On changes in the payment procedure for housing and communal services in Domodedovo. MosObleIRC explains

Story

Linear barcodes have long become commonplace on housing and communal services receipts. However, not all organizations, especially small ones (housing associations, housing cooperatives, management companies), can print a unique code on each receipt. In addition, a linear barcode cannot contain all the information necessary to post a payment, and much of it must be entered manually. You can reduce service time and also get rid of input errors using two-dimensional barcodes (2D barcodes).

The first of our clients to implement a two-dimensional barcoding system on utility payment receipts. Almost simultaneously, Sberbank of Russia proposed a new standard for payment documents for individuals using a two-dimensional barcode. Sberbank's initiative was supported by key credit institutions and software developers (VTB, Alfa-Bank, CyberPlat, Russian Post, 1C, Parus). Therefore, we can now confidently say that two-dimensional barcodes will soon become commonplace on housing and communal services receipts, just like linear ones are now.

The receipt encoding program we offer is compatible with any accounting system for the Windows operating system. The information in the barcode is located in accordance with the format recommended by Sberbank as a unified barcoding standard.

How to find out your single personal account

The Unified State Social Insurance Fund of the Pridnestrovian Moldavian Republic draws your attention to the need to comply with paragraph 6 of Article 22 of the Law of the Pridnestrovian Moldavian Republic of January 8, 2001 No. 372-3 “On Employment of the Population” in terms of the mandatory provision of information about all jobs (vacant positions), within three working days from the moment they became vacant or were created.

Using a single payment document, you can pay for utilities by giving only the personal account number or address of the subscriber

As the director of the Republican Settlement Information Center Igor Rodionov said.

The new system uses the most modern information technologies. First of all. they are associated with a higher level of protection of personal data on the transmission and reception channel. “Payment is possible in any locality, regardless of the subscriber’s location.

It is made using a unique personal account number.

How it works

If you printed payment orders with a bar code for the Bank, you can skip this point, since the same technology is used when printing the code on receipts:

  • During the installation process, the program will create a virtual printer;
  • In order to add a barcode to a document, you just need to print it on this printer.

In this case, the program will add a unique barcode to the document and print it on your real printer. In order for the program to begin recognizing your receipts, we must configure it. Read on to learn how to help us set up the program.

What is a single personal account in the GIS Housing and Communal Services and where to find it.

A single personal account (USA) is one of the components of a payment identifier in the GIS Housing and Communal Services. It is generated automatically by the system and is intended for payment of housing and communal services. Essentially, this is all the data so that the subscriber can pay for utilities and housing services online, without paper receipts.

What does a payment ID consist of?

Each subscriber is assigned a special 18-digit code by GIS Housing and Communal Services - the full identifier of the payment document. With its help, you can pay for housing and communal services in payment services, on bank websites or from an operator. Essentially, this code replaces the usual receipt.

You can find the identifier in your GIS Housing and Communal Services personal account.

The identifier consists of several parts:

  • Unified personal account (UPA) is a code that contains all the information about the payer and the premises for which he pays. Consists of 10 digits;
  • Housing and communal services code. This is a three-digit code that is responsible for paying for a specific service - water, gas, cleaning at the entrance;
  • The payment document identifier contains data about the payment order. Consists of five digits.

Customer reviews about MosObleIRC

The creation of a single center for payments and a single payment document for the population in the Moscow region made it possible to ensure high standards of customer service. All issues can be resolved without visiting offices - just go to your MosOblEIRTS personal account on your computer or phone. Most users note the convenience of paying remotely.

A user with the nickname Dobroded on the forum of the city of Pushchino notes that he is completely satisfied with the service of the MosObleIRC. The man is sure that paying via the Internet is much more correct and convenient for users than waiting in line with a dozen payment receipts.

Olga Akhalaya on the page of the MosOblEIRTS application for Android writes that she really liked the mobile client. All functions of the application work flawlessly. The only thing is that the woman asks to add saving of bank cards. The app developers are already working on implementing this feature.

Unfortunately, not all subscribers are satisfied with the quality of service. Guest Peter on the Dobrodel website writes that he cannot work normally in his personal account. The buttons and links on the website do not work for the subscriber. At the same time, the man writes that he tried to log into LKK Housing and Communal Services in a mobile browser. In fact, you should use an application for your smartphone - then there will be no problems. As for access on a computer, the most likely cause of problems is ad blocking tools that block important LKK functions.

Dmitry from the city of Izmailovo on Dobrodel writes that he is unable to pay for housing and communal services in his VTB-24 personal account. If you use the recommended payment methods, such difficulties will be eliminated.

How to read the EPD - instructions for a single payment document

Some residents of multi-storey buildings who move to Moscow or the Moscow region often find it difficult to pay for the EDP. They ask how to read the EPD, what the lines and numbers on the receipt mean. We have prepared detailed explanations for them. Let's first explain with a diagram:

A single payment document includes all types of services that you see in the diagram.

