With the onset of the crisis, many people began to think about saving on various benefits to preserve the family budget, and one of the first types of savings was the reduction of consumed utility resources.
At the same time, situations often arise when relatives or friends want to come to visit in order to study or get a job in the city, and therefore they need at least temporary registration with loved ones. In addition, people can rent out their property or provide others with the opportunity to register on their territory.

It is in such situations that many, first of all, think about whether the rent depends on the number of people registered.
Basic information
The legislation provides for a direct dependence of the rent on the number of people living in the building, that is, the more people live in the apartment, the more expensive utility payments will be. At the same time, Article 2 of Law No. 5252-1 directly states that every person must live at the place of his registration, since otherwise it will be recognized as fictitious.
Thus, regardless of whether a citizen lives at the place of his registration, as well as whether he is temporarily located there or is registered on a permanent basis, all relevant payments will be charged upon registration at this address.
What affects the size of utility bills?
When registering a new person, the owner usually thinks about how the amount in payments will increase. In fact, the amounts on the receipt are actually affected by:
- privatized or municipal apartment,
- total area of the room,
- presence or absence of metering devices,
- regional cost tariffs for utilities,
- number of persons registered in the apartment.
So, the number of only registered ones is one of several factors. At the same time, it is directly interconnected with everyone else.
Attention! Do not confuse the number of actually living citizens and those registered. For the management and sales company, payment will be considered exclusively as prescribed. And the calculation will take place only taking them into account. However, if neighbors notice that more people permanently live in the apartment and contact the management company, its employees can draw up a report.
How is it calculated?
Today, the law establishes average and approved tariffs assigned to each individual region, and they are calculated for each person. Moreover, if the apartment does not have any meters, then in this case you will have to pay for water supply, sewerage, gas and electricity at average rates, and in addition, for each resident you will have to pay the cost of removing household waste.
If there is a meter, only the amount of resources actually used by residents is taken into account, and in such a situation, the number of residents mainly affects only the total energy consumption, and therefore the total payment for utilities increases.
In such a situation, economical use of water and electricity will significantly reduce consumption and the amount of utility bills, so it is always recommended to use appropriate metering devices to ensure that payment is more fair and accurate.
Maintenance of the house and heating are paid according to the area of the housing and in no way depends on how many people are registered in it.
In many houses, special heat meters are also installed, in connection with which the calculated heat energy consumption is divided into square meters of room area, after which a cost is displayed, which is not averaged over the entire region, but corresponds to specific consumption in a particular apartment
The question of who receives rent after death is strictly regulated by the Civil and Housing Codes of the Russian Federation.
Whether rent is charged if no one is registered at the specified address is explained in detail in this article.
Relationship between amount and share of owners
If the owner is going to distribute what amount each resident must pay, then in this case the total amount for all energy carriers separately is divided by the total number of registered ones, which will represent the share of each registered person. You can simply divide the total amount of the required rent payment into equal parts among everyone who lives on the territory of the specified property.
If no one is registered in the apartment
There are also cases when real estate is owned, but there are no registered residents . Such situations are not uncommon and do not contradict current Russian legislation.
But you need to understand that the absence of tenants does not relieve the owner from paying utility bills. Invoices and receipts will also be sent to him regularly, taking into account the tariffs per resident.
In a situation where there are no registered residents, owners are advised to install all metering devices . Thus, you can significantly save on utility bills.
At the same time, we should not forget that such indications as heating and maintenance of real estate, as well as expenses for general house needs, do not depend on the readings of metering devices. The owner of the apartment will have to pay them in full required.
Receipts must be paid by the 10th of the current month, otherwise the owner will have to face trouble in the form of penalties.
Does the rent depend on the number of registered
As has already become clear, the amount of rent directly depends on the number of people registered there, and the only services that will not be increased when registering a new person at the place of residence are the rent itself and the heating service.
Thus, if only one person is registered in a residential area, then with the registration of each new tenant, the rent for him will increase proportionally, multiplying it by the number of registered persons. This applies to gas, electricity, water supply and sewerage, as well as garbage collection services.
Calculation of rent
Article No. 157 of the Housing Code of the Russian Federation states that payment for housing and communal services should be made taking into account the volume of resources consumed.
The amount depends on the size of the premises, type of heating, availability of communications, etc.
The size is affected by the number of registered persons, but only unmetered services are calculated in this way.
The rent consists of two components:
Payment for utilities | gas, water, electricity, heating, sewerage. These resources (except for heating) are calculated by meter |
Payment for housing services | overhaul of the building, elevator maintenance, etc. The rate is fixed. The tariff depends on the region, area, type and age of the building, etc. |
Legislative acts

Responsibilities
Regardless of what form of ownership is used in relation to a particular property and what management structure of a residential building is used, any services that are provided to residents must be paid directly to the resource provider, that is, the specified enterprise that supplies the population with water, gas and electricity .
Each of the suppliers has a specific agreement with the management company or directly with the owner of the apartment, as a result of which the bills will be addressed to his person and, accordingly, he will also be responsible for any debts. That is why it is important for the owner to carry out the correct distribution of shares with a requirement for compensation of an amount corresponding to his actual payment.
FAQ
Many people, faced with the need to register, ask many questions about what this means for apartment owners, but in total, only three most important problems can be identified.
How is it calculated: according to registered residents or residents? | As already mentioned, rent is calculated in accordance with the number of people registered in the territory of the specified housing. Since, in accordance with current legislation, a person is required to live where he is registered, by default it is assumed that he will be at his place of registration, and therefore it makes no difference to public utilities whether he is actually there, and they will charge rent in accordance with the very fact of registration. |
How to calculate if no one is registered? | There are also situations when a person has certain real estate and is its full owner, but at the same time has not registered either himself or any other persons there. In such a situation, in order to reduce payments, it is best to simply install meters for all the necessary indicators, namely:
In this case, if no one really lives on the territory of a private house or apartment, the total amount of expenses will always be zero, and in principle there will be no need to pay. Another important line in the receipts is the heating fee, which is also charged in a fairly large amount. In such a situation, if meters are not installed in the housing, there is no way to get rid of the payment, so you will need to think about whether it makes sense to install expensive meters or whether it is better to just pay the amount that suppliers send every month. If you plan to leave the house unattended for a long time, then you should definitely think about such a prospect, since otherwise you may face huge payments. |

The nuances of paying for utilities by a person who is registered but does not live
Even if a person does not live in his own living space, it will not be possible to avoid utility bills. Thus, heating charges will be made regularly several times a year (the only exception may be the installation of a meter with consumption control). Maintenance fees and capital fund contributions are also assessed.
The consumption of other resources, such as light, water, gas with installed meters will be determined depending on their readings. If they have not been installed, then in order not to pay the tariffs, the person needs to write a paper to the Criminal Code or Housing Office indicating the time of absence and confirmation.
Calculation of rent in “zero” apartments is a very delicate issue. According to the law, such a living space may well exist, but neighbors, forced to pay more in such a situation, can cause trouble for its owners.
