One-time subsidy for the purchase of housing for civil servants in 2020
A one-time subsidy for the purchase of housing for federal civil servants is provided on the basis of Federal Law No. 79-FZ of July 27, 2004 “On State Civil Service” in accordance with the Rules for providing federal civil servants with a one-time subsidy for the purchase of housing, approved by the Decree of the Government of the Russian Federation of January 27, 2009 No. 63 (hereinafter referred to as the Rules).
In accordance with the Rules, a one-time subsidy is provided by decision of the head of the federal government body to a civil servant, subject to the conditions established by paragraph 2 of the Rules.
In order to calculate the amount of the subsidy for the purchase of housing, paragraph 22 of Part III of the Rules establishes the following standard for the total area of residential premises:
- 33 m2 of total housing area - for 1 person;
- 42 m2 of total housing area - for a family of 2 people;
- 18 m2 of total housing area for each family member - for a family of 3 or more people.
In this case, the right of a civil servant to additional total living space provided in legally established cases and sizes is taken into account, however, if there is a right to additional total living space for several reasons, the sizes of the additional space are not summed up.
When calculating the amount of a one-time subsidy, a length of service adjustment coefficient is applied in the following amounts:
- when calculating the amount of a one-time payment to civil servants registered on December 31, 2020 inclusive: 3 ÷ 7 years of experience - 1.05;
- 7 ÷ 9 years of experience - 1.1;
- 9 ÷ 11 years of experience - 1.15;
- 11 ÷ 15 years of experience - 1.2;
- 15 ÷ 20 years of experience - 1.25;
- more than 20 years of experience - the length of service coefficient increases by 0.05 for each year of service, but does not exceed 1.5.
- 7 ÷ 9 years of experience - 1.1;
- 9 ÷ 11 years of experience - 1.15;
- 11 ÷ 15 years of experience - 1.2;
- 15 ÷ 20 years of experience - 1.25;
- more than 20 years of experience - the coefficient increases by 0.025 for each year of service, but is no more than 1.5.
In addition, the amount of a one-time subsidy to a civil servant may be increased above the standard based on the decision of the head of the federal government body, taking into account specific circumstances and depending on available opportunities.
The final calculation of the amount of a one-time subsidy for the purchase of residential premises provided to a federal civil servant is carried out by the federal government body in accordance with Appendix No. 3 to the Rules.
Subsidies for civil servants for the purchase of housing in 2020
Citizens raising three or more offspring registered at the place of residence with the parent have a priority right to provide benefits. In this case, obtaining the status of a parent with many children is not required. According to current legislation, children are considered:
- the beneficiary does not use housing registered in the name of relatives or provided by the latter under a rental agreement. Also, the applicant himself must not have a social tenancy agreement or the right to full ownership of living space;
- a citizen uses housing located in a dilapidated building or a building subject to reconstruction (demolition);
- the employee lives with relatives who are the owners of the apartment or have entered into a social rent agreement with the state (municipality). In this case, the area per person should not exceed 15 square meters. meters per person. If there are several apartments, the area is summed up and divided by the number of residents.
- a government employee lives together with disabled relatives who have a serious illness in a personal apartment or has entered into a social rental agreement. The list of physical restrictions is specified in the order of the Ministry of Health of the Russian Federation dated November 29, 2012 No. 987n. In this case, the employee must not have any other living space.
- Accommodation is in a communal apartment or dormitory.
Subsidies for civil servants for the purchase of housing - conditions for receiving
Subsidies for the purchase of housing for public sector employees are provided by the state even if the family has lost their living space. At the same time, there is no possibility of returning to the old housing, since it has either been refurbished, or has been submitted for demolition, or is currently occupied by other persons in accordance with the procedure established by law. The social service has the right to recognize a family as needy if none of the members of this family is the owner of the apartment and has no right to use this residential premises.
- Each family member of a government employee occupies a living space that is less than the standard.
- The premises in which the applicants live were declared unfit for use and habitation, and cannot be reconstructed or repaired. If this condition is met, the number of square meters per person does not matter.
- Residents rent housing under a social tenancy agreement or are members of this family.
- The applicant is the owner or a close relative of the owner of the property, in which other families also occupy space.
Subsidies for civil servants for the purchase of housing in 2020
An important condition is also that this should be the first application for government assistance for the purchase of housing. If the applicant has previously participated in housing programs for government employees, he will be denied a subsidy.

