As explained in the Office of Rosreestr for the Sverdlovsk Region, you can obtain documents for land, or copies of them, from the State Data Fund obtained as a result of land management (SFDZ).

The SFRD archives contain land management documentation created on the territory of the Sverdlovsk region during the years of the first stage of land reform (1991-2001). Such documentation includes:

  • second copies of certificates of rights to land plots issued by the committees on land resources and land management before 2000 (demanded by citizens who for some reason have lost their copy, or who are registering an inheritance);

As of October 1, 2020, there were about 552 thousand storage units in the SFRD archives in the Sverdlovsk region: 26.7% of them are located in Yekaterinburg, 73.3% are in the territorial departments of the Office.

Any person (in accordance with the regulations approved by order of the Ministry of Economic Development on November 14, 2006 No. 376) can request land management or other documentation for the site, if it is publicly available and available in the data fund. Requested materials or refusal to provide them are prepared within 3 working days. If the application is received by mail, 15 days are given for a response. Fund materials are provided free of charge.

Statistics show that the number of requests to the SFRD is constantly growing. For example, for 9 months of 2020, about 11.5 thousand documents and their copies were requested from the State Federal Reserve of the Sverdlovsk Rosreestr, which is 48% more than in the same period in 2020. Including: 3,634 requests were made by citizens, 735 by courts and law enforcement agencies, 1,102 by state and local government bodies, 661 by cadastral engineers.

Such submission of information should be carried out using one of the methods described above no later than a week before the start of work. No one carries out land surveying just like that; it is always part of another operation.
