documents
- Passport/passport with a visa, if you entered with one;
- Passport of a child under 14 years old/passport of a child under 14 years old with a visa;
- Medical insurance;
- Permit for cross-border movement if residence is in the border territories of Belarus;