Subsidies for the purchase of housing in 2020 are targeted gratuitous assistance from the state for certain segments of the population, intended to improve the living conditions of needy citizens by partially or fully compensating the costs of purchasing a home. To implement this assistance, government resolutions have approved special state subsidy programs, thanks to which citizens of the Russian Federation have the opportunity to purchase full-fledged real estate. For example, the federal target program “Housing”, approved by Resolution No. 889 of August 25, 2015.
Housing subsidies for civil servants: to whom, why and how much?
Officials received the right to receive subsidies back in 2004, when the Law “On the State Civil Service” was adopted, but in many regions this rule existed only on paper for a long time. And in 2009, a government decree was issued regulating the procedure for providing federal civil servants with a one-time subsidy for the purchase of housing.
Until 2011, apartments were provided to officials under a social rental agreement, but now civil servants whose housing does not meet the standards can count on a cash payment.
Who is eligible for government employee housing subsidies?
In Russia, any civil servant can count on state assistance in resolving housing issues if he is recognized as in need of improved housing conditions. This refers to situations where an official does not have his own home, he lives in a hostel or in a communal apartment, or in a municipal or privatized apartment where there are no conditions for normal living.
True, if it suddenly turns out that before registering, an official worsened living conditions by artificial means (for example, he decided on an unequal exchange, moved strangers into his apartment, or arranged for the allocation of a share by the owners of residential premises), he will be registered no earlier than after five years.
Subsidies are calculated taking into account length of service in the civil service. In this case, a correction factor is used in the following sizes:
- from 3 to 5 full years of experience - 1.05;
- from 5 to 9 full years of experience - 1.1;
- from 9 to 11 full years of experience - 1.15;
- from 11 to 15 full years of experience - 1.2;
- from 15 to 20 full years of experience - 1.25;
- 20 full years of service or more - the coefficient increases by 0.05 for each year of service, but does not exceed 1.5.
It should be noted that the volume of subsidies is allowed to be increased by decision of management and taking into account the specific situation. The size of the subsidy for the purchase of housing is determined based on the standard total area and the standard cost per square meter in a particular region.
The standard for the total area of living space for calculating the subsidy is set in the following sizes:
- 33 sq. meters - for 1 person;
- 42 sq. meters - for a family of 2 people;
- 18 sq. meters for each family member - for a family of 3 or more people.
A civil servant can use such a subsidy only once. Positions that qualify for subsidies for the purchase of housing are listed in a separate register of federal civil servants. This list, it should be noted, is quite wide. It included employees at the top and middle levels of the Presidential Administration, the government, the Federation Council, the State Duma, ministries, federal services, as well as advisers, assistants, assistants, press secretaries, heads of offices, their deputies, and so on.
It is clear that the higher the position and length of service in government positions, the greater the chances of receiving a subsidy. But still, when applying for a job in a government agency and hoping to purchase housing, it is worth familiarizing yourself with it in detail.
Housing subsidies for civil servants: how they can be used
To receive a subsidy, you must submit an application to your local department of housing policy and housing. However, after this you have to “behave” very well, since the city leadership can simply remove the candidate for the subsidy from the register. It is clear that money transferred to a special account can only be spent on improving living conditions.
How can you use the subsidy? The legislation defines the following options :
- payment for residential premises purchased on the basis of a purchase and sale agreement;
- payment of a share contribution if the civil servant is a member of a housing, housing construction or housing savings cooperative;
- payment for individual housing construction;
- repayment of debt (or) payment of interest on loans or borrowings (including mortgages) for the purchase of housing, (except for fines, commissions, penalties for late fulfillment of obligations on these loans or borrowings), including on loans or borrowings for which an obligation arose from a civil servant before the right to receive a lump sum payment arises.
It is worth noting that the subsidy, in accordance with clause 8 of Article 217 of the Tax Code of the Russian Federation, is not subject to taxation.
Housing subsidies for civil servants: stumbling blocks
Many of our ordinary fellow citizens consider the provision of housing subsidies to civil servants as social injustice and an unnecessary waste of budget money. However, it is important to take into account the fact that the personnel issue in the public service system is indeed one of the most painful.
Promising specialists are trying to find themselves in the non-state sector in order to be able to earn a decent living, and the prospect of solving the housing survey is the only serious incentive to retain professionals in the public service.
As HSE research has shown, more than 50% of officials named the provision of subsidies for the purchase of housing as the most important social guarantee. True, only a few government employees manage to quickly collect the necessary documents and receive money. Sometimes the wait for a subsidy is too long. For housing subsidies to truly become a fair and effective social measure, financial assistance must be provided to specialists who really need it.

