According to the Rules of stay for foreign citizens on the territory of the Russian Federation in 2020, Ukrainians can stay for three months within six months. However, the same Rules say that temporary registration for citizens of Ukraine is mandatory only if they plan to be present in Russia for more than 90 days. During the first three months, they can stay in Russia without visas and permits: without registering or submitting information about their arrival to the Main Directorate for Migration and Migration (FMS).
- submission of documents for temporary residence permit;
- submitting documents for a residence permit (residence permit);
- submission of documents to obtain the status of a highly qualified specialist (HQS);
- visa extension (most often this means a work visa);
- patent;
- studying at a Russian university;
- obtaining a certificate of temporary asylum/refugee status (these are different statuses, although many people confuse them);
- residents of Donetsk and Lugansk regions.
Deadlines for temporary registration of citizens of Ukraine
When registering temporary registration of Ukrainian citizens on Russian territory, a specific period is indicated during which the foreigner can reside at the residence address. Depending on the purpose of the visit, a Ukrainian can be temporarily registered for the following periods:
- guest temporary registration – for 3 months;
- educational temporary registration - for the entire period of study;
- temporary work registration - for the duration of the work permit (maximum period - 12 months).
The peculiarities of temporary registration for citizens of Ukraine during a period of political crisis are that Ukrainians do not need to leave Russia to extend their temporary stay. To do this, it is enough to submit the appropriate application to the territorial office of the Federal Migration Service no later than 7 days before the expiration of the temporary registration.
The following documents are attached to the application:
- a copy of the first two pages of the Ukrainian passport;
- migration card (original);
- document on temporary registration (migration registration) - photocopy.
A special registration renewal mechanism for Ukrainians is valid until August 1, 2020.
The petition of the established form must indicate all the circumstances that forced the Ukrainian to leave his homeland, and list information about family members - minor children.
Until the expiration of the refugee status, the migration card and passport of a citizen of Ukraine will be kept in the custody of the FMS department. He will be able to leave the territory of Russia only after the termination of his refugee status - to do this, he should contact the Federal Migration Service with an application for early renunciation of his existing status.
Procedure for registering citizens of Ukraine at their place of stay in Russia
Depending on what citizenship a foreigner has, the rules for his entry into Russian territory will depend. For citizens of Ukraine in Russia, crossing the border in 2020 is carried out using a foreign passport. A visa is not required. Given the complexity of the situation in Ukraine, entry into Russia is also possible with an internal passport.

The first document that a citizen of Ukraine receives when crossing the border with the Russian Federation is a migration card . It contains a time stamp indicating the citizen’s arrival.

If a citizen of Ukraine arrived in Russia for some time to visit relatives and plans to return back in the next three months, then, according to Russian migration law, he may not register with the Federal Migration Service. He can move around the country if he has a Ukrainian passport.
If a person does not exclude the possibility that he may linger on the territory of Russia, then it is better to make a timely temporary registration with the Federal Migration Service by submitting a notification of arrival .

Note! Residents of south-eastern Ukraine do not need temporary registration to stay in Russia for a period longer than 90 days. To do this, after the expiration of 3 months, you need to contact the local FMS offices and put a note about the extension on your migration card.
Notification of arrival, according to the migration law of the Russian Federation, must be provided to local FMS offices within seven days. It is issued exclusively by the receiving party, which can be:
- relatives;
- owners of residential premises providing them for rent;
- hotels, inns, recreation centers and other places of accommodation for foreigners;
- legal entities that provide their premises for the residence of Ukrainians.
Important! When receiving guests from abroad on its territory, the receiving party bears full responsibility for the timely registration of the Ukrainian with the Russian Federal Migration Service and the fulfillment of all prescribed deadlines, including those for leaving Russia.
When submitting a notification (temporary registration), copies of the following official papers are also provided:
- passport or other official document confirming the identity of a citizen of Ukraine;
- passport (other document) confirming the personal data of the receiving party;
- copies of official documents confirming ownership of the premises;
- lease agreement, if any;
- temporary migration card of a citizen of the Republic of Ukraine;
- a tear-off coupon of the previous notification if the person was in another region of the country.
After submitting the notification to the Federal Migration Service, a “temporary registration” stamp is affixed to the tear-off coupon . It is a confirmation document regulating the presence of a Ukrainian in Russia; it must always be kept (kept) with you.
Notification of migration registration
After the end of time, in 90 days, the Ukrainian must formalize his status of being in Russia.
If a person only intends to live in the Russian Federation without engaging in any official work activity, then he can acquire refugee status . This provision is given for three years, after which the Ukrainian is obliged to leave the territory of the Russian Federation. If he decides to leave the country earlier than this period, then he needs to go to the Federal Migration Service with an application. You can purchase a patent by submitting the following official papers to the Federal Migration Service:
- a correctly completed application;
- temporary migration card (note that in the column for the purpose of arrival, this official paper, work must be entered);
- Ukrainian passport;
- certificates of real health status;
- an official document that can confirm a Ukrainian’s knowledge of the Russian language or a certificate of graduation from a university or other institution;
- paper confirming temporary registration.
The cost of a patent varies widely depending on the region of the Russian Federation. In Moscow and the region, for 2020, it is 4,000 rubles.

The following papers will be needed:
- application addressed to the head of the territorial body of the Main Directorate for Migration and Migration (FMS);
- passport (for Ukrainians this can be their internal one)/foreign passport;
- migration card (see below);
- documents of the receiving party (documents on the ownership of the property, passport of the owner of the property);
- pay a fee of 350 rubles.
The first document that a foreigner receives when crossing the border with Russia is a migration card. It contains basic information about the purposes of a foreigner’s visit: official, tourism, commercial, study, work, private, transit. In addition, when filling out the migration card, the period of planned stay is indicated (it initially cannot exceed 90 days).

The most common reasons are:
- rental of property;
- employment contract;
- studying at a Russian university;
- reunion with relatives, etc.
If registration is carried out on the basis of an employment contract, then the duration of the permit is 1 year. The maximum registration period is 5 years. Based on residence in Russia with legally issued documents, a Ukrainian can receive a temporary residence permit in 3 years, and a residence permit in 5 years.
Registration for citizens of Ukraine in Moscow is carried out at the territorial bodies of the Federal Migration Service. To do this, you need to prepare and submit a package of documents, which includes:
- application from a foreigner and the owner of the living space;
- identification;
- migration card.
The application of the owner of a Russian apartment or house must be accompanied by notarization. It is possible to register online. However, to confirm the procedure and exclude cases of fraud, the owner of real estate in Russia is required to appear at the migration service office.

Ukrainians who plan to live in Russia for more than 3 months must apply for a temporary residence permit. The stamp processing period is 60 days, so you need to start the procedure in advance.
Do Russian citizens need to issue an invitation to Ukraine?
This procedure for entering Ukraine applies not only to those traveling from Russia. According to Art. 2 of the Agreement, citizens of Ukraine and Russia permanently residing in third countries can enter, leave and transit through the territory of states (in this case, Ukraine) without visas using the above documents.
