Residents of apartment buildings, under certain conditions, can build a playground in the yard at their own expense. Construction requires approval from the authorities, as well as certain material costs. Contacting the management company
Before you get a playground in your yard, you need to contact the management company. For this purpose, an act is drawn up with the signatures of all residents. It outlines complaints about the condition of the playground. It is advisable to attach photographs of objects located in the yard to your application. For the act, it is not necessary to hold a meeting of all neighbors.
After submitting the application, you must notify it by phone. In this case, you need to force the date of application to be recorded. In addition, you should send an appeal to the head of the company. It should require an inspection of the site and elimination of existing shortcomings. According to the civil code, the period within which company representatives are required to consider the application is 7 days. If the requirements are not met, you must contact the state housing inspectorate.
It should be noted that it is worth drawing up an appeal only if the playground is adjacent to the building. In this case, it is considered household property for common use.
To find out, you need to read the agreement with the management organization. In this document you need to find the appendix “List of works for the maintenance of common property”. It is there that it is indicated whether the site is adjacent to the house or not. In some cases, it turns out that it is a yard, and therefore cannot be repaired by the management company.
It is also worth noting that if the site needs reconstruction or replacement, the management company may refuse to carry out the work, citing lack of funds. In case of refusal, you should complain to the district administration. This can be done by email and by phone.
Municipal authorities
In courtyard areas, the installation of platforms is carried out by the municipality. This is where you should go if there is no playground in the yard or it is unsuitable for use. It should be noted that in any city, programs are periodically carried out to improve the courtyard area. You need to follow them in order to write your application on time.
To do this, it is necessary to convene a meeting of residents and draw up an appeal. It is also worth inviting a representative of the management company.
What will they do this year
Every year it is planned to renovate approximately three thousand yards. This year, the list included 3,520 courtyard areas. In 2,304 of them, work has already been completed, and the improvement of the rest will be completed in the fall, after planting trees. The scale of the work is amazing.
In addition to repairing the asphalt, installing small architectural forms and lanterns, the courtyards will be equipped with 16 places for drying clothes, 188 areas for quiet recreation and 468 sports areas. For children there will be 41 towns and 820 playgrounds with swings, carousels and slides. Dog owners will be pleased with 403 areas specially equipped for pets, and motorists will be pleased with more than 23 thousand parking spaces that do not interfere with pedestrians.
In 4,779 courtyards, waste disposal areas will be improved. Some will have special containers for separate waste collection.
Construction of the site using your own money
The most effective way to create a playground in your yard is to invest your own funds. In this case, you can get not a standard playground, but one that is more reliable and interesting for children.
To do this, you need to convene a meeting of apartment owners in your building. During the discussion, it is determined how much will have to be spent on construction and whether your neighbors are willing to pay for the site.
A representative of the HOA must be present at the meeting. As a result of its implementation, a protocol is drawn up, which indicates the decision. If all the neighbors agree to build a site at their own expense, an application must be submitted to the district government. From there it will go to the Architectural and Planning Department. If you know an architect, he can draw up the plans himself. Then you need to collect all the documents that permit construction work. You can find out where to obtain documents from the city council. After collecting all the necessary papers, they are submitted to the council. It is there that the decision is made. It must be remembered that all elements on the playground must meet safety requirements.
What will the neighborhoods look like under the renovation program?
As part of the renovation program, courtyards and areas around houses will immediately be designed according to new standards. There is enough space here for walking with children, for quiet relaxation, and for active sports. In the walking areas, the paths will be paved with tiles, lanterns, small architectural forms, benches and trash cans will be installed, flower beds will be laid out, trees and shrubs will be planted.
Children's playgrounds will have a safe rubber surface; there will also be playgrounds, swings, sandboxes, slides and labyrinths. Gymnastic equipment and exercise equipment will be installed in sports areas. There will also be separate dog walking areas. But there will be no more through passages through the yard.
Requirements for children's playgrounds
In 2003, 14 requirements were developed that contribute to the creation of better and safer structures. When constructing a site, builders are guided by the following requirements:
- All railings and fences must have anti-slip coating. This helps reduce the risk of injury to structures. If the facility is intended for very young children, it should have steps near the ground. The corners of all structures on the site must be safely rounded.
- Since the slide is an object of increased danger, the starting area must be equipped with railings. In this case, the lower part of the slide should not rise above the ground above 3.5 cm. The radius of curvature of the structure should be more than 5 cm. Sides must be installed along the entire length of the slide.
- The Guest also specifies safe types of surfaces and types of equipment suitable for children's playgrounds.
- According to SNIP, a safety data sheet must be compiled for each site. If the structures were built before 2005, they must be reconstructed.
- In addition, the building codes and regulations indicate the distance of children's and sports grounds from other elements of the yard, as well as the need for landscaping.
- According to regulations, surfaces on sports and playgrounds must be safe and anti-slip.
- All coatings of installed objects must not deteriorate under the influence of weather conditions.
If the objects on the site do not meet even one of the listed requirements, you can contact the city administration with a description of the problem. If necessary, you should send several emails and make several calls to ensure that messages have been addressed.
What official regulations exist?
Until 2003, there were no regulatory documents in the Russian Federation regulating the operation of children's playgrounds. Since 2003, the “Technical Committee for Standardization TK-455 “Equipment for Children’s Playgrounds” was created, which developed special state standards.
