Regulations for garbage collection in the yard: rules for ensuring cleanliness and order

Yards are not cleaned: where to complain

For regular cleaning of the local area, residents of an apartment building pay their management company a set amount monthly. If these contributions are transferred to the company's account, and cleaning, collection and removal of waste and other necessary procedures are not carried out, there is a violation of the company's duties. In this case, it is necessary to file a claim with documented evidence of failure to perform specific actions of care.

For example, if you notice that a janitor has not been doing his job for several days, you should draw up a written report in any form and indicate in it the fact of this violation.

Please note that this document must be signed by two of your neighbors or a designated house leader or the chairman of the house council.

The completed application should look something like this:

“We, the undersigned, established on January 19, 2020: at entrance No. 1 in house No. 16 on Kokchetavskaya Street, the yard and surrounding area have not been cleaned for several days.”

01/20/16, signatures

As evidence of failure to fulfill the duties of a janitor, it is advisable to attach printed photographs of the area left without cleaning.

How to write a complaint to the Criminal Code for poor quality service, read the link:

After drawing up the report, you need to inform the management company about the occurrence of a problematic situation by calling the reception. To facilitate further proceedings, do not forget to specify the incoming number, the name of the employee who received your call, as well as the date of your call.

It would also be useful to send a statement to the head of the company or the person acting in his duties with a request to conduct an inspection and fix the problems.

To consider an application for violation of the procedure for providing services or their non-fulfillment, the management company has 3 working days, as well as 10 calendar days to eliminate any problems that have arisen. Within three working days from the date of submission of the application, a recalculation of fees for improperly provided services must be carried out.

After a representative of the management company receives your application, his responsibility becomes to conduct an inspection in order to confirm or refute the facts of improper provision of services. The act drawn up based on the results of this work should be presented to you.

If the persons representing the company refuse to carry out an inspection, the act drawn up by the residents with photographic evidence attached to it becomes evidence of the provision of services of inadequate quality.

If the management company (MC), responsible for servicing your home and surrounding areas, has not responded to the request and has not taken action to eliminate the shortcomings, you should contact the higher departments that control the activities of the management company.

This could be a county prefecture or a district government. Please note that complaints related to the quality of services and non-fulfillment of contractual obligations are dealt with, respectively,

Rospotrebnadzor and the prosecutor's office

Don't forget to include the following information: full name, postal address, contact phone number (preferably a landline phone number). The time it takes to review and process applications depends on the individual circumstances of a particular incident. If your problem falls into the category of urgent issues, actions to resolve it should be taken within 1 to 5 days.

How should you remove snow and ice from your yard in winter?

This yard is cleaned only to a “C” grade.

There was barely any real snow in Volgograd this year. But he couldn’t really be happy. At first, snowdrifts paralyzed traffic on the roads and caused a lot of problems for pedestrians, then all this turned into snowy rivers that were impossible to get around. Now the frost has turned the puddles in the yards into icy mounds. In the meantime, the utility workers had several days to remove the snowdrifts, remove the snow, and sprinkle the paths with sand. This was not done everywhere. Komsomolskaya Pravda went with specialists to the courtyards from which residents had received complaints, and found out what, how and in what time frame the janitors should do.

Before the inspectors arrive, the janitors are in a hurry to get the yard in order. True, after 10 minutes they disappear.

Cherepovetskaya street, 11/3. The ice has not been removed from the roadway, but it has been generously sprinkled with sand. There is a violation. But utility workers have a couple of days to eliminate it.

“It’s bad, they very rarely clean our yard,” Liliya Kazakovskaya, a resident of the house, greets the inspectors in the yard at Cherepovetskaya, 11/3. “It was difficult to get through in the snow.” But before the inspection, sand was sprinkled everywhere in the morning.

The staircases were also cleaned and sprinkled with sand before the commission arrived. But the fresh snow was not removed.