  1. Let's start with the top icon in the form of a sewer hatch. This is a sewerage fee. Some apartments are equipped with a meter to determine the amount of wastewater. But most buildings do not have such meters. Therefore, the fee is formed from the readings of conventional meters for hot and cold water.
  2. The next radiator sign clockwise shows the cost of heating. Here only the area of the heated room is taken into account, without taking into account the number of residents.
  3. The icon with an electrical plug indicates an electricity charge. The cost is determined using electricity meters installed for each apartment. Find out, .
  4. The next sign means “Voluntary insurance”. Its purpose is to pay for home repairs in case of emergency. But since insurance is voluntary, you can check a box and decide whether to pay this amount or refuse.
  5. Contributions for capital repairs of the building. The amount is calculated based on the size of the occupied premises. This payment only needs to be made if you own the property. Otherwise, you can make changes to your personal account. Write an application, provide the necessary documents (for example, a rental agreement) and take them to the office of MosOblEIRTS LLC. In addition, you can do everything online and send the specified documents in scanned form to
  6. The next sign clockwise indicates the gas fee. It is calculated as follows: take the established fee per person and multiply it by the number of residents. Or they are measured using gas meters.
  7. Maintenance and ongoing repairs of the building - this amount is calculated based on the total area of the occupied apartment. It includes fees for maintenance of the building, surrounding area, and general communications.
  8. The tap icon shows the water supply fee. Typically, one organization supplies water and another organization heats it. Therefore, payment data is presented in two different figures.
  9. The single payment document also includes the removal and disposal of solid waste. Or household waste. The cost is calculated based on the area of the apartment.
  10. Other services - this concept refers to the fee for using cable television, the Internet, and intercom. This may include a fee for a radio point, if you have one, use of a common television antenna, elevator and other amenities.

  2. Apartment address.
  3. Barcode.
  4. The period for which payment is made.
  5. 10-digit payer code.

  8. Quantity: kilowatt, cubic meters, area in square meters, etc., for which payment is charged.
  9. Rate.
  10. The amount charged to you based on tariffs.
  11. Privileges.
  12. Recalculation.
  13. The amount accrued taking into account benefits and recalculation, if any.
  14. Contributions for voluntary insurance, if you have confirmed your desire to pay for it.
  15. Type of apartment, number of residents, number of beneficiaries, number of rooms, total area of the home, date of last payment.
  16. Total payment amount. Here you can select the amount: on the left is the amount excluding voluntary insurance, and on the right is the amount with insurance. Place a check mark in the appropriate part.

Payment for gas supply through MosOblEIRTS

Zaraysk was first mentioned in the Nikon (as the city of Osetra) and Ipatiev (under the name Osetra) chronicles in 1146. Subsequently, it was apparently burned by nomads. The next mention of the newly rebuilt city dates back to 1225: in the “Tale of the Bringing of the Icon of St. Nicholas of Zarazsky from Korsun,” the future Zaraysk is called Red. This year, the miraculous image of St. Nicholas the Wonderworker (Korsunsky) was transferred from Korsun (Chersonese) to Krasny. Soon a wooden temple was built in honor of this saint. Later, in this temple, the cycle “Tales of Nikola Zarazsky” was created, which includes, in particular, the Tale of the Ruin of Ryazan by Batu. The first known appanage prince of the city was Fedor Yuryevich, the son of the Ryazan prince Yuri Igorevich. Under him, a wooden-earthen Ostrog was erected in the city, surrounded by ramparts and ditches with water. In 1237, Krasny was burned by Batu, who was advancing on Rus'. According to the cycle of “Tales of Nikola Zarazsky,” Prince Fyodor Yuryevich was killed by Batu on the Voronezh River, and the prince’s wife, Princess Eupraxia, not wanting to be in Tatar captivity, together with her young son Ivan, jumped out of her mansion and “got infected” (hit) to of death. After this, the icon of Nikola Korsunsky began to be called the icon of Nikola Zarazsky. During this period, Zaraysk was called the city of St. Nicholas of Korsun and Zarazsk. Then, until the 14th century, Zaraysk was not mentioned in historical sources. The city that re-emerged in the 14th century began to bear the name Nogorodok-on-Osetra.

The master plan is task No. 1 in the activities of city local governments. The development of the city is aimed at preserving the historical and cultural heritage and creating a comfortable environment for the life of the population. The construction of residential buildings is underway, small retail trade facilities are being reconstructed, and historical and cultural monuments are being restored. In 2010, the Government of the Russian Federation approved the procedure for agreeing with the federal body for the protection of cultural heritage sites of draft master plans for settlements and urban districts, draft documentation on territory planning developed for historical settlements, as well as urban planning regulations established within the territories of cultural heritage sites and their protection zones . In the list of historical settlements in Russia (there are 41) approved by the Ministry of Culture and the Ministry of Regional Development of the Russian Federation, Zaraysk took its rightful place.