Additionally, civil servants could count on rest provided by the establishment of a normal length of working time, the provision of days off and non-working holidays. Main aspects of providing subsidies to civil servants for the purchase of housing
The subsidy is government support for civil servants, which is given one-time and allows them to become owners of residential premises, while they must have more than one year of experience in order to be allowed to participate in the program.
In theory, any employees of government agencies should receive housing if they have more than a year of service, but in reality there are much fewer participants in the program, and their ranks include only employees:
- Office of the President;
- Security Council of the Russian Federation;
- legislative structures;
- ships;
- central authorities;
- civil servants at the federal and regional levels.
Regular employees in most cases do not receive housing, even if they are entitled to it. But if you fight, you will be included in the list, as well as receive a subsidy for housing.
Requirements for participants
One year of work experience is far from the only requirement that civil servants who count on receiving a subsidy must meet.
According to government decree, civil servants must meet the following parameters:
- they or their relatives should not have housing, either owned or in social rent;
- if the housing under the social lease agreement does not have the required area;
- the place where the civil servant lives is in disrepair or dilapidated, and the authorities do not consider it possible to reconstruct it;
- one of their family members has a dangerous disease;
- an employee of a government agency lives with his family in a dormitory, communal apartment, or shares a one-room apartment with another family.
Thus, benefits in the form of a subsidy are given only to those employees who are cramped in living space and do not feel comfortable living there.
And heads of government agencies can recommend subsidizing people who do not meet the above indicators, but at the same time have a need to improve their living conditions.
Registration procedure
To register to receive a subsidy, a civil servant must complete the following steps:
- Write a statement to the head of the housing commission.
- Provide a complete package of necessary documents.
After the simple procedure of submitting papers, you should wait at least two months for them to be considered. The subsidy itself can be expected for several years, given the waiting list.
Where to contact
To receive a housing subsidy, civil servants must submit an application and other documents to the territorial housing commission.
It is its employees who can establish the package of documents necessary for the subsidy, which will be required in the process of processing the payment. You should also contact this government agency for clarification.

Such a statement must also indicate that such payment was not provided at previous places of work. In addition, the following documents will need to be attached to it:. The powers of the commission for the provision of housing subsidies include verification of all information specified in the official’s documents. If necessary, such a body can submit a request to the Ministry of Labor and find out information about the provision of payments for the purchase of housing at the employee’s previous places of service.
Subsidies for civil servants for the purchase of housing can only be used for the following purposes:. Payments that are provided as subsidies for the purchase of housing are not taxed on the basis - clause In the Resolution If it turns out that a civil servant has deliberately worsened his housing, then he will be able to be registered only after five years.

The benefit for civil servants in this case is a subsidy provided in non-cash form and has a specific purpose: the funds received can only be used as a discount from the basic payment for purchased or constructed living space.
In other words, the recipient can spend the amount due only as a supplement to the own funds paid for housing or land.
This form of government support is aimed not only at improving the living conditions of civil servants, but also at stimulating the construction and development of infrastructure in Russian cities.
Applicants whose families have three or more children have certain advantages when assigning a housing subsidy.

The program to provide civil servants with their own living space began to operate in 2004 (No. 79-FZ), but its norms were not properly reflected in practice. Only in 2009 did the allocation of subsidies to government employees begin (Government Decree No. 63).
Calculation of subsidies for the purchase of housing
Compensation is calculated based on the parameters of the living area of the apartment:
- For one - 33 m2;
- Family of two - 42 m2;
- Family of three or more people - 18 m2 for each resident.
Family members - parents, spouses, children. Disabled persons or other relatives (uncles, aunts, brothers, sisters), but provided that a joint budget is maintained for the household.
If a civil servant has the right to receive additional living space, then its size is not taken into account when calculating the subsidy.
Correction factor
The law establishes a coefficient that is taken into account when calculating the monetary payment. The parameter depends on the employee’s length of service (full years):
- From 3 to 5 years - 1.05;
- From 5 to 9 - 1.1;
- From 9 to 11 - 1.15;
- From 11 to 15 - 1.2;
- From 15 to 20 - 1.25;
- From 20 - for each subsequent year of work - 0.5, but not more than 1.5 in total.
The subsidy is calculated in accordance with the cost of 1 m2 of apartment. The price is determined by the Ministry of Construction and Housing and Communal Services on a quarterly basis, and the average degree of market value with a coefficient is taken into account.
When calculating, the location of the employee’s service is also taken into account.
