Removable
Quick-release fencing of the Crab and Post types are easy to install and quick to dismantle. In addition, these designs have characteristics that can be attributed to their advantages:

How Muscovites were quarreled by barriers
Fights between neighbors, damaged cars, endless trials: this is the third year that a barrier war has been going on in Moscow. By simplifying the procedure for installing them, the authorities, of course, wanted the best, but in reality the parking issue has spoiled Muscovites even more than the apartment problem.

For more than six months, David Melkonyan, the head physician of the capital's American Russian Dental Center dental clinic, has been fighting with the residents of the house on Sadovaya-Kudrinskaya Street, on the ground floor of which his clinic is located. The war is over parking in the yard: in order to keep strangers out, the residents of the house have installed a barrier.
First, in order to park in the yard, the clinic staff acquired universal keys for the barrier. But they were unable to remain incognito for long, and the residents began military operations against them.
“My car was dirty with excrement, scratched, and offensive notes were left under the windshield wipers,” Melkonyan complains. In early February, the doctor, in a fit of rage, broke down the ill-fated barrier in front of residents who had deactivated its key and blocked the entrance to the yard.

An angry, strong, bald man in a “dutik” swings the barrier, almost hanging on it with his whole body, and then energetically breaks it down, spinning it around its axis—the video instantly spread across social networks and even appeared on the air of federal channels.
Now Melkonyan regrets that he got excited and has already agreed to fully compensate for the damage, which, according to preliminary estimates from residents, amounted to about 70 thousand rubles.
But he does not waive his right to park in this yard:
The clinic occupies 10% of the total area of the house, we pay rent, so why don’t we have the right to park here?
However, the situation itself remained unresolved. “The city threw all this at the decisions of general meetings of residents,” the dentist complains. “And it’s not clear how we can negotiate: they don’t want to let us in even during the daytime, when the yard is half empty. The police told me, however, that I’m not the only one - the courts are overloaded with such cases, in almost every yard there are lawsuits.”
Harassment of a car enthusiast
A motorist, unsuccessfully poking into courtyards in search of parking in the center, gets the feeling that Moscow is already fenced up and down. Actually this is not true.
Last fall, the head of the capital's transport department, Maxim Liksutov, complained that so far only 10% of parking spaces in Moscow are protected by barriers. This is only 150 thousand out of 1.5 million, the deputy mayor specified.
According to the city authorities, barriers in courtyards should keep pace with paid parking. The point of all this, as you know, is to combat traffic jams, or, in other words, to combat motorists. The idea is simple:
If it is expensive for a motorist to park on the street, but impossible in the yard, then he will leave the car at home and go by metro.
In this regard, a simplified procedure for installing barriers, fences and other barriers in courtyards was approved less than a month after parking inside the Boulevard Ring became paid.
At the end of 2020, financial support was also added - the city compensates 50 thousand rubles. for the installation of each device in a paid parking zone. With an average cost of a barrier of 70-120 thousand rubles. this is almost half of the costs.
Muscovites will be given money for barriers
The procedure for installing barriers today is as simple as possible: you need to hold a general meeting of homeowners - collect more than 51% of the votes, make a fencing project (it must indicate the location, type, size and appearance of the barrier) and have it approved by the council of deputies of your municipal district.
The project should provide for “24-hour unhindered access” to the courtyard for police, firefighters, doctors, emergency services specialists and other special services. If there is a project and the consent of the residents, approval by the council of deputies takes no more than a month.
“Of course, residents of the center greeted the new regulations with almost applause,” says a resident of one of the houses in Zamoskvorechye. “Previously, the procedure took almost six months: you had to go to the government, the traffic police, the Ministry of Emergency Situations. And after all this they could still refuse. Now it’s easier: all the requirements are clear. There is no need to register the yard as shared ownership. And the deputies got their hands on it.”
Deputies in the capital seem to have really gotten their act together: the number of barriers in Moscow is only growing, albeit not as quickly as the mayor’s office would like.
“Our organization alone, for example, has installed more than 700 barriers,” says Artem Kiselev, general director of the Center for the Development of Moscow Urban Parking Space, which installs turnkey barriers in the capital.
The mayor's office did not respond to Money's question about how many Moscow courtyards are currently fenced, but judging by the data released earlier by Maxim Liksutov and the official press releases of the mayor's office, we can say that about 2 thousand have acquired barriers. courtyards - mainly within the Garden and Third Transport Rings.
Cannot be demolished

It is really difficult to count the number of fenced yards, because a significant part of the barriers, permitted by some authorities, are eliminated by decision of others, or they are demolished without any reason by metropolitan residents outraged by the fencing process.
“There are many cases when it is completely impossible to find the owner of the barrier,” says lawyer of the Expert non-profit organization Sergei Voronin. “This is the simplest story: then the fence can simply be cut down without trial.”
It is a completely different matter if residents, owners or tenants go to court. A deficiency in the documentation and the court will decide to eliminate the barrier. Some of the fences are demolished by the city itself, for example, during major renovations. As Alexander Pavlenko, president of the SRO “Co-ownership”, says,
there is a feeling that there is a continuous process of installing barriers at the expense of residents and demolishing them at the expense of the budget.
“In many cases, restricting travel in the area near the house is a pure lottery and a game with the law,” Voronin continues the topic. “The local area is indeed the collective property of the residents of the house, but the road inside the yard is already citywide property. Of course, in practice, the stories of the struggle for the demolition or installation of barriers are not as simple as they might seem. According to Voronin’s observations, conflicts and disputes surrounding the installation of barriers began in 2014—in fact, immediately after residents began installing them.