— Entrance areas and staircases have been cleared, the road has been sprinkled with sand. But the ice is not removed - this is a violation. Although after our call the janitor went to work. So this yard can be given a solid “C”,” comments Artemy Evseev, head of the administrative and technical department of the Municipal Budgetary Institution “Housing and Communal Services of the Voroshilovsky District” .

This is how entrances, sidewalks and internal driveways should ideally look in a cleaned yard in winter.

WHAT YOU SHOULD DO IN YOUR YARD IN WINTER

— Knock down icicles from roofs and porch canopies.

— Remove snow from sidewalks, entrance exits, internal driveways, and entrances to the yard. Particular attention is paid to entrance areas, ascents and descents, and stairs.

— Sprinkle sand on icy paths.

All this is included in the amount you pay for the maintenance of housing to the management company or HOA. Moreover, utility workers are required to start work immediately after a snowfall.

Often, this is the maximum that residents can expect. It should be different though.

“A resident should go out into the yard and walk as calmly as in his own entrance or at home, so that there is no risk of falling and getting injured,” notes Artemy Evseev. “But it is impossible to remove such a volume right away, so for the first time it is permissible to clear the pedestrian paths and sprinkle everything with an anti-icing mixture. And then, within a couple of days, remove the snow and ice - right down to the asphalt!

Novouzenskaya, 10A. The entrance to the yard is covered with ice. Violation!

Another courtyard is Novouzenskaya, 10A. The inspector gives him only a “one plus.” The entrance to the yard is frozen over, the footpath is only lightly sprinkled with sand, the entrance areas were removed after a heavy snowfall, but today’s snow remains there. Behind the house there is a kingdom of ice. The snow was not even shoveled off the blind area, which means that when it melts, water will flow directly under the foundation, destroying the building. And the previously removed snow was dumped directly under the Christmas trees - on the lawn, which is prohibited. Snow should be stored in a specially designated place, next to storm drains, and if there is no such place, it should be removed from the yard.

The entrance areas have been cleaned, but fresh snow should be removed tomorrow morning at the latest.

The cleared snow was dumped on the green zone - this cannot be done.

No one cleaned the house at all. The HOA that manages the house is clearly facing a fine.

“There should be no snow on the blind areas,” comments Artemy Evseev, head of the administrative and technical department of the Municipal Budgetary Institution “Housing and Communal Services of the Voroshilovsky District.”

These are all violations for which the management company and the homeowners association face a fine of 20 - 30 thousand rubles for each fact, the official - 10 -15 thousand fine.

Alas, we still haven’t found the ideal yard today. Although they will most likely avoid a fine. After all, the inspectors will come to draw up a protocol only the day after tomorrow morning.

WHERE TO COMPLAIN

If utility workers in your yard work carelessly, complain to the administrative and technical department of the municipal budgetary institution for housing and communal services of the region.

A phone call is enough. First, the inspectors will call the Criminal Code, report the complaint and that an inspection will come to them. Then a notice of inspection of the legal entity is drawn up - it must be handed over to the management organization no less than one day before the inspection. And only after that, at the appointed time, controllers come to the place. So the janitors still have time after the complaint to put the yard in order. The decent ones immediately break the ice with a crowbar and generously sprinkle sand everywhere. Well, a report on administrative violation is drawn up against unscrupulous utility workers.

And this is the Krasnooktyabrsky district. Yards on Titova 13, 15 - Deputatskaya, 15A. This is a gross violation.

— The work of the janitors is constantly monitored, and raids are carried out with the participation of specialists from specialized structures. So if they don’t clean up your yard, don’t be silent, complain to the regional Municipal Budgetary Institution “Housing and Communal Services”, to the city housing inspectorate or to the district administration,” the mayor’s office notes.

By the way, despite the fact that Volgograd residents massively reported on social networks about the complete lack of cleaning in their yards in recent days, in the Voroshilovsky district only four complaints were received on February 5 and 6.

According to monitoring data from the city department of housing and communal services and fuel and energy complex, on February 6 alone, the courtyards of 566 houses in different areas of the city were randomly checked. Based on the results, 42 inspection reports were drawn up with identified violations.
