FEDERAL BENEFITS FOR PENSIONERS
Citizens belonging to preferential categories have the right to choose which form of receiving government support suits them best. The legislation provides for the replacement of non-material assistance with a monthly cash payment (MCV), transferred simultaneously with the pension.
At the federal level, pensioners are entitled to the following privileges:
- Compensation of payments for housing and communal services. The subsidy is provided provided that the cost of utility bills is more than 10% of the total family income. Citizens over 70 years of age can also take advantage of additional support in the form of a 50% discount on major repairs. Muscovites who have crossed the 80-year mark are exempt from this payment in full.
- Monthly payments established for certain categories of citizens: participants and veterans of military operations, defenders of Moscow and heroes of the Second World War.
- Benefits for the purchase of medicines, according to the approved list of medicines subject to compensation.
- Tax deductions when purchasing a home.
- Exemption from property tax. Payments are not charged if a citizen owns a private house, apartment, creative workshop, outbuildings with an area of no more than 50 m², as well as a parking space or garage. The benefit is valid only for one property of each type. For example, a pensioner has an apartment and three garages - tax breaks will apply to residential premises and one garage.
- Exemption from NDF. Only certain types of income are not subject to tax. These can be various social benefits, pensions, gifts from individual entrepreneurs and organizations. Also, tax deductions do not apply to trips to a sanatorium paid for by a former employer and the provision of financial assistance to them. As for gifts, it all depends on how much the gift costs: its cost should not exceed 4 thousand per calendar year. In other cases, the pensioner will have to pay 13% tax on the remaining amount.
- Providing additional leave at your own expense. Elderly people who continue to work can count on additional leave without pay. Its duration is determined by the category of the pensioner. Persons who have retired due to age are entitled to up to 14 calendar days, WWII participants - up to 35 days, disabled people - up to 60 days a year.
- Prosthetics. At the state level, such benefits are provided for pensioners who have received the status of Hero of Labor of the Russian Federation, Hero of Socialist Labor, as well as a full Cavalier of the Order of Labor Glory. The same privilege can be used by military pensioners who served for more than 20 years and resigned due to staff reduction, health reasons, reaching a certain age, or who served for more than 25 years and were dismissed in 2021 for any reason.
What are the benefits for pre-retirees in Moscow from January 1, 2020 (latest news)
The country began talking about pre-retirement status after raising the retirement age. Russian citizens who have retired enjoy a wide range of social benefits, and therefore older people, whose retirement has been delayed by several years, are concerned about their situation.
To prevent mass discontent, the Government made concessions and retained the right to some payments and compensation for people who began to be called pre-retirees.
Find out more about the new status and what benefits there are for pre-retirees in Moscow from January 1, 2020 in our consultation.
Pre-retirement status - definition, citizen’s age
In order to provide citizens with some measures of social support, Moscow Law No. 19 dated September 26, 2018 introduces a new concept of “pre-retirement status.”
Before 2020 (before the law on raising the retirement age came into force), citizens of our country had the right to resign and retire 5 years earlier.
Immediately after giving up work, the pensioner began not only to receive an appropriate monthly benefit, but also could take advantage of a wide range of social services.
However, the situation has changed since the beginning of this year:
Period of time | Age of men | Age of women | Citizen status | Opportunity to receive social benefits and services |
Until January 1, 2020 | up to 60 years old | up to 55 years old | able-bodied | No |
from 60 years old | from 55 years old | Pensioner | Yes | |
From January 1, 2020 | 60-65 years | 55-60 years | Pre-retirement , able-bodied | Yes |
65 years old | 60 years | Pensioner | Yes |
So, currently (from January 1, 2020) the retirement age for men is increasing annually until it reaches 65 years, and the retirement age for women will also increase to 60 years in the future.
However, people who have reached 55 years of age (women) and 60 years of age (men) can still use social benefits. In other words, the age at which the law allows you to apply for a benefit (allowance, compensation, discount, etc.).
), remains the same as it was.

An example of registration of benefits for pre-retirees in Moscow
A man living in Moscow turned 60 years old. He contacts the “My Documents” center and successfully confirms his pre-retirement status.
In addition to other social benefits, a Muscovite claims to receive a monthly city cash payment in the amount of 1,000 rubles, since he is a Veteran of military service. Every month a citizen is awarded a pension in the amount of 24 thousand rubles.
In addition, the man receives 25,000 rubles a month in interest on his bank deposit. Finally, a Muscovite receives income from funds invested in shares in the amount of 100 thousand rubles per month. The total income of a pre-retirement person is:
25,000 rub. + 24,000 rub. + 100,000 rub. = 149,000 rub. per month.
or 149,000 rub. x 12 months = 1,788,000 rubles per year.
The annual income tax is awarded to military veterans whose annual income does not exceed 1.8 million rubles. 1.788 million
Common mistakes when applying for benefits for pre-retirees in Moscow
Error: A pre-retirement worker would like to find a part-time job, but cannot find an employer. Then he pays for professional retraining.
The mistake is that in Russia, pre-retirement people have the opportunity to learn a new profession free of charge (at the expense of the state) in order to find a job in the future.
Error: A citizen with pre-retirement status wants to apply for benefits for free travel on public transport and compensation for telephone communications. At the same time, the pre-retirement person uses taxi services and a mobile phone exclusively.
Free travel within the city and intercity does not apply to taxi trips. As for compensation for telephone communications, a citizen has the right to reimburse expenses for calls made to a landline (home) telephone. Calls to local numbers from a mobile phone will not be reimbursed, even if you do not have a home phone.

Temporary registration
Temporary registration gives the following rights:
- financial assistance from the state;
- medical service;
- the opportunity to obtain documents such as TIN, SNILS;
- registration of a child in a children's educational institution.
Moscow registration also increases the chances of getting a loan. This is also possible with temporary registration, but banks often refuse and are unwilling to issue loans or even a car loan if the citizen is from another city or region.
This is what a certificate of registration at the place of residence (temporary registration) looks like:
You can register in an apartment only with the permission of the person who has the right to the property. But even if the owners do not give consent, you can still submit an application to this address and, thus, everything will be legally correct on your part. This will serve as an argument in your favor during proceedings with the commission, which will make the final decision and assess the fine.
