MOSCOW, August 20. /TASS/. Individual housing construction may become a separate project for United Russia. This was stated by the Deputy Head of the Security Council, Chairman of the United Russia party Dmitry Medvedev at a meeting on the development of housing construction and increasing the affordability of housing for citizens.
“We proceed from the fact that individual housing construction is indeed a priority and can become a single project for the United Russia party, so we need to systematize all information on this topic, conduct a public and expert discussion, and then, in collaboration with our colleagues, propose a step-by-step plan for the implementation of the developed measures,” Medvedev said.
According to him, the party pays special attention to the housing issue, including taking into account the upcoming elections in September. According to Medvedev, the quality of life and the very attitude towards “United Russia” will depend on how effectively the regulation of the construction industry will be built, and on what measures will be taken to support citizens. He emphasized that candidates must go to voters with concrete solutions to the housing problem.
As the Secretary of the General Council of United Russia Andrei Turchak noted, taking into account plans to update the line of party projects for the period 2021-2026, “this project will find its own separate priority place.” “The same applies to the program with which the party will go to the elections [of the State Duma of the 8th convocation] in September 2021; a separate section of the program will be devoted to housing policy and comprehensive development of the territory,” he assured.
“As of the beginning of 2020, the housing stock in our country is approximately 3.9 billion square meters. The average housing supply is 0.6 square meters. This figure, of course, is not at all the highest. There are countries in which it is 2 and 3 times higher,” the party chairman cited statistics, recalling that in 2020 a large-scale reform was carried out in the field of housing construction, when a transition was made from shared construction to the use of escrow accounts. Medvedev also recalled that, based on the goals set by the President of the Russian Federation, about 1.1 billion square meters of housing should be built in the 2020-2030s. He emphasized that in this case one should not chase square meters at the expense of the quality of construction.

The Ministry of Construction will help build a private house

The Ministry of Construction has published a draft program for the development of individual housing construction (IHC), according to which 180 million square meters of private residential buildings should be built in Russia from 2020 to 2024.
Faster and cheaper
The development of the private sector is one of the areas of implementation of the national project “Housing and Urban Environment”. According to the national project, already in 2024, 120 million square meters will have to be built in Russia, of which 40 million will be individual houses.
At the same time, according to Rosstat, Russians, at their own expense, annually build 250-270 thousand individual residential buildings with a total area of 30-36 million square meters. This is less than half of all housing being built. At the same time, about seven million “square meters” in individual housing construction statistics are accounted for by the registration of previously built houses under the dacha amnesty.

One of the reasons for the stalling of the private sector in the Ministry of Construction is the lack of standard projects, leading to “low quality of the living environment.” The discrepancy in the organization of infrastructure causes citizens to overpay for individual connections, as well as the risks of subsequent demolition of houses due to violation of urban planning standards and low liquidity of housing.
The department proposed to attract developers to this segment who will build private houses according to unified projects for the integrated development of territories. For citizens, they intend to create a free public catalog of standard building designs, as well as a register of recommended manufacturers of house kits.
At the same time, the state program notes that citizens still have the opportunity to build a house to their taste on their own or with the involvement of contractors. It is also planned to increase the area of land plots for individual housing construction, including at the expense of federal lands and forest fund lands. The sites must be provided with engineering, transport and social infrastructure, and subsidies from the federal budget may be allocated for this.
It is important that when constructing individual residential buildings, developers will be required to switch to the use of escrow accounts and project financing, as in the construction of high-rise buildings.

A separate paragraph of the program is devoted to mortgages: it is planned to increase its availability and bring rates closer to those for new buildings. Now for loans for individual housing construction they are one to three percent higher.
Previously, Chairman of the State Duma Committee on the Financial Market Anatoly Aksakov
told the Parliamentary Newspaper why banks today are reluctant to lend to individual construction. “For banks it is not entirely clear what can be classified as individual housing construction? A palace 20 meters high, built in violation of all construction rules, or are we still talking about other parameters? This requires clear standards. In addition, it is necessary to clarify the status of land for individual housing construction so that banks can receive more liquid collateral and ultimately reduce rates,” the deputy explained.
As follows from the state program, such advisory standards for lending to individual housing construction will be developed. Their use will minimize risks for banks and create a market for standard mortgage loans for private homes.
These and other measures - in particular, the mandatory use of escrow accounts for development companies - will reduce credit risks and lead to a reduction in loan rates, according to the Ministry of Construction.
Also, in order to increase the availability of mortgage loans for individual housing construction, the constituent entities of the Russian Federation are given the right to subsidize such loans for certain categories of citizens.

Construction
Within five years after receiving a plot for individual housing construction, any building must be erected on it.
Otherwise, the municipal authorities will seize it as unused.
You can build a house or any other individual construction project on the landfill.
To begin work, you need to obtain a permit for this action.

When obtaining permission, you should rely on the norms of the Town Planning Code of the Russian Federation.

Where to begin?
First you need to get permission. It is issued by the municipal administration at the location of the site.
This document is required for:
- Obtaining a loan from a bank for the purpose of construction.
- To connect to communications.
Until 01/01/2020, a “dacha amnesty” is in force, so permission is issued in a simplified manner.

Issuance of a building permit is free of charge. It is valid for 10 years.

Registration of individual housing construction
The grounds for registering a citizen’s ownership of an individual housing construction project are:
- documents confirming the fact of creation of such a real estate object and containing its description;
- title document for the land plot (if the applicant’s right has not been previously registered).

The issuance of permission to put a facility into operation
is regulated by Art. 55 GrKRF.
Technical[9] and cadastral[10] (after assigning a postal address) passport of the building - issued by the Bureau of Technical Inventory (BTI)[11]. The preparation of a technical plan is regulated by Art. 41 No. 221-FZ of July 24, 2007 “On the state real estate cadastre.”
Individual and low-rise housing construction: similarities and differences
When practically starting to divide an individual residential building, the owners immediately face the question of the legal regime of the allocated part of the house. Among them are the main ones: the impossibility of registering the allocated part with the cadastral register, obtaining an independent postal address, and registering ownership.
