It should be said right away that today there is no special law regulating assistance and support specifically for large families.
All measures are taken on the basis of Presidential Decrees, Government Resolutions or regional regulations. This creates differences in the level of benefits received and even the criteria for having many children. Each region has the right, based on historical and cultural characteristics, to determine which families will be considered large. In most of them, these include families raising three or more heirs. Social support measures for large families establish their right in 2020:
- free prescription medications for children under 6 years of age;
- for free travel in city and suburban transport;
- for priority free receipt of land for individual housing construction, a vegetable garden or subsidiary plot;
- for benefits for large families on utility bills.
However, not everyone can apply for compensation, benefits and subsidies for housing and communal services. The Budget Code of the Russian Federation fully regulates the provision of subsidies throughout the state. According to the content of this regulatory legal act, they can be presented in two versions:

Benefits for paying utility bills
Families that meet the criteria for large families have the right to receive preferential rates when paying for utilities.
The minimum level set by the federal authorities is 30%. This is exactly how much the regions should reduce rents for preferential categories. Subsidies for housing and communal services
In addition to preferential rates for utilities, families have the right to apply for a rent subsidy.
This measure is not specifically designed to support large families. The basis for its provision is a low total family income. Required documents
