The obligation to install energy consumption meters in apartments, which include gas meters, is provided for in paragraph 1 of Article 13 of Federal Law No. 261-FZ of November 31, 2009 “On energy saving and increasing energy efficiency and on introducing amendments to certain legislative acts of the Russian Federation”

In contrast to the installation of water, heat and electricity meters, when installing a gas meter, employees of local branches of Mezhregiongaz require additional development and payment for a gas meter installation project. Gas workers argue for this requirement by saying that the installation of a gas meter is a reconstruction that must be done according to the project they developed.
At the same time, neither in the Housing Code, nor in the law on energy saving, nor in the law “On Gas Supply in the Russian Federation” are there any obligations for residents, in addition to installing a gas meter and putting it into operation, to also pay for the installation of a gas meter. You can tell the meter installers from your gas service about this.
If the gas workers insist that it is impossible to install a gas meter without a project, then you can make a move by submitting an application to the local administration with a request, based on Article 26 of the Housing Code of the Russian Federation, to agree on a project for the reconstruction (re-equipment) of your apartment in the form of installing a gas meter. You will receive an answer from the local administration that, in accordance with Article 25 of the Housing Code, reconstruction is the installation, replacement or transfer of utility networks, sanitary, electrical or other equipment that requires changes to the technical passport.
Installing a gas meter does not require changes to either the technical passport or the technical plan of the residential premises.
At least we did not have to see the registration certificate of the premises, which would have reflected such things as gas, water or electricity meters.
Additionally, we note that even if representatives of the gas supply organization are not part of the structure of local government bodies and, by definition, cannot coordinate, permit or prohibit any reconstruction and therefore the installation of a gas meter (even if we hypothetically assume that this is a reconstruction) is not subject to coordination with them.
You can safely present this answer from your administration to gas workers who require you to order and pay for a gas meter installation project.
In case of further disagreements and refusal to install the meter, you can go to court to protect your violated rights of the consumer, who is forced to pay for an additional service - the project of installing a gas meter.
Also remember that in accordance with paragraph 2 of Article 13 “Ensuring the accounting of used energy resources and the use of metering devices for used energy resources when making payments for energy resources” of Federal Law No. 261 On Energy Saving, the meter must be put into operation no later than the month following the date of their installation. Delays in putting the meter into operation can also be appealed in court as a significant violation of both consumer rights and housing legislation.
Who can install gas meters
Sometimes Gorgaz requires that they carry out the installation on the grounds that the owner of the premises has an agreement with them for the maintenance of gas equipment.
To this we can explain that according to the minimum list of work performed (services provided) for the maintenance and repair of in-house and (or) in-apartment gas equipment (Appendix to the Government of the Russian Federation No. 410 of May 14, 2013), the installation of gas meters is not included in the maintenance and repair of gas equipment performed by a gas supply organization, but is an independent work that can be carried out by any other organization that has relevant specialists on staff.
And by virtue of paragraph 8 of Article 13 of the Federal Law of November 23, 2009 No. 261-FZ “On Energy Saving and on Increasing Energy Efficiency and on Amendments to Certain Legislative Acts of the Russian Federation”, actions for the installation, replacement, operation of metering devices for used energy resources have the right to carry out persons who meet the requirements established by the legislation of the Russian Federation for carrying out such actions (that is, they are members of the relevant self-regulatory organization and have on their staff specialists who have undergone appropriate training).

What to do next?
After installing and launching the meter, it must be checked regularly - call specialists from the verification service every 5-10 years, the exact information is indicated in the device passport.
After installation and each verification, the meter must be registered with the organization that supplies you with gas. To do this, you will need to fill out an application and attach copies of passports and verification certificates. Sometimes an additional copy of the owner’s personal passport is required, in whose name receipts for gas payments are received. In some regions this is a mandatory condition for registration; it is better to have it just in case.
Every six months, the organization supplying gas has the right to check the condition of the meters, and the owner is obliged to open the door and let the employee in.

I believe that installing a gas meter is not beneficial for everyone. If one person is registered and lives in the apartment, then there is not much difference whether there is a meter or not, but if one is registered and several people live, then it will be more expensive to pay by the meter than by the general tariff.

When and how to change
Replacing the meter is possible only after the issuance of an official document - a certificate of impossibility of its further use. It is issued by the inspector, or the owner of the apartment himself, if he wants to change the device, writes an application to the gas service and waits for confirmation. The meter itself is sent for analysis, which takes several weeks, during which time you will have to pay for gas at average tariffs based on the number of registered persons and the total area of housing.
The replacement, in the future, will also need to be registered with the company supplying the gas; the set of papers required is the same as when recording the verification.
How should the connection be made?
The process of connecting a gas stove is regulated by the Gas Safety Rules. They indicate that it can only be carried out by specialists who have undergone special training and undergo annual re-examination. The place of work of these specialists is an organization that has been officially registered with the gas technical inspection of your city.
Many people decide to perform this procedure on their own, which is strictly prohibited, even if you are filled with confidence in your own abilities and have watched a hundred training videos. Only a qualified specialist can install the stove; unauthorized connection will result in a fine or gas shutoff.
A way out of this situation that will not cause any complaints from regulatory authorities:
