Who can get support when purchasing an apartment or house?

Professionals moving to rural areas

Due to the fact that for a long time, educated specialists sought to stay in cities to receive higher wages, rural areas cease to develop. In this regard, a special program “Sustainable Development of Rural Territories” was introduced, with the help of which the standard of living and quality of living conditions in villages are improved.

The program provides high-quality financial support in the form of:

  • additional financing of social contracts. rental subject to further purchase of the home;
  • making social payments from various state budget sources for the purpose of purchasing living space or building a residential facility in rural areas;
  • preferential credit conditions and participation of maternity capital in it;
  • With the help of the state budget, the program for purchasing an apartment is financed in the amount of more than 200 billion rubles.

Military

The official resource “Rosvoenipoteka” provides this short scheme for issuing a military mortgage: “Served - saved - bought an apartment.” In more detail, this procedure looks like this:

  1. The program participant completes his service, and set amounts of money are regularly transferred to his mortgage account.
  2. 3 years after the start of participation in the program, the military person has the opportunity to purchase a home with a mortgage. From the already accumulated funds, the first installment is repaid and the remaining amounts are paid within the deadlines determined by the bank.

Now the maximum loan amount reaches 2.2 million rubles. This amount will be accumulated over 15-20 years of service. The amount may be enough to purchase housing with an area of 54 square meters. m, which is enough for a family of 3 people.

If a serviceman has 2-3 children, he gains the opportunity to receive larger housing. However, if the cost exceeds the government subsidy, you will have to pay the difference yourself.

All employees of the Russian Armed Forces, including the Ministry of Emergency Situations, the FSB, the Ministry of Internal Affairs, and intelligence officers can participate in it. Officers, midshipmen and warrant officers automatically enter the system. A private can become a member only after concluding a professional contract.

The loan itself will be repaid by the state while the military man is serving. In the long-term scenario, by the time of retirement, the employee will fully repay the debt and own his own home.

If a citizen leaves the service before the full payment of the mortgage, then the loan will have to be repaid independently, taking into account interest. Responsible for military mortgages is the Federal Office of NIS.

The acquisition occurs as follows:

  1. Having received consent to purchase an apartment, the military man negotiates with the bank to issue a loan.
  2. The agreement is signed with the participation of the Ministry of Defense.
  3. An apartment is purchased with the loan received.

Requirements for the purchased property include the following:

  • Location in Russia.
  • Separate kitchen and bathroom.
  • Water supply.
  • Working doors and windows.

Young families

Currently, there is a federal target state program for the purchase of real estate - “Young Family”. Thanks to her, many young families received new apartments or improved existing living conditions. Young families that meet certain requirements can receive government assistance when purchasing housing, such as an apartment, a house, or a room:

  1. Authorized services must recognize the family as in need of housing or improving the existing one.
  2. Spouses must be no older than 35 years old (the same applies to single parents).
  3. A family must have at least one child.
  4. You must provide a certificate of available income or amount of money with which you can pay the down payment.

Attention. To participate in the program, a family must meet all points.

Large families

The assistance program for purchasing an apartment for large families may vary in each of the regions of the state. To find out exactly the conditions for receiving assistance and its type, you should contact your local administration.

A large low-income family with three or more children can use the program (find out whether families can count on any benefits after the birth of 1, 2 and 3 children here). If support is provided in the form of a cash subsidy for the purchase of a home, if the family does not have its own funds, the certificate will be taken into account as a down payment on the mortgage.

At the beginning of 2020, the State Duma submitted for consideration a bill on federal subsidized housing for families with 5 or more children (their own or adopted), living in the Russian Federation for more than 10 years, and in need of improved housing conditions.

The calculation formula is similar to the program mentioned above, that is, the number of people and the amount of square meters allocated to the average market cost. However, given the large size of the family. The minimum area is 75 m2. The bill is currently under consideration.

In addition to programs that provide funds before purchasing housing, it is possible to receive monetary compensation for already purchased real estate using your own funds. Employees of the Federal Penitentiary Service and police officers can apply for these compensations. In addition, as part of the program for relocating their emergency housing, every citizen can apply for a new home or compensation for its purchase.

We provided step-by-step instructions for obtaining a subsidy for the purchase of housing for a large family here.

Aspiring professionals

The “Housing” program includes the subprogram “Providing housing for certain categories of citizens.” Within its framework, there are several areas, one of which is designed to provide housing for young scientists, prosecutors, employees of the Ministry of Emergency Situations of the Russian Federation and federal government employees. In essence, this is the provision of housing on social rent for the duration of service or work.

The second direction is the provision of social payments for the purchase of housing for young scientists. Such certificates are provided by the Russian Academy of Sciences, the Russian Academy of Medical Sciences - to employees of the academy or to scientific organizations subordinate to them.

Scientists under 35 years of age can participate in such a program - for candidates of science and 40 years for doctors of science, who have worked in a scientific organization for at least 5 years and who feel the need to improve their living conditions.

The amount of social benefits is calculated based on the total size of the living quarters, the scientist’s allowance and the average cost per square meter of housing in which the scientific organization is located. Thus, only scientists working in Moscow can buy housing in the capital. As with other programs, there is the possibility of a mortgage loan.

Reference. Currently, the program operates in 23 regions of the country, but the range of activities is increasing every year.

The legal basis of the subprogram is the Government of the Russian Federation Decree No. 765 dated December 14, 2006 “On the procedure for providing young scientists with subsidies for the purchase of residential premises as part of the implementation of measures to provide housing for certain categories of citizens of the federal target program “Housing”” and Decree of the Russian Academy of Sciences No. 142 dated June 20. 2011 “On the procedure for providing young scientists of the Russian Academy of Sciences with social payments for the purchase of residential premises.”

Conditions for obtaining housing

The Housing Code of the Russian Federation provides for the provision of free housing to people in need according to the following parameters.

  1. Material condition of a person . In order to determine it, employees calculate the family's total income and determine whether it will be able to buy an apartment in the next 20 years.
  2. Lack of participation in privatized programs . Such people already have housing transferred to them on social rent terms.

The procedure for allocating housing requires taking into account the order of priority. If the documentation is submitted by people who have the right to receive an apartment out of turn, then housing will be provided to them as soon as possible.

Who can take advantage of this benefit and under what conditions?

Low-income citizens can take advantage of the benefit of providing free housing.

A family receives low-income status if the monthly income of each family member is less than the subsistence minimum (it varies depending on the region of the Russian Federation). But this is not the only criterion for recognizing citizens as poor.

This category includes families that fall under the following criteria (may differ in different regions of the Russian Federation):

  • accommodation under a rental agreement if the family does not have its own home;
  • the amount of income and property for a certain period does not allow the purchase of housing with the area provided by law for each family member;
  • unsuitability for habitation of the occupied living space;
  • living with people who have severe chronic diseases, which makes it impossible to stay in the same apartment (active forms of tuberculosis, epilepsy with frequent seizures, schizophrenia, etc.);
  • the family does not have property or rented housing, which in total is equal to the legal area for each tenant;
  • accommodation under a lease agreement, if the number of square meters per tenant is below the established standards.

Each region of the Russian Federation is empowered to independently decide the issue of providing free living space for various categories of citizens. Let us consider in more detail under what conditions certain categories of citizens can receive free living space.

Large families

A large family must first contact the social security authorities at their place of residence to find out what benefits they are entitled to.

As a rule, large families must meet the following requirements to receive free housing:

  • treat the poor;
  • have a living space of less than 10 square meters. m. per family member;
  • live in a dilapidated or dilapidated house;
  • live for a certain period of time in the region where housing will be received (each region has its own period);
  • the family has not worsened their living conditions for the last five years (did not sell their home, did not register relatives there, etc.).

To receive this benefit, you must provide the following package of documents (may differ in different regions of the Russian Federation):

  • certificate of family composition;
  • residents' passports;
  • birth certificates of children (over 14 years old - passports);
  • income statements for the past six months;
  • rental agreement (if you don’t have your own);
  • title documents for your home.

Single mothers

Single mothers, along with other benefits and allowances, have the right to free housing under the following conditions:

  • the mother is disabled;
  • one of the children is disabled;
  • the family is large.

Otherwise, free housing will not be provided.

Orphans

An orphan has the right to receive payments from the state to purchase housing. Having become an adult, he must draw up a social rental agreement for housing. After 5 years of living in a rented apartment, he will become its owner.

To do this, he must write a corresponding application upon reaching 23 years of age and provide the following documents:

  • a document confirming the status of an orphan;
  • passport;
  • birth certificates of children (if any);
  • a certificate confirming that the orphan has no other housing property;
  • a document confirming that the orphan no longer lives in the orphanage;
  • military ID;
  • diploma of education.

Residents of service apartments

Housing can be given to an employee by an enterprise that has it on its balance sheet. In addition, upon liquidation of the company, you can obtain ownership of the official housing.

This happens if the property of the enterprise becomes the property of the municipality, and it decides to transfer the ownership of the apartment in which it is registered to a former employee of the company. As a result, the citizen acquires housing for social rent, and all that remains is to privatize it.

What is a housing subsidy?

Payments to citizens from the local or federal budget to assist them in purchasing housing are government subsidies.

Main characteristics of the housing subsidy:

  1. Intended use.

    This is the most important rule , and the possibility of spending the issued amount for purposes other than those provided for by law is completely excluded. First of all, because it is not money that is given in person, but a certificate or certificate.

    And only if all the requirements discussed below are met, the equivalent amount will be transferred to the seller’s account;

  2. Validity limit.

    This document gives the right to cash payment within a specified period of validity.

    If the paper holder was unable to realize his opportunity to receive financial assistance during its validity period, then he can join the queue again;

  3. Gratuitous nature of payments. This means that there is no need to return the funds allocated to the state;
  4. Inability to cash out securities;
  5. Compliance with the principle of co-financing, i.e. The state allocates an amount that is not equal to the full cost of housing; the purchase will necessarily require investments from the citizen himself. In this regard, the certificate or certificate received can act as a down payment in a mortgage transaction, be used to repay an existing loan, or as share contributions.