The construction and operation of playgrounds must be carried out in accordance with these standards, which contain safety standards and testing methods for playground equipment and surfaces. Thus, the standards specify the requirements for the materials used, for the strength and other technical indicators of structures, for the absence of jams (arms, legs, etc.).
Platform sizes
The amount of space on the playground depends on the age of the children for whom it is being created. The location of residential buildings also affects the size. On average, the size of the playground for preschoolers is about 60 square meters. If built for older children, it can range from 100 to 1500 square meters.
Taking into account all the described rules, you can draw up a project for a future site or demand its reconstruction from the management organization. If there are a large number of children per site, this may also be a reason to contact the management organization or city administration, since the size should be determined based on the average number of children in an apartment building.
Control and responsibilities: how to look after the yard
If improvement work is delayed, carried out with violations or was not carried out at all, residents can complain to the prefecture, OATI or the Our City portal.
After the work is completed, the condition of children's slides, benches, exercise equipment and lawns is monitored by the State Budgetary Institution "Zhilishchnik" of the districts, and if the courtyard area is in common shared ownership - by management companies or HOAs. They must paint playgrounds and fences, repair paths and infrastructure, remove snow and leaves, and care for trees and flower beds.
If this work is not carried out, residents can contact the State Budgetary Institution “Zhilischnik” or the Homeowners Association. And if they are not heard there, then to OATI or to the “Our City” portal: there are sections for complaints about an uncleaned yard, broken equipment on the playgrounds, non-working lighting, lack of trash bins or sand on the playgrounds.
Using the internet reception
You can also submit an application to the online reception of your city administration. To do this, just go to the administration’s website and follow the “mayor” link. After this you need to do the following:
- Register and authorize your account.
- Send a message to the administration.
- Before sending, you must check the “written response” box. Thanks to this, you are guaranteed to receive a response to your request.
Also at this time, you can contact a company that installs children's and sports grounds. At this stage, you can draw up a project yourself to find out exactly the cost of all structures. After this, you need to call the accounting department of the house management to clarify the list of documents required to complete the application. At this stage, the house management may refuse assistance due to lack of the required amount of funds. In this case, you need to contact the mayor's office again.
More green
This fall, the capital's courtyards will be decorated with more than 110 thousand trees and shrubs. In total, it is planned to plant about 400 thousand plants in the city.
Several programs allow you to add greenery to your yard at once. The largest of them is “Million Trees”. An application for participation can be sent electronically to the district government, to the website of the Department of Natural Resources and Environmental Protection, or brought to the department in person.
In this case, you will have to draw up a plan of the territory, indicating existing and planned plantings. A special booklet will help you decide on the choice of trees, including 64 species of plants characteristic of central Russia and the Moscow region. Applications are accepted every year - in the fall until September 10, in the spring until March 10.
Voting on landscaping also takes place in the “Active Citizen” system. First, Muscovites choose yards where they would like to plant greenery, and then determine specific species of trees and shrubs. Most often, residents vote for spruce, birch, bird cherry, rowan and oak. Some people want willow, maple, ash and larch in their areas. The most popular shrubs among city residents were lilac, mock orange, cotoneaster and rose hip.
The city is also being greened as part of the “My Street” program. Last year, linden trees were returned to Tverskaya Street, New Arbat was decorated with elms, Norway maples, rowan trees and red oaks, and rowan trees and chestnuts appeared on Taganskaya Square, Narodnaya Street and Goncharny Proezd.
During the improvement of urban areas this year, it is planned to plant about three thousand trees and 33 thousand shrubs. The Boulevard Ring, Tverskaya Zastava Square, as well as many streets and courtyards within the Garden Ring will become greener.
Is it possible to make a platform with your own hands?
If the site has not been installed or you are tired of waiting for its construction, you can make several objects yourself. The main condition for carrying out such work is the use of high-quality materials. It is cheaper to use wood. To ensure that the objects created are safe for children, special attention must be paid to the quality of processing of each detail. The surface of all elements must be thoroughly cleaned and the edges rounded. This will reduce the likelihood of injury while using the playground.
One of the main elements of any site is the house. You can easily do it yourself by drawing up a drawing. During design, it is important to take into account the height of children. It is best to use ready-made projects, as they are based on the characteristics of young children who play in such buildings.
In addition, there should be a sandbox on the playground. It is also easy to make from wood. To create it, edged boards are used. They need to be thoroughly cleaned and the edges made more rounded. It is best to secure the boards using bolts. Since these are the fasteners that can withstand heavy loads.
It is advisable to create a lid for the sandbox. This will prevent debris from getting into it and spreading sand throughout the yard. If there is no cover, sand can be carried tens of meters when the wind appears. But in most cases, when creating sides of a standard height, this does not happen and the cover is needed only to protect it from debris.
Most often, sandboxes are created in the shape of a square or hexagon. The first option is more preferable, since making such a sandbox is quite simple. At the same time, it is easy to make a lid for such a design. If desired, you can make the lid from several parts.
The sand that will be used to fill the sandbox should not contain stones or other inclusions. It should be noted that the described structure should be placed under trees, since after getting wet the sand remains wet and cold for a long time. To protect wooden elements from destruction, they should be varnished before filling the sandbox.