“The barrier stood in our yard for less than a month,” says Ekaterina, a resident of the Gagarinsky district. “An activist, San Sanych, came into the house and firmly decided to fence off our yard, despite the fact that we generally had no problems with parking.
Residents talk about the fact that the results of the vote on the barrier were falsified, that San Sanych himself headed the council of the house illegally on the internal forums of the house, but everyone is too lazy to really fight the activist.
As a result, San Sanych collected 5 thousand rubles from each car and got a barrier installed. The neighboring house, whose passage was blocked by this barrier, went to court, and it was demolished. Now San Sanych is charging us money for a lawyer to sue the authorities and return the barrier. And those who don’t surrender are threatened to not be allowed in again.”

at the request of any resident, the barrier will either be demolished again, or the owner of the barrier will be obliged to give the keys even to those who have not paid any money.
Moreover, you can and should try to force the management company to return the money. Residents of Kuzminki are now making such an attempt, accusing the management company of illegal enrichment in court.
“The residents of the house agreed to rent 2.5 thousand rubles from each apartment. for the installation of a barrier and then annually transfer 1.2 thousand rubles. for exploitation,” says Sergei Krylov, general director of a legal entity representing the interests of residents in a legal dispute. “However, a serious problem soon arose: the barrier began to be demolished every other day. The house is located near the metro, the traffic there is very dense, there are a lot of cars and pedestrians.”
As a result, they began to collect additional money from residents for the installation of video surveillance cameras, strengthening the barrier, installation, and so on.
“All this didn’t help - they couldn’t save the barrier, they couldn’t catch anyone even with cameras, and residents were simply tired of paying for it,” continues Krylov. “In addition, coffee shops, cafeterias and grocery stores completely refused to participate in fundraising.”
The court is not a decree
Over the past two years, the capital's courts have considered more than 150 cases related to barriers. In approximately half of the cases, a decision was made to demolish the barrier structures. But even with this outcome, peace between neighbors is no longer possible.
In Kurkino, barriers cut off the entrances to two schools and a kindergarten at the same time - parents with children had to walk half a kilometer from their cars.
“At first we tried to negotiate with the residents of the houses that installed the barriers about short-term entry,” says Vadim Malyshko, an active participant in this story. “But by chance or coincidence, the very deputies who agreed on these barriers lived in these houses. And they didn’t want to negotiate with us at all. They talked about the benefits of walking.
Every day there were conflicts between us, verbal altercations and even fights between parents and residents. Then we started filing lawsuits - a representative from Moskomsport even participated in the proceedings with us (since employees and students of the Moscow Golf School were also not allowed in).”

As a result, the courts sided with the proactive parents. However, the execution of court decisions was delayed.
“Despite the court’s decision, for some reason the barriers were not demolished. We contacted the prefecture, the government. As a result, the barriers still stand, although on the side of one house, however, they are always open. There, residents stopped paying money for the maintenance of barriers and security. But the other passage is closed, the court decision there, apparently, is not a decree for anyone,” Malyshko sneers.
Parents in Kurkino were lucky - in a completely similar situation in the Presnensky district, the court preserved the fences.
A courtyard coup took place in Moscow
In another courtyard, already in the center, a resident dissatisfied with the extortions filed a police report against the activists of his building.
Two years ago, they decided to protect a courtyard shared by two houses on Taganka from drivers trying to avoid traffic jams. The installation of fences and the preparation of all documents was carried out by the elders of the houses; they already continued to collect money for its maintenance.
“In our yard, the barriers have been working for quite a long time, everyone generally likes it, and we pay a little - 200 rubles each. per month. But one of our neighbors did not want to pay on principle. When the house elders once again put pressure on him to make payments, he wrote a statement against them to the police - for illegal circulation of funds,” says a resident of house 9 on Marksistskaya. “After the statement, they were called to the police and checked. Then, however, they released me. But it’s not enough pleasant.”
From a position of strength
The barrier war sometimes reaches the point of absurdity.
In the Presnensky district, at house 4 on Bolshaya Dekabrskaya, there are now five barriers installed, two of them close to each other, and different people have the keys to all the barriers. An activist from this house, Natalya Zhuravleva, complains:
The idea was normal - so that on weekends visitors to the Vagankovsky cemetery would not park there. But this led to complete idiocy.
The residents of this house and their neighbors were unable to come to an agreement for several months; the situation only worsened: people began to hang padlocks on the barriers adjacent to each other as additional protection.
Many, in their desire to isolate themselves from neighboring houses and close themselves with barriers, forget about the single access road to neighboring yards. As a result, the barrier becomes a real barrier and isolation for neighbors. Hence the endless disputes and conflicts,” comments Sergei Krylov. “In an amicable way, only external barriers should be installed.”
However, even fences installed in accordance with all the rules and with the consent of the residents do not guarantee peace in the yard.
As soon as the issue of barriers is resolved, other wars begin - for the best parking space in the yard.
Unfortunately, this issue is always resolved from a position of strength; no one wants to pay for a space for their car if there is a barrier.
In the Marshall residential complex on Rybalko Street, the developer, together with the management company, tried to introduce paid parking in the yard - 300 rubles each. in a day. Residents rebelled against both the fee and the barrier. Now there are no fences there.
There is underground parking - 350 rubles. per day. But everyone parks at the top - in several rows, on both sides, on the sidewalks, not paying attention to the numerous signs that there is no parking. Local security guards, however, don’t see this as a big danger, since a tow truck simply won’t get through here.
